The IRS considers voter registration a &#8220;charitable&#8221; activity for 501(c)(3) and 501(c)(4) nonprofits, provided it isn\u2019t explicitly partisan.<\/p>\n<p style=\"font-weight: 400\">But when self-identified progressive organizations target Democratic-leaning constituencies in battleground states during election years the effect is anything but nonpartisan. Their tax-deductible funding comes from undisclosed sources on the left and is passed through Tides, which caters strictly to left-wing political groups, and voter registration groups on the left vastly outnumber similar groups on the right. The vast sums poured into these efforts also run counter to the narrative on the left that it abhors dark money in politics.<\/p>\n<p>Anna Massoglia, an investigative researcher for the Center for Responsive Politics, told the <em>Washington Free Beacon<\/em> that the &#8220;key issue\u00a0is the 501(c)(3) nonprofit\u2019s intent.&#8221;\u00a0<u><\/u><\/p>\n<p style=\"font-weight: 400\">&#8220;It may raise questions if a 501(c)(3) nonprofit attempted to determine a potential voter&#8217;s candidate preference or political party affiliation before encouraging them to vote,&#8221; Massoglia said. But whether a nonprofit\u2019s voter registration efforts were entirely nonpartisan is difficult to verify, unless it opts to publicly release that information.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/voter-registration-project\/\">Voter Registration Project<\/a>\u00a0(VRP), which received $850,000 from Tides,\u00a0<a href=\"https:\/\/www.theregistrationproject.org\/organization\">targets<\/a>\u00a0African-American, Latino, Native American, low-income, and other likely left-leaning constituencies for mobilization. VRP also\u00a0<a href=\"https:\/\/apps.irs.gov\/pub\/epostcard\/cor\/264802468_201812_990_2020011417024429.pdf\">channels<\/a>\u00a0grants to state-based allies doing similar drives, including One Arizona, New Florida Majority, and New Georgia Project, founded by Stacey Abrams, a 2018 gubernatorial candidate and influential Democratic activist.<\/p>\n<p>The Tides Foundation granted another $206,000 to\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/rock-the-vote\/\">Rock the Vote<\/a>\u00a0and its lobbying arm,\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/rock-the-vote-action\/\">Rock the Vote Action Fund<\/a>, which turn out young and far-left voters. Despite claiming to be nonpartisan, Rock the Vote has\u00a0<a href=\"https:\/\/www.influencewatch.org\/app\/uploads\/2021\/01\/Rock-the-Vote-main-page-partisanship-01.28.21.pdf\">accused<\/a>\u00a0Republicans of fueling &#8220;dangerous conspiracy theories and hate.&#8221; The group also supports\u00a0<a href=\"https:\/\/www.nationalreview.com\/corner\/rock-the-vote-and-abolish-the-electoral-college\/\">abolishing the Electoral College<\/a>.\u00a0Tides has channeled at least $2 million to Rock the Vote since 2006.<\/p>\n<p>Tides also gave $180,000 to the\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/voter-participation-center\/\">Voter Participation Center<\/a>\u00a0(VPC), a GOTV group that targets &#8220;unmarried women, millennials, [and] minorities&#8221; and spent at least\u00a0<a href=\"https:\/\/www.opensecrets.org\/outsidespending\/recips.php?cycle=2020&amp;cmte=C90009317\">$582,000<\/a>\u00a0on pro-Democratic independent expenditures in the 2020 election.\u00a0VPC has received roughly $2.1 million from Tides since 2008.<\/p>\n<p>Other Tides grants in 2019 went to\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/acronym\/\">ACRONYM<\/a>, whose data app Shadow Inc. infamously\u00a0<a href=\"https:\/\/www.nytimes.com\/2020\/02\/03\/us\/politics\/iowa-caucus-app.html\">bungled<\/a>\u00a0the Iowa Democratic caucuses in February 2020;\u00a0<a href=\"https:\/\/www.influencewatch.org\/for-profit\/catalist\/\">Catalist<\/a>, a leading data company formed by Clinton family operatives that\u2019s been accused of\u00a0<a href=\"https:\/\/freebeacon.com\/politics\/complaint-extensive-campaign-finance-violations-by-clinton-tied-data-firm\/\">illegally offering<\/a>\u00a0left-wing groups services below market rates; and the\u00a0<a href=\"https:\/\/blackvotersmatterfund.org\/our-purpose\/\">Black Voters Matter Fund<\/a>, a far-left GOTV group aligned with the socialist-led movement Black Lives Matter. The Tides Center, a branch responsible for spawning new advocacy organizations, took control of a\u00a0<a href=\"https:\/\/capitalresearch.org\/article\/tides-center-takes-control-of-black-lives-matter-global-network\/\">top Black Lives Matter group<\/a>\u00a0(the BLM Global Network Foundation) last July, putting the far-left movement squarely in the middle of Tides\u2019 professional activist network.<\/p>\n<p>Since 2007, the Tides network has spent\u00a0<a href=\"https:\/\/www.influencewatch.org\/organization\/tides-nexus\/#financial-overview\">over $4.3 billion<\/a>\u00a0this way, almost all of it to the benefit of left-wing political groups.<\/p>\n<p>Few of Tides\u2019 donors are known. Previously identified donors to the network include the\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/ford-foundation\/\">Ford Foundation<\/a>, George Soros\u2019s\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/open-society-foundations\/\">Open Society Foundations<\/a>, and the\u00a0<a href=\"https:\/\/www.influencewatch.org\/non-profit\/rockefeller-brothers-fund\/\">Rockefeller Brothers Fund<\/a>, all major donors to left-leaning causes and politically active nonprofits.\u00a0But because Tides isn\u2019t required to publicly disclose its donors\u2014only its own grant recipients\u2014the ultimate source of these grants is virtually impossible to identify, making the pass-through network one of the largest &#8220;dark money&#8221; donors on the left and a valuable service to liberal donors looking to support political causes anonymously.<\/p>\n<p>The flow of &#8220;dark&#8221; dollars from anonymous donors to activists using a pass-through is a hallmark of the professional left, which boasts hundreds of such groups that form an outer web surrounding the Democratic Party.
