Legislation S.70-A\/A.2230 enacted the hate crimes analysis and review act, which gives law enforcement guidelines for the collection and reporting of demographic data for hate crime victims and alleged perpetrators.<\/p>\n<p>\u201cThe Hate Crimes Analysis and Review Act ensures that we collect accurate demographic data of perpetrators and victims to better protect the communities being targeted. Without data, the plight of many will remain invisible,\u201d said state assembly member Karines Reyes.<\/p>\n<p>Additionally, legislation S.6639-A\/A.6896-A requires the state to collect certain demographic information \u201cin order to keep a more accurate and relevant public record of Asian-American populations in New York.\u201d Anti-Asian hate crimes in New York City reportedly&nbsp;<a class=\"editor-rtfLink\" href=\"https:\/\/thehill.com\/blogs\/blog-briefing-room\/news\/585405-anti-asian-hate-crimes-in-nyc-rose-361-percent-police\" target=\"_blank\" rel=\"noopener\">increased<\/a>&nbsp;by 361 percent over the past year.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Gov. Hochul is likely following the Centers for Disease Control and Prevention\u2019s (CDC) lead. CDC Director Rochelle Walensky declared racism a \u201cserious public health threat\u201d in April.<\/p>\n<p>\u201cWhat we know is this: racism is a serious public health threat that directly affects the well-being of millions of Americans,\u201d Walensky&nbsp;<a class=\"editor-rtfLink\" href=\"https:\/\/www.npr.org\/2021\/04\/08\/985524494\/cdc-director-declares-racism-a-serious-public-health-threat\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cAs a result, it affects the health of our entire nation.\u201d<\/p>\n<p>Municipalities across the country began to declare racism a public health crisis in the aftermath of George Floyd\u2019s death and last year\u2019s Black Lives Matter protests.<\/p>\n<p>The city council of Richmond, Virginia, declared racism a public health crisis in July. Chicago Mayor Lori Lightfoot did the same in her&nbsp;<a class=\"editor-rtfLink\" href=\"https:\/\/www.chicago.gov\/city\/en\/depts\/mayor\/press_room\/press_releases\/2021\/june\/RacismPublicHealthCrisis.html\" target=\"_blank\" rel=\"noopener\">city<\/a>&nbsp;in June, as well as the mayors of&nbsp;<a class=\"editor-rtfLink\" href=\"https:\/\/www.breitbart.com\/politics\/2020\/06\/13\/boston-mayor-declares-racism-a-public-health-crisis-in-the-city\/\" target=\"_blank\" rel=\"noopener\">Boston<\/a>&nbsp;and&nbsp;<a class=\"editor-rtfLink\" href=\"https:\/\/www.google.com\/url?client=internal-element-cse&amp;cx=partner-pub-9229289037503472:6795176714&amp;q=https:\/\/www.breitbart.com\/social-justice\/2020\/12\/03\/louisville-mayor-declares-racism-public-health-crisis\/&amp;sa=U&amp;ved=2ahUKEwioqJ_E3Iz1AhU2mmoFHb9uBtYQFnoECAYQAg&amp;usg=AOvVaw0IfEPsbhPccsvmHuOs-4jx\" target=\"_blank\" rel=\"noopener\">Louisville<\/a>.<\/p>\n<p>New York City beat the state to the punch when they&nbsp;<a class=\"editor-rtfLink\" href=\"https:\/\/www.smithsonianmag.com\/smart-news\/racism-is-declared-a-public-health-crisis-in-new-york-city-180978916\/\" target=\"_blank\" rel=\"noopener\">declared<\/a>&nbsp;racism a public health crisis in October.<\/p>\n<p>Hochul was&nbsp;<a class=\"editor-rtfLink\" href=\"https:\/\/www.cnn.com\/2021\/08\/23\/politics\/kathy-hochul-new-york-governor\/index.html\" target=\"_blank\" rel=\"noopener\">sworn in<\/a>&nbsp;as New York\u2019s governor in August after former Gov. Andrew Cuomo resigned amid allegations of sexual misconduct.
