Joe Manchin (D-WV), the critical Senate Democrat swing vote.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Biden\u2019s statement does not set a timetable, <a href=\"https:\/\/email.punchbowl.news\/t\/ViewEmail\/t\/5CB8902D5A2BE4CF2540EF23F30FEDED\/908C152488AF8A6233C48669A65BFAC1?alternativeLink=False\">meaning<\/a>&nbsp;the bill could take significant change and time:<\/p>\n<blockquote readability=\"10\">\n<p>My team and I are having ongoing discussions with Senator Manchin; that work will continue next week. It takes time to finalize these agreements, prepare the legislative changes, and finish all the parliamentary and procedural steps needed to enable a Senate vote. Scott Applewhite)<\/em><\/p>\n<\/div>\n<p>Biden faced another setback Thursday as Senate Parliamentarian Elizabeth MacDonough <a href=\"https:\/\/email.punchbowl.news\/t\/t-l-ckydukk-ghdmedu-y\/\">ruled<\/a> against granting amnesty to millions of illegal aliens, as the provision violates the rules on budgetary reconciliation. Democrats plan to use reconciliation to pass the legislation using a simple majority in the Senate, and reconciliation cannot allow for significant policy changes in the bill, only spending and budgetary changes.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Now that Manchin serves as the critical swing vote to pass the Build Back Better Act, Biden and Democrats will likely have to water down the bill to gain his support, which would likely make House leftists such as Reps. Alexandria Ocasio-Cortez (D-NY) and Ilhan Omar (D-MN) irate. Scott Applewhite)<\/em><\/p>\n<\/div>\n<p>As the debate over the Build Back Better Act rages into the new year, it will become harder for Democrats to pass the legislation, in a manner similar to the 2009 fight to pass the Affordable Care Act (ACA), or Obamacare. It also would distract battleground Democrats, who remain poised to lose their House seat, and many vulnerable Senate Democrats remain up for reelection during the 2022 midterm elections.<\/p>\n<p>The Democrats also face another hurdle as the enhanced child tax credit (CTC) created under the $1.9 trillion American Rescue Plan planned in March sets to expire on December 31. This is one major reason why Senate Majority Leader Chuck Schumer (D-NY) wanted to pass the Build Back Better Act in the Senate before Christmas.<\/p>\n<div id=\"attachment_19130170\" class=\"wp-caption aligncenter\" readability=\"38\"><a href=\"https:\/\/media.breitbart.com\/media\/2021\/12\/wi\/ap\/14\/congress-senate-majority-leader-chuck-schumer-of-speaks-news-conference-weekly-democratic-policy.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-19130170 size-large\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/12\/congress-senate-majority-leader-chuck-schumer-of-speaks-news-conference-weekly-democratic-policy-1024x683-1.jpg\" alt=\"The Associated Press\" width=\"1024\" height=\"683\" \/><\/a><\/p>\n<p class=\"wp-caption-text\"><em>Senate Majority Leader Chuck Schumer of N.Y., speaks during a news conference after the weekly Democratic policy luncheon on Capitol Hill in Washington, Tuesday, Dec. 7, 2021.(AP Photo\/Carolyn Kaster)<\/em><\/p>\n<\/div>\n<p>The child tax credit might have to be reworked, as Manchin wants to rework the expanded CTC, much to the dismay of the rest of the Democrat Party.<\/p>\n<p>Senate Democrats might also have to adjust a provision in the bill that would raise the limit on the state and local tax (SALT) deduction.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>Manchin has <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/12\/13\/joe-manchin-not-fair-build-back-better-act-rely-budget-gimmicks\/\">voiced<\/a> significant concerns about the bill\u2019s high price tag. He said that the Congressional Budget Office\u2019s (CBO report stating that the would cost $4.9 trillion and add $3 trillion to the deficit if many of the sunsetted programs were permanently extended was \u201csobering.\u201d<\/p>\n<p>The Senate delay <a href=\"https:\/\/www.politico.com\/news\/2021\/12\/16\/democrats-agenda-social-spending-bill-525103\">infuriated<\/a> House Congressional Progressive Caucus (CPC) Pramila Jayapal (D-WA), who spoke to Biden on Thursday and told the 46th president she wants the Senate to continue working through the holidays to pass the Build Back Better Act.<\/p>\n<p class=\" story-text__paragraph\">\u201cThe House did our work, and now it\u2019s time for the Senate to do theirs. They must stay in session until Build Back Better is passed,\u201d Jayapal said.<\/p>\n<p>For Senate Democrats, the current delay reflects the difficulties of passing a multi-trillion dollar piece of legislation in a split Senate.<\/p>\n<p class=\" story-text__paragraph\">Sen. Mazie Hirono (D-HI) said, \u201cA 50-50 Senate is really problematic. I\u2019ve used the word \u2018sucks.\u2019 It definitely enables one or two people to hold things up. So, yes, I am frustrated.\u201d<\/p>\n<p class=\" story-text__paragraph\">\u201cWe missed an opportunity. But I\u2019m not giving up. Apparently Manchin\u2019s approach to this has changed a lot. I don\u2019t know where he is today or where he\u2019ll be tomorrow,\u201d Senate Majority Leader Dick Durbin (D-IL) remarked.<\/p>\n<p class=\" story-text__paragraph\">\u201cWe recognize we have a 50-50 Senate, and we\u2019re not getting cooperation from the Republicans on any of those issues, and we recognize it\u2019s a challenge. It\u2019s been a challenge all year,\u201d Sen. Ben Cardin (D-MD) explained.<\/p>\n<p>\u201cAll I want for my birthday and Christmas is preservation of American democracy,\u201d Sen.
