This is not impossible, now that technology is developing so fast, observers pointed out.<\/p>\n<\/blockquote>\n<p><span>China\u2019s position paper, and the <\/span><i><span>Global Times\u2019 <\/span><\/i><span>lengthy account of it, sounds like the work product of a few dozen staffers ordered to quickly assemble a list of every fear expressed by every other country on Earth.&nbsp;<\/span><\/p>\n<p><span>\u201cChina called on countries that develop and apply A.I. in the military field to act in a prudent and responsible manner, refrain from seeking absolute military advantage, and not use AI as a tool to start a war or pursue hegemony,\u201d the <\/span><i><span>Global Times <\/span><\/i><span>pontificated, giving the game away by using the word \u201chegemony,\u201d which is Chinese Communist Party (CCP) shorthand for \u201ceverything the United States does.\u201d<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>China demanded applause for its \u201cglobal responsibility\u201d in demanding U.N. regulatory action, even though its primary recommendation \u2013 keeping human commanders in the command loop of increasingly sophisticated autonomous weapon systems \u2013 has been <\/span><a href=\"https:\/\/www.breitbart.com\/national-security\/2017\/11\/29\/nato-risk-hyper-war-growing-china-russia-artificial-intelligence\/\"><span>advocated<\/span><\/a><span> by the United States and NATO for many years.<\/span><\/p>\n<p><span>Long before humanity has to worry about self-aware genocidal killing machines, the great concern of A.I. warfare \u2013 or \u201chyperwar,\u201d a concept that blends cyberwar and physical weapons controlled by computers \u2013 is that everything will happen so fast that human commanders could lose control of the battle.<\/span><\/p>\n<p><span>Half a decade ago, NATO published reports containing the concern spotlighted by the <\/span><i><span>Global Times <\/span><\/i><span>about a hyperwar arms race, where fully-human armies are simply incapable of matching the speed of computers for analyzing and responding to battlefield conditions. NATO\u2019s fear was that every nation will feel obliged to develop fast-acting autonomous weapon systems, which could end up fighting each other and escalating a conflict faster than human commanders or diplomats could de-escalate it.<\/span><\/p>\n<p><span>In short, there appears to be nothing new in China\u2019s position paper, and it lands with much fanfare from Chinese state media at the precise moment Western analysts are worried about China recklessly leaping forward with dangerous A.I. military applications.<\/span><\/p>\n<p><span>The U.S. Defense Department\u2019s (DoD) 2021 report on Chinese military power, released in early November, <\/span><a href=\"https:\/\/www.cfr.org\/blog\/dods-2021-china-military-power-report-how-advances-ai-and-emerging-technologies-will-shape\"><span>warned<\/span><\/a><span> that China\u2019s mad dash for a dominant position in \u201cmechanized, informatized, and intellgentized\u201d weapons could be a greater threat than its rapidly growing nuclear arsenal. <\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><span>\u201cIntellgentized\u201d warfare includes everything from swarms of A.I.-controlled drones to information war and biological weapons \u2013 the latter being far more devastating to armies that rely on human soldiers and decision-makers, rather than A.I.<\/span><\/p>\n<p><span>The DoD report on China\u2019s military <\/span><a href=\"https:\/\/www.politico.com\/news\/magazine\/2021\/11\/10\/chinese-army-ai-defense-contracts-520445\"><span>mentioned<\/span><\/a><span> A.I. twenty times, warning that China is surging ahead in both spending on artificial intelligence research and deployable systems. Researchers warned China pulled ahead so quickly because it has ready access to American technology and capital, while China\u2019s own technological developments \u2013 achieved with few of the ethical concerns that slow Western scientists \u2013 are closely-guarded secrets.<\/span><\/p>\n<p><span>An <\/span><a href=\"https:\/\/www.scmp.com\/news\/china\/military\/article\/3154242\/chinese-military-may-have-edge-over-us-artificial-intelligence\"><span>October report<\/span><\/a><span> from the Center for Security and Emerging Technology (CSET) at Georgetown University reached similar conclusions, warning the Chinese People\u2019s Liberation Army (PLA) is approaching parity with the U.S. on A.I., or might even have pulled ahead.<\/span><\/p>\n<p><span>\u201cSpecifically, we find the PLA is buying A.I. systems designed to identify undersea vehicles, wargame Taiwan operations, track U.S. navy ships, and deploy electronic countermeasures, among other tasks,\u201d CSET analyst Ryan Fedasiuk said.<\/span><\/p>\n<p><span>\u201cWe find that China\u2019s military-civil fusion development strategy is paying real dividends. Of the 273 AI equipment suppliers in our data set, 60 per cent are private companies. The overwhelming majority are quite small, established only in the last 10 years,\u201d Fedasiuk added.<\/span><\/p>\n<p><span>From this perspective, China\u2019s enthusiasm for global A.I. regulations could be an effort to divert attention from just how much dangerous technology Beijing already commands \u2013 or an effort to erect regulatory barriers that will keep other nations from catching up to China\u2019s lead.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>China on Monday submitted a paper to the United Nations calling for global regulations on the military use of artificial intelligence (A.I.).
