Loury continued:<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<blockquote>\n<p>Let them come. I mean, in fact, that\u2019s the only way we\u2019re going to survive the challenge of the Chinese behemoth going forward another generation or two, because if I look at what\u2019s going on in the legacy population \u2014 white and black \u2014 of the United States of America, I see a lot of mediocrity, I see a lot of laggardliness, I see a lot of decay and corruption and so forth, of people not realizing the full human potential \u2026 I don\u2019t know what the alternative is.<\/p>\n<\/blockquote>\n<p>\u201cThink about what you\u2019re saying,\u201d Wax responded:<\/p>\n<blockquote>\n<p>Glenn, we\u2019ve got the whole heartland! We can\u2019t just kind of give up \u2026 [on] this whole heartland population, okay? This is the population, the descendants of people that built this country, that conceived this country, that thought of the basic compact and the basic paradigm and the fundamental ideas of this country for a couple of centuries. And now you\u2019re basically saying, they\u2019re spent, it\u2019s over for them. They\u2019ve sunk into mediocrity and indifference.<\/p>\n<p>Well, I agree those [problematic] things are happening. But why are they happening? What can we do to revitalize? Can we revitalize this \u2014 let\u2019s just say it \u2014 this mainly white population?<\/p>\n<\/blockquote>\n<p>Loury\u2019s claim that Americans cannot keep pace with Asian workers echoes multiple claims by investors who demand more visa workers instead of domestic political reform.<\/p>\n<p>Ex-Google chief Eric Schmidt wrote in a 2020 <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/06\/26\/ex-google-chief-uses-top-tier-immigration-claim-to-sideline-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">op-ed:<\/a><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p>The ability to attract and retain top-tier talent from around the world is the backbone of a trifecta where the best talent comes to the U.S., to work at the&nbsp;<em>best institutions&nbsp;<\/em>on the&nbsp;<em>most cutting-edge intellectual property.&nbsp;<\/em>Our nation\u2019s own&nbsp;National Security Strategy&nbsp;says it best: \u2018The United States must continue to attract the innovative and the inventive, the brilliant and the bold.\u2019<\/p>\n<\/blockquote>\n<p>The Loury-Waxman conversation has prompted claims by <a href=\"https:\/\/www.yahoo.com\/news\/racist-penn-law-prof-makes-220129764.html\" target=\"_blank\" rel=\"noopener\">progressive reporters<\/a> that Waxman is \u201cracist\u201d for defending Americans of all races from companies\u2019 self-serving importation of Asian workers.<\/p>\n<p>In a January 2 reply to the suggestion of racism, Wax <a href=\"https:\/\/glennloury.substack.com\/p\/amy-wax-redux\" target=\"_blank\" rel=\"noopener\">wrote<\/a>:<\/p>\n<blockquote>\n<p>As long as most Asians support Democrats and help to advance their positions, I think the United States is better off with fewer Asians and less Asian immigration.&nbsp;There needs to be more focus on people who are already here, and especially the core (and neglected) \u201clegacy\u201d population, and a push to return to traditional concepts and institutions and Charles Murray\u2019s \u201cAmerican Creed.\u201d<\/p>\n<\/blockquote>\n<p>In the December 20 conversation, Loury backpedaled when Wax questioned him:<\/p>\n<blockquote>\n<p>What\u2019s your theory for why Americans are not going into these fields, not getting the PhDs in science, even in economics or fields like that?&nbsp; What\u2019s your theory for the pall of despair, of lassitude, that\u2019s settled over people who are not at the very tippy top, who are not part of the elite?<\/p>\n<\/blockquote>\n<p>Loury replied:<\/p>\n<blockquote>\n<p>I heard this argument against the visas \u2014 what do they call them? H-1B or something like that? The special visas that they give companies the right to use, to bring talent in, say software engineers from South Asia, whatever.<\/p>\n<p>This guy, I don\u2019t want to name him, but he\u2019s a relatively prominent defender of the American nationalist interest against the immigration of talent. He says, \u201cI\u2019ll tell you what: When Google and Microsoft can tell me who is the smartest kid coming out of the black ghetto of Oakland, or East Palo Alto \u2026 [and] they tell me he\u2019s not up to snuff, I\u2019ll give them a visa to bring somebody in from South Asia. \u2026 He meant \u201cI know the talent is there, there are diamonds in the rough, and they\u2019re not looking for him and they don\u2019t have any incentive to look for him because they\u2019ve got an easy safety valve [with the visa workers].\u201d<\/p>\n<\/blockquote>\n<p>\u201cExactly,\u201d Wax responded.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>Loury said:<\/p>\n<blockquote>\n<p>Maybe if the private sector didn\u2019t have that safety valve of being able to go offshore for their talent, they\u2019d be involved in school committee elections, they\u2019d be involved in developing curricula, they\u2019d be involved in innovative supplements to the K-to-12 education that people are not getting in the classroom and find ways of bringing that that human potential out in our domestic population. I would be for that.<\/p>\n<\/blockquote>\n<p>But Loury knows little about the damaging impact of the visa workers programs on American competitiveness and American professionals. He said:<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p>What\u2019s the danger? What would be wrong with having a lot of Chinese or Indian or Korean engineers, physicians, computer scientists, and whatnot, running around here creating value, enlivening the society? I don\u2019t see how we lose from that.<\/p>\n<\/blockquote>\n<p>Under current subsidy rules set in 1990 and expanded in 2000, Fortune 500 companies can recruit foreign graduates with the dangled prize of government-provided green cards and then citizenship. That prize is so valuable that roughly one million mid-skill foreign graduates are now working in U.S. jobs for many years to get their valuable green cards, often in lower-wage, gig-work jobs for Fortune 500 subcontractors.<\/p>\n<p>This cheap, disposable, and compliant \u201c<a href=\"https:\/\/www.breitbart.com\/tag\/green-card-workforce\/\" target=\"_blank\" rel=\"noopener\">green card workforce<\/a>\u201d is <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/10\/29\/democrats-migration-bill-rewards-hiring-discrimination-against-us-graduates\/\" target=\"_blank\" rel=\"noopener\">excellent for investors<\/a> \u2014 but it profoundly distorts the white-collar labor market and the regional economics n the United States.<\/p>\n<p>For example, the&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/05\/22\/fed-data-visa-worker-program-sneaks-wealth-jobs-blue-states-tech-industry\/\" target=\"_blank\" rel=\"noopener\">skewed labor market<\/a>&nbsp;makes it extremely difficult for U.S. graduates to compete for jobs against visa workers who can be paid with the alternative currency of free, government-delivered citizenship.&nbsp;The imported foreign workers will work for lower wages and long hours \u2014 and without complaint \u2014 because they carry little college debt and are eager to leave China or India to take any job in the United States.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>\u201cCorporations make <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">extraordinary efforts<\/a> to <a href=\"https:\/\/www.breitbart.com\/immigration\/2020\/03\/09\/lawsuit-us-managers-hired-h-1bs-discriminated-against-americans\/\" target=\"_blank\" rel=\"noopener\">not hire Americans<\/a>, and they can do this \u2026 by attracting vast numbers of employment-visa [foreign] workers with [offers of] a pathway to citizenship,\u201d said Kevin Lynn, who is the founder of U.S. Tech Workers group which campaigns against the visa programs.<\/p>\n<p>The programs&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">exclude young Americans<\/a> from <a href=\"https:\/\/www.breitbart.com\/politics\/2019\/10\/02\/census-shows-indian-graduates-are-pushing-americans-out-of-the-tech-industry\/\" target=\"_blank\" rel=\"noopener\">many white-collar careers<\/a>, and they <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/06\/26\/ex-google-chief-uses-top-tier-immigration-claim-to-sideline-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">concentrate technological and economic power<\/a> in a few coastal investors. The programs also force down <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/08\/27\/veritas-whistleblower-dhs-officials-given-bonuses-importing-contract-workers\/\" target=\"_blank\" rel=\"noopener\">professionals\u2019 wages<\/a>&nbsp;and help to slow U.S. technological innovation,&nbsp;especially at <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-06-28\/boeing-s-737-max-software-outsourced-to-9-an-hour-engineers\" target=\"_blank\" rel=\"noopener\">Boeing<\/a>, <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/01\/04\/theranos-used-indentured-h-1b-foreign-visa-workers-to-keep-fraud-scheme-operating-under-secrecy\/\" target=\"_blank\" rel=\"noopener\">Theranos<\/a>, and <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/30\/intels-stock-drops-as-its-visa-worker-population-rises\/\" target=\"_blank\" rel=\"noopener\">Intel<\/a>.<\/p>\n<p>The programs\u2019 most insidious damage inflicted on <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/23\/lawsuit-spotlights-anti-american-corruption-in-h-1b-outsourcing-program\/\" target=\"_blank\" rel=\"noopener\">U.S.-style professionalism<\/a>. When U.S. executives&nbsp;<a href=\"https:\/\/www.breitbart.com\/immigration\/2020\/03\/09\/lawsuit-us-managers-hired-h-1bs-discriminated-against-americans\/\" target=\"_blank\" rel=\"noopener\">appoint foreign managers<\/a>, U.S. professionals are subordinated to <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/03\/lawsuit-fortune-500-adds-india-caste-culture-us-workplaces\/\" target=\"_blank\" rel=\"noopener\">foreign workers\u2019 visa priorities <\/a>and to <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/03\/lawsuit-fortune-500-adds-india-caste-culture-us-workplaces\/\" target=\"_blank\" rel=\"noopener\">foreign workplace cultures<\/a>. The Indian workplace culture is so ruthless that Indian managers often <a href=\"https:\/\/www.breitbart.com\/politics\/2019\/09\/30\/lawsuit-intels-indian-managers-discriminated-against-korea-born-american\/\" target=\"_blank\" rel=\"noopener\">fire accomplished U.S. professionals<\/a> so they can sell their jobs to unskilled Indian workers, <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">according to numerous Indians<\/a> who hope to become U.S. professionals. This hidden process strips U.S. professionals of their power to promote quality and innovation in the face of profit-maximizing executives.<\/p>\n<p>The programs also help shift <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/13\/zuckerbergs-data-says-amnesty-gives-economic-windfall-coastal-democratic-states\/\" target=\"_blank\" rel=\"noopener\">heartland wealth to coastal states<\/a>, and they also <a href=\"https:\/\/www.breitbart.com\/politics\/2019\/03\/01\/gop-senators-push-green-card-rewards-for-indian-visa-workers-who-take-college-jobs-in-u-s\/\" target=\"_blank\" rel=\"noopener\">pump foreign visa-workers<\/a> into the leftover<a href=\"https:\/\/www.myvisajobs.com\/H1B-Visa\/Search.aspx\" target=\"_blank\" rel=\"noopener\">&nbsp;heartland state jobs<\/a>.&nbsp;This transfer of many categories of jobs from Americans to visa workers helps to suck wealth and people from heartland states and from smaller towns in <a href=\"https:\/\/www.myvisajobs.com\/H1B-Visa\/Search.aspx\" target=\"_blank\" rel=\"noopener\">Iowa<\/a>, <a href=\"https:\/\/www.breitbart.com\/politics\/2019\/09\/19\/h-1b-program-sucks-billions-of-s-in-payroll-from-gop-states\/\" target=\"_blank\" rel=\"noopener\">Kentucky<\/a>, <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/04\/02\/sen-manchin-endorses-cheap-labor-amnesty-for-the-children\/\" target=\"_blank\" rel=\"noopener\">West Virginia<\/a>, <a href=\"https:\/\/www.myvisajobs.com\/H1B-Visa\/Search.aspx\" target=\"_blank\" rel=\"noopener\">Michigan<\/a>, <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/07\/01\/kevin-mccarthy-picks-amnesty-advocate-for-2022-immigration-messaging\/\" target=\"_blank\" rel=\"noopener\">upstate New York<\/a>, and many <a href=\"https:\/\/www.myvisajobs.com\/H1B-Visa\/Search.aspx\" target=\"_blank\" rel=\"noopener\">other places<\/a>.<\/p>\n<p>However, the two academics spotlighted familiar problems in U.S. education programs.<\/p>\n<p>\u201cMaybe there\u2019s something to the fact that education policy \u2014 which must have something to do with this malaise that you\u2019re describing \u2014 the failure to excite kids about mathematics,\u201d said Loury, adding:<\/p>\n<blockquote>\n<p>The main obstacle is, our kids are very poorly trained in K-12 and in the first four years of college at the technical curriculum. They don\u2019t pay enough attention to it, they don\u2019t get their skills developed in it.<\/p>\n<\/blockquote>\n<p>Waxman suggested that woke educators undercut Americans\u2019 ability to learn:<\/p>\n<blockquote>\n<p>We now have this dominance of an educational establishment that is affirmatively anti-excellence, affirmatively anti-meritocratic.
