Chan School of Public Health, the Rockefeller Foundation, the COVID Collaborative, and several other organizations\u2014received a back channel communication from a White House official. Their big, bold idea for free home tests for all Americans to avoid a holiday surge, they were told, was dead. That day, the administration instead announced an initiative to move rapid home tests more swiftly through the FDA\u2019s regulatory approval process.<\/p>\n<\/blockquote>\n<p class=\"speakable\">Dr. Steven Phillips,&nbsp;a vice president of science and strategy for the Covid Collaborative, said the White House was \u201cplaying small ball.\u201d<\/p>\n<p class=\"speakable\">\u201cWhen it comes to rapid testing, they\u2019re bunting the players along,\u201d Phillips said.<\/p>\n<p class=\"speakable\">President Joe Biden&nbsp;<a href=\"https:\/\/www.foxnews.com\/media\/white-house-press-confront-biden-vanity-fair-report-covid-testing\" target=\"_blank\" rel=\"noopener\">denied this week<\/a>&nbsp;that his administration rejected the October proposal.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p class=\"speakable\">\u201cWe didn\u2019t reject it,\u201d Biden told <em>New York Post<\/em> reporter Steven Nelson as he departed the White House on Monday.<\/p>\n<p class=\"speakable\">Two months later, as coronavirus cases surge in the wake of the Christmas holiday, lines at testing sites have swelled to record levels, according to <a href=\"https:\/\/www.foxnews.com\/us\/covid-test-lines-backed-up-for-miles-as-biden-calls-it-quits-on-pandemic-response-no-federal-solution\">Fox News<\/a>. On a call with governors earlier this week, the president hinted that his administration \u201cwould have gone harder\u201d if they knew of the coming surge.<\/p>\n<p>\u201cSeeing how tough it was for some folks to get a test this weekend&nbsp;shows that we&nbsp;have more work to do, and we\u2019re doing it,\u201d Biden said. \u201cBut it\u2019s not enough. It\u2019s clearly not enough. If I had \u2014 we had&nbsp;known, we would have gone harder, quicker if we could have.\u201d<\/p>\n<p>That said, the president&nbsp;<a href=\"https:\/\/www.foxnews.com\/politics\/biden-states-fix-omicron-covid-governors-call\" target=\"_blank\" rel=\"noopener\">admitted,<\/a>&nbsp;\u201cThere is no federal solution\u201d to the pandemic, emphasizing that it will get \u201csolved at the state level.\u201d<\/p>\n<p>Former Trump administration Surgeon General Dr. Jerome Adams told Fox News the Biden administration should have anticipated a spike in cases amid the Thanksgiving and Christmas holidays:<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<blockquote>\n<p>It comes down to a lack of federal prioritization. There\u2019s no other way to put it\u2026 It\u2019s frustrating when you hear President Biden and Vice President Harris say on the record, \u2018We didn\u2019t see this coming. No one could have seen this coming.<\/p>\n<\/blockquote>\n<blockquote>\n<p>Well, we always knew that in the holiday season, you\u2019re going to see a surge. We always knew that delta, after it hit India and the UK, was going to come hit us. That means that the first deliveries for manufacturers will start in January,\u201d Zients said during a press conference.<\/p>\n<p>\u201cWe\u2019re actively working to finalize that distribution mechanism, which includes a website where people will be able to order tests for free.&nbsp; And we\u2019ll share more details in the weeks ahead \u2014 days and weeks ahead,\u201d he added.<\/p>\n<p>The Centers for Disease Control (CDC) <a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2021\/12\/28\/1068632200\/cdc-covid-guidelines-testing\">recently announced<\/a>&nbsp;that people who test positive for the coronavirus can exit quarantine after just five days without a negative test if they show mild to no symptoms.
