He continued:<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<blockquote>\n<p>This investing in foreigners versus our own citizenry, this [corporate] efficiency model that is looking to always improve that bottom line, the profit margins, and not doing the things necessary to train the [American] people that will be innovative and more productive, has actually made our companies and the country less productive and less innovative.<\/p>\n<p>These immigration provisions represent an investment in foreigners versus an investment in Americans, and none of that should be done with taxpayer dollars.<\/p>\n<\/blockquote>\n<p>The <a href=\"https:\/\/rules.house.gov\/sites\/democrats.rules.house.gov\/files\/BILLS-117HR4521RH-RCP117-31.pdf\" target=\"_blank\" rel=\"noopener\">House bill<\/a>&nbsp;is titled the America COMPETES Act of 2022 and is a version of the Senate-passed Competes Act.<\/p>\n<p>The Senate bill was widely panned for dodging core problems about the corporate transfer of research and manufacturing to China. It passed in June and promises to spend $250 billion on subsidies to help shore up U.S. competition with China. But the Senate bill <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/07\/29\/exclusive-house-conservatives-to-introduce-anti-china-bill-as-contrast-to-weak-senate-passed-measure\/\" target=\"_blank\" rel=\"noopener\">does little<\/a> to reduce growing U.S. reliance on Chinese labor in U.S. laboratories or the movement of manufacturing \u2014 and the entwined science and expertise \u2014 into China.<\/p>\n<p>The bill also does little to counter Chinese government spying, technology theft, or market manipulations.&nbsp;\u201cWe have to have safeguards,\u201d Sen. Marco Rubio (R-FL) <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/01\/24\/house-democrats-push-weak-anti-china-bill-bidens-agenda-stalls\/\" target=\"_blank\" rel=\"noopener\">told<\/a> Breitbart News in November.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Chinese officials blocked two members of the World Health Organization (WHO) team investigating the origins of Covid-19 from entering China. <a href=\"https:\/\/t.co\/4QwbQXOtct\">https:\/\/t.co\/4QwbQXOtct<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1350849218538319875?ref_src=twsrc%5Etfw\">January 17, 2021<\/a><\/p>\n<\/blockquote>\n<p>The House bill version of the bill, introduced January 25, adds immigration measures to help universities and investors.<\/p>\n<p>The House bill allows foreigners who get PhDs to ask the DHS secretary for green cards. The PhDs would have to be from&nbsp;a \u201cprogram of study involving science, technology, engineering, or mathematics, the bill says. However, the&nbsp;<a href=\"https:\/\/www.federalregister.gov\/documents\/2022\/01\/21\/2022-01188\/update-to-the-department-of-homeland-security-stem-designated-degree-program-list#footnote-6-p3317\" target=\"_blank\" rel=\"noopener\">eligible PhDs<\/a> include accounting, taxation, conservation, and agriculture, the draft bill says on page 1,710.<\/p>\n<p>The foreigners would first have to pay for their PhDs at qualified universities. The bill suggests that at least 266 U.S. universities would be eligible to put their customers on a fast track to citizenship. But the bill also puts Historically Black Universities and other minority-serving universities on the list.<\/p>\n<p>The Democrats\u2019 bill also allows some foreign universities to put their graduates on a fast track to U.S. citizenship and U.S. science careers. Forty-nine of the world\u2019s top 100 universities are located outside the United States, including three universities in China, according to one <a href=\"https:\/\/cwur.org\/about.php\" target=\"_blank\" rel=\"noopener\">rating system<\/a>.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>The bill also allows the DHS secretary to import \u201crefugees\u201d from Hong Kong and to give green cards to 5,000 people from Hong Kong each year. \u201cThe Secretary of Homeland Security may, in consultation with the Secretary of State, prioritize the issuance of visas to individuals with a bachelor\u2019s or higher degree in science, technology, engineering, mathematics, medicine, or health care,\u201d the bill says.<\/p>\n<p>The bill also allows the homeland defense secretary to award work permits to people who ask for a \u201cstart-up visa\u201d and who can claim an up-front investment of $250,000 from \u201cqualified investors. This rule has been pushed by investment groups \u2014 such as FWD.us \u2014 since at least 2015, and it would give investors the ability to import foreign professionals and get huge leverage over their inventions.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The immigration changes would push Americans out of Fortune 500 jobs \u2014 and out of university science jobs \u2014 by allowing universities and companies to hire more indentured foreigners for jobs, said Lynn.<\/p>\n<blockquote>\n<p>You\u2019ve got to look at who the beneficiaries are. First, the universities \u2026 in the face of declining [American] enrollment, they\u2019re going to have an eager body of foreign students looking to [pay tuition to] get a degree from their university, get an [jobs via the Optional Practical Training {OPT} program or J-1 work permit] and then a green card, and then citizenship. So that\u2019s the payback to them.<\/p>\n<p>Also, it\u2019s companies. We see this currently with the OPT and H-1B&nbsp; [visa worker programs, where companies are] getting foreign nationals [and] if they\u2019re not working at that company, they could be deported. So it makes them more compliant [and cheaper] workers. That\u2019s not what we want.<\/p>\n<\/blockquote>\n<p>The U.S. already has an O-1 \u201cgenius visa\u201d for accomplished foreign professionals, Lynn said. But the large new programs in the House bill would gradually import an \u201coverclass\u201d of credentialled foreign scientists and managers, Lynn added:<\/p>\n<blockquote>\n<p>We would be importing a class of people that will ultimately be the managerial class who will oversee Americans, because that\u2019s what higher education does in America, that\u2019s what skills do in America. This is dangerous \u2026 it will actually make America less competitive because it\u2019s hollowing out the citizens who are part of the social fabric of this country<\/p>\n<\/blockquote>\n<p>Roughly <a href=\"https:\/\/www.nature.com\/articles\/d41586-022-00168-6\" target=\"_blank\" rel=\"noopener\">half of the skilled workers<\/a> in U.S. laboratories are foreign \u201cpostdocs,\u201d often on OPT or J-1 work permits. They are favored over many Americans because laboratory directors can work them harder than U.S. citizens and pay them with hopes of government-provided green cards. The huge number of foreign postdocs ensures that are many young Americans are denied places in academic research.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>\u201cThe root of the problem is the academic power structure,\u201d&nbsp;Yale scientist Akiko Iwasaki wrote in <a href=\"https:\/\/www.nature.com\/articles\/s41591-020-0831-6\" target=\"_blank\" rel=\"noopener\">Nature.com<\/a>: in April 2020:<\/p>\n<blockquote>\n[Laboratory chiefs, or Principal Investigators] PIs can hold trainees hostage through letters of recommendation and publications. International trainees are even more vulnerable, because PIs can hold them hostage with their visas. I have seen numerous DMs describing PIs saying \u201cif you don\u2019t work harder, I will not be writing a good letter of recommendation for you\u201d or \u201csince you took the weekend off, I am tempted not to renew your visa\u201d (paraphrased). Other PIs simply do not care about their trainees at all.<\/p>\n<\/blockquote>\n<p>\u201cAcademic science is a breeding ground for toxic dynamics, mainly because lab heads have so much power over their trainees,\u201d Sherry Moss said in&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/d41586-018-06040-w\" target=\"_blank\" rel=\"noopener\">Nature.com<\/a>. \u201cIn many ways, lab members are captive, making them more vulnerable to abuse [because] Ph.D. students and postdocs depend on supervisors for publications, funds and letters of recommendation,\u201d Moss wrote in 2018.<\/p>\n<p>The abuse pressures many young scientists out of academia, according to a November 2020 report in <a href=\"https:\/\/www.nature.com\/articles\/d41586-020-03235-y\" target=\"_blank\" rel=\"noopener\">Nature.com<\/a>. A survey of worldwide 7,600 postdocs showed:<\/p>\n<blockquote>\n<p>51% of respondents said that they had considered leaving science because of mental-health concerns related to their work \u2026 Some groups are especially likely to have such doubts. Fifty-five percent of female respondents said that they had considered quitting science, compared with 46% of male respondents.<\/p>\n<\/blockquote>\n<p>One U.S. researcher responded:<\/p>\n<blockquote>\n<p>Academia has truly ruined my life. All of my peers are either married with kids or they\u2019re making six figures at their job with only a Bachelor\u2019s degree. I am still single, no kids, have depression and extreme anxiety, and I\u2019m still poor.<\/p>\n<\/blockquote>\n<p>But Democrats are touting their hire-Chinese bill \u2014 partly because it delivers much money to HBCUs.<\/p>\n<p>\u201cThe America COMPETES Act of 2022 is the boldest, best option we have to stand up to China\u2019s harmful actions and support American workers,\u201d said a January 25 <a href=\"https:\/\/www.speaker.gov\/newsroom\/12522-0\" target=\"_blank\" rel=\"noopener\">statement<\/a> from Rep.&nbsp;Richard Neal (D-MA) the chairman of the House tax-writing committee.<\/p>\n<p>\u201cThe success and competitiveness of the American economy depends on the strength of our nation\u2019s workforce,\u201d <a href=\"https:\/\/www.speaker.gov\/newsroom\/12522-0\" target=\"_blank\" rel=\"noopener\">said<\/a> Rep.&nbsp;Carolyn Maloney (D-NY). \u201cThe America COMPETES Act will connect our nation\u2019s students and workers with the skills they need to succeed in high-tech industries while keeping our economy competitive in the years ahead.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The Department of Homeland Security is recycling 14,500 unused H-1B visas to employers after worried companies declined to accept the work visas they had won in the annual lottery. <a href=\"https:\/\/t.co\/wN8adaBcvo\">https:\/\/t.co\/wN8adaBcvo<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1294983085000470529?ref_src=twsrc%5Etfw\">August 16, 2020<\/a><\/p>\n<\/blockquote>\n<p>So far, House GOP leaders are giving thumbs down to the Democrats bill \u2014 but not because of the migration changes.<\/p>\n<p>\u201cThe COMPETES Act isn\u2019t serious legislation \u2013 it is a fa\u00e7ade to cover up the Democrats\u2019 reluctance to actually do anything to hold China accountable and their desperation to do something to distract from their domestic crises,\u201d said a statement from GOP leader Rep. Kevin McCarthy.<\/p>\n<p>What the House wants to do, said Lynn, \u201cis to invest in foreigners that come to America under the delusion that it will make ultimately make America more competitive.\u201d He continued:<\/p>\n<blockquote>\n<p>What they don\u2019t understand is that if you invest in Americans, invest in their education, invest in their skills training, it\u2019s going to create stronger families here in America, which will create stronger communities, which will create a stronger country, a more competitive country. If the intent is simply to invest in an overclass of foreigners \u2026 it will actually make America less competitive.<\/p>\n<\/blockquote>\n<p>On January 21, Biden\u2019s deputies announced they would invite <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/22\/biden-invites-more-foreign-workers-take-americans-white-collar-careers\/\" target=\"_blank\" rel=\"noopener\">more foreign workers<\/a> to get the U.S. white-collar jobs needed by U.S. graduates, despite massive evidence of <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/23\/lawsuit-spotlights-anti-american-corruption-in-h-1b-outsourcing-program\/\" target=\"_blank\" rel=\"noopener\">widespread fraud<\/a>, anti-American <a href=\"https:\/\/www.breitbart.com\/news\/facebook-u-s-reach-14m-settlement-on-hiring-discrimination-claims\/\" target=\"_blank\" rel=\"noopener\">discrimination<\/a>, stalled wages, and exploitive&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/30\/intels-stock-drops-as-its-visa-worker-population-rises\/\" target=\"_blank\" rel=\"noopener\">corporate management<\/a>.&nbsp; Breitbart News <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/22\/biden-invites-more-foreign-workers-take-americans-white-collar-careers\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>:<\/p>\n<blockquote>\n<p>Current rules allow companies to keep a population of more than&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/12\/03\/ceos-expand-green-card-workforce-u-s-jobs\/\" target=\"_blank\" rel=\"noopener\">1.5 million mid-skilled<\/a>, non-immigrant, foreign white-collar workers in jobs sought by the large population of skilled U.S. graduates. That huge population is more than enough to prevent a tight labor market in white-collar professionals, so tilting the playing field towards the Fortune 500\u2019s executives and shareholders.<\/p>\n[\u2026.]\n<p>The&nbsp;<a class=\"x5l\" href=\"https:\/\/www.federalregister.gov\/documents\/2022\/01\/21\/2022-01188\/update-to-the-department-of-homeland-security-stem-designated-degree-program-list#footnote-6-p3317\" target=\"_blank\" rel=\"noopener external\">new policy expands<\/a>&nbsp;the Optional Practical Training (OPT) program, the J-1 visa, the O-1 visa and opens a path for additional foreign graduates to apply for green cards from their homelands.<\/p>\n<\/blockquote>\n<p>Since the 1990s, U.S. innovation has slowed because the Fortune 500 companies, Silicon Valley firms, and <a href=\"https:\/\/www.ineteconomics.org\/uploads\/papers\/Weinstein-GUI_NSF_SG_Complete_INET.pdf\" target=\"_blank\" rel=\"noopener\">universities prefer<\/a> to displace American professionals in favor of compliant, cheaper, no-rights foreign workers, Lynn said.<\/p>\n<p>\u201cWe saw it initially in the late 1990s and 2000s\u2026 Now with so many foreigners here on an OPT or an H-1B, we\u2019re seeing many Americans coming out of college are having a hard time getting a job.
