Prosecution and impeachment discussions must begin right away.\u201d<\/p>\n<p>Meanwhile, records <a href=\"https:\/\/apnews.com\/article\/new-york-andrew-cuomo-us-news-coronavirus-pandemic-nursing-homes-512cae0abb55a55f375b3192f2cdd6b5\">obtained by The Associated Press<\/a> show that 9,056 recovering COVID-19 patients in New York state were released from hospitals into nursing homes early in the pandemic under a controversial directive that was later scrapped amid criticism it accelerated outbreaks.<\/p>\n<p>The revelation raises new questions as to whether a March 25 directive from Cuomo\u2019s administration helped spread sickness and death among residents, a charge the state disputes.<\/p>\n<p>\u201cThe lack of transparency and the meting out of bits of important data has undermined our ability to both recognize the scope and severity of what\u2019s going on\u201d and address it, said Richard Mollot, the executive director of the Long Term Care Community Coalition, a residents advocacy group, in remarks to The Associated Press.<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3557063\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/02\/AP20302736484576-1200x800-1.jpg\" alt=\"New York nursing homes\" width=\"640\" height=\"427\" \/><\/p>\n<p>Families of COVID-19 victims who died in New York nursing homes gather in front of Cobble Hill Health Center in Brooklyn, N.Y., to demand that Gov. (Yuki Iwamura\/AP Photo)<\/p>\n<p>The COVID-related <a href=\"https:\/\/www.theepochtimes.com\/t-nursing-home\">nursing home<\/a> deaths have been a flashpoint for criticism against Cuomo, who faced public outcry over a controversial March 25 directive\u2014subsequently\u00a0<a href=\"https:\/\/www.theepochtimes.com\/new-york-mandate-blocks-discharge-of-elderly-covid-19-patients-to-nursing-homes_3346266.html\">reversed in May<\/a>\u2014essentially prohibiting nursing home operators from refusing to accept residents even if they tested positive for COVID-19.<\/p>\n<p>\u201cNo resident shall be denied readmission or admission to a nursing home solely based on a confirmed or suspected diagnosis of COVID-19,\u201d the order said.<\/p>\n<p>Under the order, if hospital staff determined residents were medically stable, nursing homes were prohibited from requiring that the patient be tested for COVID-19 prior to admission or readmission. Experts warned at the time that the order would lead to a surge in COVID-19 deaths in nursing homes.<\/p>\n<p>Cuomo\u2019s new order, issued in May, required hospitals to keep elderly COVID-19 patients until a negative test was confirmed or move them to another state-run facility that wasn\u2019t a nursing home.<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3677732\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/02\/New-York-Cuomo-2021-01-29-1200x800-1.jpg\" alt=\"Andrew Cuomo\" width=\"640\" height=\"427\" \/><\/p>\n<p>New York Gov. (Andrew Kelly\/Reuters)<\/p>\n<p>Cuomo has repeatedly rejected links between the since-repealed policy and the thousands of nursing home deaths in the state. Last year, the Cuomo administration flatly denied the allegations.<\/p>\n<p>\u201cAdmission policies to nursing homes were not a significant factor in nursing home fatalities. And data suggests that nursing home quality is not a factor in mortality from COVID.\u201d<\/p>\n<p>A state Department of Health study (<a href=\"https:\/\/www.health.ny.gov\/press\/releases\/2020\/docs\/nh_factors_report.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) corroborated this stance, concluding that it was infected nursing home staff that fanned the spread.<\/p>\n<p>\u201cThis study highlighted a critically important fact that the overwhelming majority of hospital patients sent back into nursing homes were not only medically stable, they were no longer contagious, and that 81 percent of the nursing homes receiving COVID patients from New York\u2019s hospitals already had the virus,\u201d said Michael Dowling, CEO of Northwell Health,\u00a0<a href=\"https:\/\/www.health.ny.gov\/press\/releases\/2020\/2020-07-06_covid19_nursing_home_report.htm\" target=\"_blank\" rel=\"noopener\">in a release<\/a>.<\/p>\n<p>New York Health Commissioner Dr. Howard Zucker said at a press conference following the release of a report that admission policies were not a significant factor in virus-related nursing home deaths, and called attempts to blame the fatalities on the March 25 executive order a \u201cfalse narrative.\u201d<\/p>\n<p>However, questions have been raised about the reliability and impartiality of the study, and a number of lawmakers have called for a probe.<\/p>\n<p>Meanwhile, Harvard University health care policy professor David Grabowski told NBC New York\u00a0<a href=\"https:\/\/www.nbcnewyork.com\/news\/coronavirus\/cuomo-official-grilled-on-virus-nursing-home-deaths-secrecy\/2549148\/\" target=\"_blank\" rel=\"noopener\">in an interview<\/a>\u00a0in August of last year that he believes the March 25 directive fanned the flames of the outbreak in nursing homes but was probably not the main factor.<\/p>\n<p>\u201cDid the policy increase fatalities in the state?\u201d Grabowski said of the executive order. \u201cIt probably did.
