Joe Manchin (D-WV) and Kyrsten Sinema (D-AZ) to change the Senate\u2019s rules, which the two moderates have been reluctant to do.<\/p>\n<p>Sens. Tim Kaine (D-VA), Jon Tester (D-MT), Angus King (I-ME) have tried to lobby Manchin, but it remains hard to persuade the West Virginia Democrat when they have yet to coalesce around a single filibuster reform idea.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The filibuster is the only thing standing in Democrats&#8217; way of steamrolling their radical agenda through the U.S. Senate, which is why Crooked Hillary wants it crushed. <a href=\"https:\/\/t.co\/kKHDzU5Ls3\">https:\/\/t.co\/kKHDzU5Ls3<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1369327424283045899?ref_src=twsrc%5Etfw\">March 9, 2021<\/a><\/p>\n<\/blockquote>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p class=\"story-text__paragraph\">\u201cDifferent people have various differing ideas about what kind of reform there should be. We\u2019re trying to come to a consensus,\u201d Sen. Richard Blumenthal (D-CT).<\/p>\n<p class=\"story-text__paragraph\"><em>Politico<\/em> noted that there are three ideas that Democrats could explore to reform the filibuster.<\/p>\n<p><strong>Revive the \u201ctalking filibuster\u201d<\/strong><\/p>\n<p>The Senate needs 60 votes to \u201cinvoke cloture\u201d to end debate on most bills and proceed to a floor vote on the bill, which only requires a simple majority or 51 votes to pass.<\/p>\n<p>Reviving the talking filibuster would require that senators continue talking to avoid ending debate on the legislation.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>Manchin <a href=\"https:\/\/www.vox.com\/2021\/3\/17\/22336181\/joe-manchin-filibuster-reform-41-votes-talking-jeff-merkley-senate-rules\">said<\/a> in March 2021, that he was open to making the filibuster a \u201clittle bit more painful\u201d for the minority and that he might be willing to make senators \u201cstand there and talk\u201d if they wanted to maintain the filibuster.<\/p>\n<p>This might signal he could support the talking filibuster.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Sen. Kevin Cramer (R-ND) said regarding the talking filibuster,&nbsp;\u201cIt still doesn\u2019t really accomplish the recent tradition of the filibuster to protect the rights of the minority. It just lengthens the process.\u201d<\/p>\n<p><strong>Expedite Senate Debate<\/strong><\/p>\n<p>The Senate rules require 60 votes to begin debate on a bill. Democrats could reduce the threshold to 50 votes, and could even be paired with the talking filibuster.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p><strong>Carveouts for Voting Rights and Other Exemptions<\/strong><\/p>\n<p>Schumer could pass one-time exemption to the filibuster rule for voting rights legislation. Although, Manchin and Sinema have already signaled against this exemption.<\/p>\n<p>Although Republicans have <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/12\/15\/exclusive-mitch-mcconnells-filibuster-carveout-sows-republican-dissension-democrat-abuse-of-filibuster\/\">railed<\/a> against Schumer\u2019s efforts to reform the filibuster, Senate Minority Leader Mitch McConnell (R-KY) cut a deal with Schumer to cut a one-time filibuster deal to raise the debt ceiling by bypassing the filibuster.<\/p>\n<p>Sen. Mike Lee (R-UT) and conservatives railed against the one-time carveout. Lee told Breitbart News that the Senate would essentially \u201ccease to exist.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The Democrat theatrics against the filibuster that THEY HAVE SUPPORTED AND USED FOR DECADES is a farce. Raphael Warnock (D-GA) and Ed Markey (D-MA) said they should use the debt ceiling filibuster carveout as a precedent to pass voting rights legislation.<\/p>\n<p>Former President Donald Trump blasted McConnell; the 45th president said in a statement in December:<\/p>\n<blockquote>\n<p>Mitch McConnell, the Broken Old Crow, has just conceded, for absolutely nothing and for no reason, the powerful Debt Ceiling negotiating block, which was the Republicans\u2019 first-class ticket for victory over the Democrats.<\/p>\n<\/blockquote>\n<div class=\"\">\n<div>\n<p class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">Trump added, \u201cHe was afraid to play that card even though, without question, they would have completely FOLDED on the Build Back Worse Bill, which will destroy the fabric of our Country and virtually anything else that the Republicans wanted.\u201d<\/p>\n<\/div>\n<\/div>\n<p><i>Sean Moran is a congressional reporter for Breitbart News.
