In determining whether measurable rainfall of at least fourth of one inch of rain occurred in a given area, enforcement may be&nbsp;based on records of the National Weather Service, the closest CIMIS station to the parcel, or any other reliable source of rainfall data available to the entity undertaking enforcement of this subdivision; and<br \/>(G) The use of potable water for irrigation of turf on public street medians or publicly owned or maintained landscaped areas between the street and sidewalk.<\/p>\n<\/blockquote>\n<p>The&nbsp;<i>Los&nbsp;Angeles Times<\/i> <a href=\"https:\/\/www.latimes.com\/environment\/story\/2022-01-04\/california-adopts-drought-rules-outlawing-water-wasting\">added<\/a>:<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p>The regulations apply statewide and there are no exceptions for golf courses and other recreational facilities, said Jackie Carpenter, director of media relations for the state water board. There is a general exemption in the rules for water that\u2019s necessary for public health and safety.<\/p>\n<p>Violators could face fines of up to $500. The temporary rules, which will be in effect for one year, are similar to measures that were put in place during the last severe drought from 2012 to 2016. The rules also bar homeowners\u2019 associations from fining residents who cut back on watering their lawns or other landscaping.<\/p>\n<\/blockquote>\n<p>California recently saw heavy snowfall that <a href=\"https:\/\/www.breitbart.com\/environment\/2021\/12\/28\/californias-white-christmas-breaks-december-snowfall-record-in-sierra-easing-drought\/\">broke<\/a> the December record in the Sierra Nevada mountains, promising new water for the state as the snowpack melts. Tens of thousands of people in the mountains are still <a href=\"https:\/\/www.sfchronicle.com\/california\/article\/Tens-of-thousands-of-people-in-the-Sierra-are-16749069.php\">struggling<\/a> without power, thanks to the intensity of the snow during the holidays. However, CalMatters noted that the state\u2019s drought is not over yet:<\/p>\n<blockquote>\n<p><a href=\"https:\/\/calmatters.org\/california-drought-water\/\">California\u2019s drought<\/a> is not over despite a bounty of snowfall and rain over the past month: California\u2019s snowpack \u2014 a critical source of water \u2014 is <a href=\"https:\/\/cdec.water.ca.gov\/reportapp\/javareports?name=swccond.pdf\">150% of average<\/a> for Jan. 4. But with three months left of the wet season, it\u2019s not enough to bring an end to the severe drought and water shortages.<\/p>\n<p>California still needs about another foot of snowpack by the end of March to reach its historic seasonal average, according to the state data. Almost 16 inches had accumulated <a href=\"https:\/\/cdec.water.ca.gov\/reportapp\/javareports?name=swccond.pdf\">by today<\/a>.<\/p>\n<p>\u2026<\/p>\n<p>The amount of water now stored is actually worse than last year at this time: The state\u2019s reservoirs in December were projected to contain about 78% of average \u2014 compared to about 82% in 2020.<\/p>\n<\/blockquote>\n<p>Unfortunately, the forecast for the rest of the winter remains dry, as the world is experiencing La Ni\u00f1a conditions.<\/p>\n<p>One piece of good news is that Lake Oroville has <a href=\"https:\/\/www.mercurynews.com\/2022\/01\/04\/lake-oroville-rises-89-feet-power-plant-resumes-operation-after-december-rains\/\">risen<\/a> 89 feet since the recent storms, allowing the dam\u2019s hydroelectric plant, which <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/06\/drought-forces-california-to-shut-down-main-hydroelectric-power-plant\/\">shut down<\/a> in August, to <a href=\"https:\/\/www.sacbee.com\/news\/california\/water-and-drought\/article257049147.html\">reopen<\/a> on a limited basis. Hydroelectric power accounts for 10% of California\u2019s use.<\/p>\n<p><em>Joel B.
