Either it\u2019s a neighboring country or a European country, could openly return to their homeland,\u201d said deputy foreign minister Sher Mohammad Abbas Stanikzai.<\/p>\n<p>The Taliban said several organizations and local businessmen have structured a plan to send displaced people back to their provinces, and provide families with financial support in addition to free transportation.<\/p>\n<p>However, many countries, including the U.S., have halted aid and frozen funds due to international unwillingness to engage directly with the Taliban.
