In 2006, he was reassigned to work in Detroit. A 2007 <a href=\"http:\/\/wordpress.bidennoms.com\/wp-content\/uploads\/2021\/05\/Scan-May-25-2021.pdf\">pleading<\/a> \u2014 a motion to establish child support between Chipman and separated wife Micki \u2014 shows he preliminarily got ATF to approve a reimbursement that would not have complied with federal regulations.&nbsp;<\/p>\n<p>ATF routinely provides <a href=\"https:\/\/www.atf.gov\/resource-center\/docs\/atfp23104sainformationalpacketsecurepdf-0\/download\">relocation expenses<\/a> for its employees, and other government and law enforcement agencies have a similar policy. But federal regulations require employees who are moving to actually live in the home to obtain funds. Chipman\u2019s request was denied after Micki Chipman reached out to them.&nbsp;<\/p>\n<p>David Chipman told The Daily Wire in an interview that he was living in the basement of his new partner\u2019s home \u201cone mile away\u201d in Virginia and that his \u201cex-wife was pissed because she wanted half of the reimbursement.\u201d Micki Chipman did not respond to a Daily Wire request for comment.&nbsp;<\/p>\n<p>Still, the documents reviewed by The Daily Wire show the bureau actually knew the special agent \u201chad not been living in the marital residence since the date of separation,\u201d raising questions about regulation enforcement.&nbsp;<\/p>\n<p>\u201cATF cannot comment on nominees,\u201d an ATF spokesperson said, directing The Daily Wire to The White House, which did not respond to request for comment. The administration pulled Chipman\u2019s nomination in September.&nbsp;<\/p>\n<p>The bureau denied the expense claim only after Chipman\u2019s ex-wife and her lawyer wrote to his \u201csuperiors to inform them that [he] had not been living in the marital residence since the date of separation and to assert that [he] was not entitled to the reimbursement under the federal government regulations,\u201d according to the court documents, which were forwarded by the American Accountability Foundation, a conservative watchdog group.<\/p>\n[Chipman\u2019s] superiors already had a copy of the parties\u2019 Agreement and knew that [he] had not been in the marital home for quite some time. Nevertheless, they had been planning to reimburse [Chipman] for the settlement costs in the approximate amount of $44,000. Upon receipt of Mother and Mother\u2019s counsel\u2019s correspondence, [Chipman\u2019s] superiors informed [him] that they could not make the reimbursement.&nbsp;<\/p>\n<p>Speaking to The Daily Wire, Chipman claimed he was unaware of federal regulations that reimbursements were contingent on living at the home.&nbsp;<\/p>\n<p>\u201cI didn\u2019t know it was inappropriate. . . I didn\u2019t realize you had to be physically living there,\u201d Chipman said. \u201cIt wasn\u2019t like I was trying to pull something. I just didn\u2019t realize. I owned the home. I paid for the home. [Micki] was thinking she could cause herself to get half. That\u2019s not how it turned out. Her letter actually caused [ATF] not to pay at all.\u201d<\/p>\n<p>\u201cThose are the rules,\u201d he added. \u201cYou don\u2019t have to know them to abide by them.\u201d&nbsp;<\/p>\n<p>The new information further sheds light on a nominee widely considered to be contentious and plagued by scandals. The gun lobbyist, who was also an advisor for gun control group Everytown for Gun Safety, notably <a href=\"https:\/\/www.dailywire.com\/news\/bidens-atf-nominee-failed-to-disclose-china-backed-propaganda-network-interview-may-have-been-used-to-cover-up-a-mass-stabbing-of-children\">failed<\/a> to disclose a 2012 interview with a media network affiliated with the Chinese government. Allegations surfaced, like that he <a href=\"https:\/\/thefederalist.com\/2021\/06\/10\/republican-senators-suspect-biden-atf-nominee-lost-his-firearm-as-an-agent\/\">lost<\/a> his gun as an ATF agent and racially <a href=\"https:\/\/www.foxnews.com\/politics\/grassley-asks-dojs-watchdog-for-records-after-atf-nom-chipman-accused-of-racial-bias\">targeted<\/a> a black Department of Justice employee. The lobbyist denied both allegations to The Daily Wire.&nbsp;<\/p>\n<p>While a senior Biden administration official <a href=\"https:\/\/www.cnn.com\/2021\/09\/09\/politics\/david-chipman-nomination-withdrawn\/index.html\">told<\/a> CNN shortly after the White House\u2019s decision to pull Chipman that \u201cWe will land him in a non-confirmed job in the administration,\u201d Chipman told The Daily Wire he has had \u201cno talks\u201d with the administration after he was informed about his nomination withdrawal.&nbsp;<\/p>\n<p>\u201cThey had offered a couple of positions but they weren\u2019t senior executive positions,\u201d Chipman said. \u201cFor the foreseeable future, I\u2019m retired from the government.
