A denial of a permit has the power to override a parent who has made the decision that getting a job is in the best interest of their child.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>While the purpose of the study is not to advocate for filling open positions with teenage labor, the FGA points out that \u201cteenagers learn invaluable life lessons like responsibility, time management, and personal finance\u201d when employed.<\/p>\n<p>Federal law regulating child labor does not require the permitting scheme, but \u201cmany states have created an unnecessary hurdle in which teenagers need to obtain permission from their school before getting a job\u2014effectively leaving the decision to school administrators,\u201d according to the study. FGA Research Analyst Lauren McCarthy, an author of the study, told Breitbart News that the permitting can affect both part-time and volunteer opportunities.<\/p>\n<p>In some states, the permitting process can require that a child receive a physical examination from a doctor before a permit is issued.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cState lawmakers should eliminate youth work permits to end the influence given to school administrators and restore the decision-making rights to students and their parents,\u201d McCarthy said.<\/p>\n<p>Michigan, Ohio, and Pennsylvania have very strict permitting laws, according to the study. In Michigan, teenagers must obtain work permits each time they switch jobs, even during the summer and for unpaid volunteer work. \u201cI<span class=\"transcript-snippet__content__body__word\">f<\/span> <span class=\"transcript-snippet__content__body__word\">it\u2019s<\/span> <span class=\"transcript-snippet__content__body__word\">midway<\/span> <span class=\"transcript-snippet__content__body__word\">through<\/span> <span class=\"transcript-snippet__content__body__word\">the<\/span> <span class=\"transcript-snippet__content__body__word\">summer,<\/span> <span class=\"transcript-snippet__content__body__word\">if<\/span> <span class=\"transcript-snippet__content__body__word\">they<\/span> <span class=\"transcript-snippet__content__body__word\">decide<\/span> <span class=\"transcript-snippet__content__body__word\">to<\/span> <span class=\"transcript-snippet__content__body__word\">change<\/span> <span class=\"transcript-snippet__content__body__word\">from<\/span> <span class=\"transcript-snippet__content__body__word\">an<\/span> <span class=\"transcript-snippet__content__body__word\">ice<\/span> <span class=\"transcript-snippet__content__body__word\">cream<\/span> <span class=\"transcript-snippet__content__body__word\">job<\/span> <span class=\"transcript-snippet__content__body__word\">to<\/span> <span class=\"transcript-snippet__content__body__word\">lifeguard<\/span> <span class=\"transcript-snippet__content__body__word\">go<\/span> <span class=\"transcript-snippet__content__body__word\">back<\/span> <span class=\"transcript-snippet__content__body__word\">and<\/span> <span class=\"transcript-snippet__content__body__word\">get<\/span> <span class=\"transcript-snippet__content__body__word\">a<\/span> <span class=\"transcript-snippet__content__body__word\">whole<\/span> <span class=\"transcript-snippet__content__body__word\">new<\/span> <span class=\"transcript-snippet__content__body__word\">permission<\/span> <span class=\"transcript-snippet__content__body__word\">slip,\u201d McCarthy pointed out.&nbsp;<\/span><\/p>\n<p>Ohio is one of the states that requires a physician\u2019s certificate indicating a teenager is \u201cphysically fit to be employed,\u201d and Pennsylvania requires even minors who have already graduated high school to receive a work permit.<\/p>\n<p>The FGA study found both that \u201cteenagers are a critical source of workers for businesses struggling to find help\u201d and that teenagers are \u201copting to join the workforce at record high rates.\u201d<\/p>\n<p>During the summer of 2021, the teenage unemployment rate remained below ten percent for those aged 16 to 19 \u2014 a rate that \u201chad not been lower since 1953, when it was 8.6 percent.\u201d The study found more than 32 percent of teenagers were employed.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>When asked why so many teenagers joined the workforce in 2021, McCarthy pointed to two phenomena: the unemployment rate in general was high, opening up more opportunities for teenagers who were much less involved with extracurricular activities at their schools, and employers were offering incentives specifically to teenage employees.<\/p>\n<p>Both corporate employers and small businesses have incentives. As the study points out, \u201cWalmart offers free college prep courses and college credits to its high school employees.\u201d Publix Super Markets has a retention rate of managers who started as teenagers at 33 percent.<\/p>\n<p>Some small businesses are adding in a paid homework hour for teenage employees. A Hot Springs Village, Arkansas, restaurant, Xplore Lakeside, and a Saratoga Springs, New York, restaurant, Hattie\u2019s Restaurant, have both implemented the paid homework scheme.<\/p>\n<p><span class=\"transcript-snippet__content__body__word\">\u201cI<\/span> <span class=\"transcript-snippet__content__body__word\">think<\/span> <span class=\"transcript-snippet__content__body__word\">most<\/span> <span class=\"transcript-snippet__content__body__word\">states<\/span> <span class=\"transcript-snippet__content__body__word\">would<\/span> <span class=\"transcript-snippet__content__body__word\">argue<\/span> <span class=\"transcript-snippet__content__body__word\">that<\/span> <span class=\"transcript-snippet__content__body__word\">was<\/span> <span class=\"transcript-snippet__content__body__word\">the<\/span> <span class=\"transcript-snippet__content__body__word\">legislators<\/span> <span class=\"transcript-snippet__content__body__word\">intent<\/span> <span class=\"transcript-snippet__content__body__word\">when<\/span> <span class=\"transcript-snippet__content__body__word\">they<\/span> <span class=\"transcript-snippet__content__body__word\">created<\/span> <span class=\"transcript-snippet__content__body__word\">these<\/span> <span class=\"transcript-snippet__content__body__word\">laws<\/span> <span class=\"transcript-snippet__content__body__word\">that<\/span> <span class=\"transcript-snippet__content__body__word\">are<\/span> <span class=\"transcript-snippet__content__body__word\">trying<\/span> <span class=\"transcript-snippet__content__body__word\">to<\/span> <span class=\"transcript-snippet__content__body__word\">think<\/span> <span class=\"transcript-snippet__content__body__word\">about<\/span> <span class=\"transcript-snippet__content__body__word\">the<\/span> <span class=\"transcript-snippet__content__body__word\">well<\/span> <span class=\"transcript-snippet__content__body__word\">being<\/span> <span class=\"transcript-snippet__content__body__word\">of<\/span> <span class=\"transcript-snippet__content__body__word\">the<\/span> <span class=\"transcript-snippet__content__body__word\">child,\u201d McCarthy explained.<\/span>&nbsp;\u201c<span class=\"transcript-snippet__content__body__word\">Anytime<\/span> <span class=\"transcript-snippet__content__body__word\">you<\/span> <span class=\"transcript-snippet__content__body__word\">look<\/span> <span class=\"transcript-snippet__content__body__word\">at<\/span> <span class=\"transcript-snippet__content__body__word\">any<\/span> <span class=\"transcript-snippet__content__body__word\">sort<\/span> <span class=\"transcript-snippet__content__body__word\">of<\/span> <span class=\"transcript-snippet__content__body__word\">laws<\/span> <span class=\"transcript-snippet__content__body__word\">pertaining<\/span> <span class=\"transcript-snippet__content__body__word\">to<\/span> <span class=\"transcript-snippet__content__body__word\">children,<\/span> <span class=\"transcript-snippet__content__body__word\">you\u2019re<\/span> <span class=\"transcript-snippet__content__body__word\">going<\/span> <span class=\"transcript-snippet__content__body__word\">to<\/span> <span class=\"transcript-snippet__content__body__word\">hear<\/span> <span class=\"transcript-snippet__content__body__word\">the<\/span> <span class=\"transcript-snippet__content__body__word\">phrase<\/span> <span class=\"transcript-snippet__content__body__word\">best<\/span> <span class=\"transcript-snippet__content__body__word\">interests<\/span> <span class=\"transcript-snippet__content__body__word\">of<\/span> <span class=\"transcript-snippet__content__body__word\">the<\/span> <span class=\"transcript-snippet__content__body__word\">child.\u201d&nbsp;<\/span><\/p>\n<p><span class=\"transcript-snippet__content__body__word\">But the best interest of the child, FGA maintains, is not up to the government, but rather the child\u2019s parents.&nbsp;<\/span><\/p>\n<p>\u201cGetting a school\u2019s permission to work that even though a parent or guardian has already signed off on it is completely unnecessary,\u201d McCarthy told Breitbart News. \u201cAnd it\u2019s irrelevant for a teenager to have to go into school and ask permission to get a job that has nothing really to do with their education.\u201d<\/p>\n<p><em>Breccan F.
