It also established 15 more days to register to vote and extended mail-in and absentee submission deadlines,\u201d ABC 27 News <a href=\"https:\/\/www.abc27.com\/news\/pennsylvania\/court-finds-pennsylvania-mail-in-voting-law-unconstitutional\/\">reported<\/a>.<\/p>\n<p>A five-judge Commonwealth Court panel of three Republicans and two Democrats made the decision, but as <a href=\"https:\/\/apnews.com\/article\/pennsylvania-voting-donald-trump-tom-wolf-31b4e7d0b16a996c63079c8aa3c3b121\">noted<\/a> by the Associated Press, would be put on hold immediately if Democratic Gov. Tom Wolf\u2019s administration files an appeal to the state Supreme Court as promised.<\/p>\n<p>\u201cThe Administration will immediately appeal this decision to the state Supreme Court and today\u2019s lower court ruling will have no immediate effect on mail-in voting pending a final decision on the appeal,\u201d Wolf\u2019s office said in a statement.<\/p>\n<p>That law became a point of contention in the 2020 presidential election after incumbent President Donald Trump and other Republicans accused left-wing actors of using the commonwealth\u2019s lenient mail-in ballot rules to enact massive voter fraud, alleging the change swung the Keystone State to Democrat Joe Biden.<\/p>\n<p>In the ruling, Judge Mary Hannah Leavitt <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/01\/28\/pennsylvania-mail-voting-courts\/\">wrote<\/a> that \u201cNo-excuse mail-in voting\u201d \u2014 as it had been nicknamed by critics and supporters alike \u2014 \u201cmakes the exercise of the franchise more convenient and has been used four times in the history of Pennsylvania. Approximately 1.38 million voters have expressed their interest in voting by mail permanently.\u201d<\/p>\n<p>\u201cIf presented to the people, a constitutional amendment to end the Article VII, Section 1 requirement of in-person voting is likely to be adopted,\u201d the court added. \u201cBut a constitutional amendment must be presented to the people and adopted into our fundamental law before legislation authorizing no-excuse mail-in voting can \u2018be placed upon our statute books.&#8217;\u201d<\/p>\n<p>In response, Gov.
