This corporate push for more contract workers has been almost <a href=\"https:\/\/www.politico.com\/newsletters\/morning-tech\/2021\/12\/20\/bidens-big-bill-is-dead-what-tech-provisions-might-live-on-799572\" target=\"_blank\" rel=\"noopener\">entirely ignored<\/a> by the corporate-owned establishment media \u2014 partly because the issue is <a href=\"https:\/\/www.breitbart.com\/tag\/visa-workers\/\" target=\"_blank\" rel=\"noopener\">extensively covered<\/a> by Breitbart News.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Indian H-1B contract workers pressed Democrat Sen. Dick Durbin to demand he support Sen. Mike Lee&#8217;s S.386 bill, which rewards Indian graduates. <a href=\"https:\/\/t.co\/4kPD3yr4Dw\">https:\/\/t.co\/4kPD3yr4Dw<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1191915112845783040?ref_src=twsrc%5Etfw\">November 6, 2019<\/a><\/p>\n<\/blockquote>\n<p>So far,&nbsp;the establishment left\u2019s criticism of the H-1B programs focuses narrowly on the low wages paid to the H-1B workers, most of whom are Indian or Chinese.<\/p>\n<p>But the H-1B workers are smarter than their patronizing U.S. critics.<\/p>\n<p>Many of the visa workers are eager to take low-wage jobs from U.S. graduates because they expect to get the hugely valuable deferred bonus of American citizenship for themselves, their children, relatives, grandchildren, and all of their many descendants.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>That is the colossal government-provided prize that makes it rational for foreign workers to work long hours, seven days a week, for years on end, often at low wages, and often for uncaring U.S. executives and abusive Indian bosses who demand \u2014 and get \u2014 kickbacks, regardless of the workers\u2019 skills or productivity.<\/p>\n<p>This citizenship bonus has allowed many Fortune 500 executives to create a hidden, million-strong, white-collar workforce that is wholly separate from Americans\u2019 national labor market.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>In this parallel <a href=\"https:\/\/www.breitbart.com\/tag\/green-card-workforce\/\" target=\"_blank\" rel=\"noopener\">green card workforce<\/a>, foreign workers offer to work for <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/05\/20\/fortune-500-ceos-use-h-1b-visa-workers-to-grow-a-bonded-labor-workforce\/\" target=\"_blank\" rel=\"noopener\">non-cash rewards<\/a>&nbsp;that Americans cannot legally get, according to priorities set by <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/06\/26\/ex-google-chief-uses-top-tier-immigration-claim-to-sideline-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">bonus-seeking investors<\/a> without regard to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-06-28\/boeing-s-737-max-software-outsourced-to-9-an-hour-engineers\" target=\"_blank\" rel=\"noopener\">the judgment of American professionals<\/a>, in offices operating under <a href=\"https:\/\/www.breitbart.com\/tag\/opt\/\" target=\"_blank\" rel=\"noopener\">abusive Indian-style cultural rules<\/a>&nbsp;that violate U.S. laws, and amid routine, <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">government-tolerated corporate discrimination<\/a> against American graduates and <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/03\/lawsuit-fortune-500-adds-india-caste-culture-us-workplaces\/\" target=\"_blank\" rel=\"noopener\">some Indian workers<\/a>.<\/p>\n<p>Indian managers in the United States are being allowed to take more and more skilled jobs from American graduates, Choudary told Madrigal: \u201cThe U.S. companies are hiring Indians to become the project managers whose responsibility is to keep the cost lowest possible and [they] hire people from their own [groups, so the Indian presence] is becoming bigger and bigger.\u201d<\/p>\n<p>But most editors and reporters in the United States treat this huge economic force mostly as <a href=\"https:\/\/www.nytimes.com\/2020\/05\/12\/us\/foreign-workers-visas-immigrants.html\" target=\"_blank\" rel=\"noopener\">family drama<\/a>: Will this foreign student get a work permit? Can that imported contract worker renew his visa? Will those contract workers\u2019 Indian-born children get favorable treatment?<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>President Donald Trump promised to revamp the outsourcing programs to help Americans \u2014 but his last-minute reforms have been discarded by President Joe Biden\u2019s business-backed appointees.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The Department of Homeland Security is recycling 14,500 unused H-1B visas to employers after worried companies declined to accept the work visas they had won in the annual lottery. <a href=\"https:\/\/t.co\/wN8adaBcvo\">https:\/\/t.co\/wN8adaBcvo<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1294983085000470529?ref_src=twsrc%5Etfw\">August 16, 2020<\/a><\/p>\n<\/blockquote>\n<p>The bipartisan betrayal leaves millions of American professionals \u2014 and their golden children \u2014 almost&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">defenseless in Washington D.C.\u2019s<\/a>&nbsp;very ruthless <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/10\/29\/democrats-migration-bill-rewards-hiring-discrimination-against-us-graduates\/\" target=\"_blank\" rel=\"noopener\">lobbying wars<\/a>.<\/p>\n<p>The votes of the U.S. professional class are large enough to decide national elections \u2014 and large enough to save the Democrats as <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/12\/14\/lliberal-survey-gop-populism-beats-democrats-latino-identity-politics\/\" target=\"_blank\" rel=\"noopener\">Latinos increasingly move<\/a> towards Trump\u2019s reformist GOP. (Scott Olson\/Getty Images)<\/em><\/p>\n<\/div>\n<p>But the left\u2019s criticism of the many visa-worker programs is focused on the microeconomics of pay and benefits \u2014 not the <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">national impact<\/a>&nbsp;on the American middle-class, on Wall Street\u2019s control of information technology, or on the lagging innovation that is allowing Chinese companies to take the critical leads.<\/p>\n<p>\u201cAs [H-1B] companies like Infosys have expanded across the U.S., they\u2019ve been quick to portray themselves as job creators,\u201d Verge.com <a href=\"https:\/\/www.theverge.com\/c\/22820291\/tech-jobs-outsourcing-infosys-bench-paid-to-do-nothing\" target=\"_blank\" rel=\"noopener\">reported<\/a> December 7. \u201cCritics caution there is little evidence that staffing firms actually create new jobs that wouldn\u2019t exist otherwise because, by design, they make money by winning contracts to supply companies with [foreign] workers,\u201d said the left-wing site, which usually posts articles that are <a href=\"https:\/\/www.theverge.com\/search?q=H1B\" target=\"_blank\" rel=\"noopener\">sympathetic to the H-1B business<\/a>.<\/p>\n<p>The left-wing Economic Policy Institute [EPI] does offer muted criticism of the H-1B and other white-collar outsourcing programs.<\/p>\n<p>But this criticism remains low key because most progressives want to view the Fortune 500\u2019s often-mercenary outsourcing workers as legal immigrants with the same solidarity rights as U.S. citizens.<\/p>\n<p>Moreover, the left\u2019s desire for more immigrant voters has created a party-wide political alliance <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/10\/29\/democrats-migration-bill-rewards-hiring-discrimination-against-us-graduates\/\" target=\"_blank\" rel=\"noopener\">with the Fortune 500<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Industry, Universities Hide Workforce of 100,000 Extra Foreign White-Collar H-1B Employees <a href=\"https:\/\/t.co\/AQf3dghhGz\">https:\/\/t.co\/AQf3dghhGz<\/a> by <a href=\"https:\/\/twitter.com\/NeilMunroDC?ref_src=twsrc%5Etfw\">@NeilMunroDC<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/684565915023896576?ref_src=twsrc%5Etfw\">January 6, 2016<\/a><\/p>\n<\/blockquote>\n<p>On December 9, for example, the EPI posted <a href=\"https:\/\/www.epi.org\/publication\/new-evidence-widespread-wage-theft-in-the-h-1b-program\/\" target=\"_blank\" rel=\"noopener\">a report<\/a> showing how Fortune 500 companies and their Indian-run subcontracting firms gain by importing lower-wage Indians. The report is built on <a href=\"https:\/\/files.epi.org\/uploads\/HCL-presentation-48-57-Ex.-57.pdf\" target=\"_blank\" rel=\"noopener\">a whistleblower lawsuit<\/a>&nbsp;which shows why companies import Indian workers over the 50-state union line for the Fortune 500 subcontracting jobs that would otherwise go to U.S. graduates:<\/p>\n<blockquote>\n<p><strong>What this report finds:<\/strong>&nbsp;Thousands of skilled migrants with H-1B visas working as subcontractors at well-known corporations like Disney, FedEx, Google, and others appear to have been underpaid by at least $95 million. Victims include not only the [foreign] H-1B workers but also the U.S. workers who are either displaced or whose wages and working conditions degrade when employers are allowed to underpay skilled migrant workers with impunity.<\/p>\n<\/blockquote>\n<p>\u201cIn almost every single role, the H-1B workers are being paid $40,000 or $50,000 less than the US employees,\u201d said Hira, who is one of one the report\u2019s authors. \u201cThat\u2019s the bad news and this has [done] been under multiple administrations, both Republican and Democrat.\u201d<\/p>\n<p>Hira\u2019s EPI report does hint at the national impact:<\/p>\n<blockquote>\n<p>This apparent blatant lawbreaking by one of the leading H-1B outsourcing companies should finally prompt action by the federal government to curb abuses of the H-1B program \u2026 The [Department of Labor]&nbsp;is in effect subsidizing the offshoring of high-paying U.S. jobs in information technology that once served as a pathway to the middle class, including for workers of color.<\/p>\n<\/blockquote>\n<p>On the KQED show, Hira continued:<\/p>\n<blockquote>\n<p>The politics of this is pretty straightforward: The people who profit from the wage theft are are lobbying very heavily in favor of the H-1B program as is. So this includes the tech industry. Facebook\u2019s Mark Zuckerberg, has underwritten FWD.us which is very active in Washington D.C.&nbsp; [and] has been active in writing op-eds in the <em>Washington Post<\/em>, supporting more H-1B\u2019s \u2026 This is the big ask in Washington for FWD.us \u2014 and the U.S. Chamber of Commerce has asked for a doubling of the H-1B program \u2014 and they\u2019ve prevented any kind of sensible reform.<\/p>\n<\/blockquote>\n<p>American professionals, Hira added, \u201care not organized in any real way and no one\u2019s really representing them in Washington to try to push for real reform.\u201d<\/p>\n<p>Amid silence from the left, some mainstream GOP legislators <a href=\"https:\/\/twitter.com\/NeilMunroDC\/status\/1469365511054049290?s=20\" target=\"_blank\" rel=\"noopener\">are trying<\/a>&nbsp;to fix the problem.<\/p>\n<p>For many years, a&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/03\/30\/harvard-harris-poll-5-in-6-americans-want-to-end-immigration-from-mexico\/\" target=\"_blank\" rel=\"noopener\">wide<\/a>&nbsp;<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/01\/14\/poll-americans-want-companies-hire-americans-before-migrants\/\" target=\"_blank\" rel=\"noopener\">variety<\/a>&nbsp;of&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/04\/13\/ipsos-poll-nearly-8-in-10-americans-want-immigration-moratorium-for-u-s\/\" target=\"_blank\" rel=\"noopener\">polls<\/a>&nbsp;has&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/08\/05\/poll-swing-voters-hugely-oppose-2020-democrats-promising-more-immigration\/\" target=\"_blank\" rel=\"noopener\">shown<\/a>&nbsp;<a href=\"https:\/\/www.breitbart.com\/immigration\/2020\/04\/24\/poll-trumps-opponents-applaud-his-jobs-for-americans-immigration-policy\/\" target=\"_blank\" rel=\"noopener\">deep<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2017\/01\/31\/poll-shows-public-support-trump-migration-poicy\/\" target=\"_blank\" rel=\"noopener\">broad<\/a>&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/05\/28\/business-poll-backfires-shows-public-wants-less-migration\/\" target=\"_blank\" rel=\"noopener\">opposition<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/11\/16\/exit-polls-3-in-4-voters-want-less-immigration-during-and-after-pandemic\/\" target=\"_blank\" rel=\"noopener\">labor migration<\/a>&nbsp;and the inflow of&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/08\/06\/ipsos-poll-public-opposes-migrant-workers-by-21\/\" target=\"_blank\" rel=\"noopener\">temporary<\/a>&nbsp;contract workers&nbsp;into jobs sought by young U.S. graduates.
