Afghanistan\u2019s banking system went into crisis mode after President Joe Biden\u2019s disastrous withdrawal and the Taliban takeover in August.<\/span><\/p>\n<p><span>The U.N. Development Program (UNDP) <\/span><a href=\"https:\/\/www.reuters.com\/business\/finance\/exclusive-un-warns-colossal-collapse-afghan-banking-system-2021-11-22\/\"><span>reported<\/span><\/a><span> in November that a \u201ccolossal\u201d failure of the banking system could be imminent.<\/span><\/p>\n<p><span>UNDP conceded that efforts to stabilize the banking system by injecting U.S. dollars would face the risk of the Taliban simply stealing the cash.<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>\u201cWe need to find a way to make sure that if we support the banking sector, we are not supporting the Taliban,\u201d UNDP Afghanistan head Abdallah al Dardari said in November.<\/span><\/p>\n<p><span>\u201cWe are in such a dire situation that we need to think of all possible options and we have to think outside the box. What used to be three months ago unthinkable has to become thinkable now,\u201d Dardari said.<\/span><\/p>\n<p><span>UNDP worried about Afghan citizens hoarding their money under mattresses because they feared the banks might collapse, and warned a financial meltdown could make it impossible for Afghans to buy food and medicine. Other U.N. agencies said they needed to send cash into Afghanistan to pay staff and local workers.<\/span><\/p>\n<p><span>In late December, the U.N. <\/span><a href=\"https:\/\/www.wsj.com\/articles\/u-n-plans-8-billion-fund-to-restart-afghanistan-economy-11640268816\"><span>announced<\/span><\/a><span> an ambitious $8 billion aid program for Afghanistan on top of the $1 billion already spent \u2013 one of the <\/span><span>largest<\/span> <a href=\"https:\/\/news.un.org\/en\/story\/2022\/01\/1109492\"><span>demands<\/span><\/a><span> for funding it has ever made for a single country.&nbsp;<\/span><\/p>\n<p><span>U.N. officials said their agenda went far beyond basic humanitarian assistance to include rebuilding the economy, subsidizing education, restoring social services, and stabilizing the financial system.<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><span>\u201cA human being needs more than being handed a piece of bread. They need dignity, they need hope. We do not want to become an alternative government of Afghanistan. But is it important to support systems, not lose the gains made in past years,\u201d U.N. humanitarian coordinator Ramiz Alakbarov said.<\/span><\/p>\n<p><span>Shipments of cash were a major element of the U.N. plan, as U.N. Emergency Relief Coordinator Martin Griffiths explained: \u201cHumanitarian agencies inside Afghanistan can only operate if there\u2019s cash in the economy which can be used to pay officials, salaries, costs, fuel and so-forth. So, liquidity in its first phase is a humanitarian issue, it\u2019s not just a bigger economic issue.\u201d<\/span><\/p>\n<p><span>U.N. Secretary-General Antonio Guterres made a <\/span><span>similar argument<\/span><span> last week when he <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/un-chief-appeals-release-money-save-afghan-lives-2022-01-13\/\">called for<\/a> an infusion of funds into the Afghan banking system.<\/span><\/p>\n<p><span>\u201cInternational funding should be allowed to pay the salaries of public-sector workers, and to help Afghan institutions deliver healthcare, education and other vital services,\u201d Guterres said.<\/span><\/p>\n<p><span>\u201cThe function of Afghanistan\u2019s Central Bank must be preserved and assisted, and a path identified for conditional release of Afghan foreign currency reserves. We must do even more to rapidly inject liquidity into the economy and avoid a meltdown that would lead to poverty, hunger and destitution for millions,\u201d he insisted.<\/span><\/p>\n<p><span>Guterres said the U.N. was \u201ctaking steps to inject cash into the economy through creative authorized arrangements,\u201d but the sums involved would be only \u201ca drop in the bucket.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Afghanistan\u2019s Taliban-controlled central bank on Thursday announced the receipt of $32 million in cash from the United Nations, ostensibly to finance humanitarian aid.
