The Ramsey County Attorney\u2019s Office said charges for the carjacking remain under review.<\/p>\n<\/blockquote>\n<div class=\"caas-da\">\n<blockquote>\n<p>Foster was arrested Tuesday along with a 17-year-old and a 14-year-old on suspicion of the armed carjacking of a St. Paul woman in her garage in the Crocus Hill neighborhood. He was in jail when police received a call from his mother identifying him as the man in the video stills taken Dec. 23 of the Walgreens assault.<\/p>\n<\/blockquote>\n<\/div>\n<p>The criminal complaint reportedly said,&nbsp;\u201cShe does not trust police officers, but wanted to do the right thing. She prayed about it, and turned her son in. She loves her son, but did not raise him like that.\u201d<\/p>\n<p>Foster\u2019s mom recognized the coat he wore and said he had it on when he left the house, adding,&nbsp;\u201cI\u2019m 100 percent sure that is him.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>In a social media post on Wednesday, the Saint Paul Police Department <a href=\"https:\/\/www.facebook.com\/sppdmn\/posts\/289206809919930\">shared<\/a> surveillance video of the incident that occurred at the Walgreens:<\/p>\n<div class=\"fb-post\" data-href=\"https:\/\/www.facebook.com\/sppdmn\/posts\/289206809919930\" data-width=\"640\">\n<blockquote cite=\"https:\/\/graph.facebook.com\/100064918382955\/posts\/289206809919930\/\" class=\"fb-xfbml-parse-ignore\">\n<p>***UPDATE: Thanks to a tip from the public, our investigators were able to identify and locate the suspect in this case\u2026.<\/p>\n<p>Posted by <a href=\"https:\/\/www.facebook.com\/sppdmn\">Saint Paul Police Department<\/a> on&nbsp;<a href=\"https:\/\/graph.facebook.com\/100064918382955\/posts\/289206809919930\/\">Wednesday, December 29, 2021<\/a><\/p>\n<\/blockquote>\n<\/div>\n<p>The criminal complaint said officers were called to Walgreens on Larpenteur Ave. about a reported robbery and found 81-year-old Judy Stuthman unconscious in front of the building.<\/p>\n<p>She was walking in when someone grabbed at her purse. When she felt the yank, she tugged against it and was pulled to the ground. She later woke inside an ambulance.<\/p>\n<p>\u201cShe was taken to United Hospital where she was diagnosed with a concussion, a subdural hematoma (brain bleed). She fell at the hospital due to dizziness and broke her pelvis, requiring surgery, the complaint states,\u201d the <em>Press<\/em> report noted.<\/p>\n<p>Video footage <a href=\"https:\/\/www.youtube.com\/watch?v=TIBOxkNRxLw\">showed<\/a> Stuthman recovering after the incident:<\/p>\n[embedded content]\n<p>Once they got the tip from Foster\u2019 mom, officers realized the young man was already in custody regarding the alleged carjacking.<\/p>\n<div class=\"caas-body-section\">\n<div class=\"caas-content wafer-sticky wafer-loader-success\">\n<div class=\"caas-content-wrapper\">\n<div class=\"caas-body\">\n<p>\u201cThe actions of this young person caused significant trauma and injury to an elderly resident and spread fear throughout our community,\u201d stated Ramsey County Attorney John Choi.<\/p>\n<p>\u201cI want to thank investigators for their work on this case and the mother of the young offender for doing the right thing by turning her son into authorities,\u201d he concluded.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Police in St. Paul, Minnesota, got an interesting deal when they arrested an 18-year-old suspected of carjacking a woman recently, the Pioneer Press reported Thursday.
