The law will phase in restrictions beginning in 2023.<\/p>\n<p>The measure comes as the country confronts a historic surge in energy prices. The Biden administration&#8217;s Energy Department <a href=\"https:\/\/freebeacon.com\/latest-news\/biden-admin-expect-winter-heating-costs-to-spike\/\" target=\"_blank\" rel=\"noopener\">said<\/a> in October that it expects heating costs to jump as much as 54 percent this winter. The cost of energy commodities has spiked 57 percent over the last 12 months, <a href=\"https:\/\/www.bls.gov\/news.release\/cpi.nr0.htm\" target=\"_blank\" rel=\"noopener\">according<\/a> to a recent Labor Department report, <a href=\"https:\/\/freebeacon.com\/biden-administration\/inflation-surges-to-40-year-high\/\" target=\"_blank\" rel=\"noopener\">pushing<\/a> the country&#8217;s inflation to multi-decade highs.<\/p>\n<p>The natural gas prohibition is expected to raise energy costs for New Yorkers. The average cost to heat a home with natural gas last winter was $573, <a href=\"https:\/\/money.usnews.com\/investing\/news\/articles\/2021-10-13\/us-home-heating-bills-seen-much-higher-this-winter-eia-says\" target=\"_blank\" rel=\"noopener\">according<\/a> to the Energy Department. Electricity, meanwhile, costs an average of $1,268.<\/p>\n<p>Democratic lawmakers who spearheaded the legislation said it will reduce carbon emissions in the city. Much of electricity in New York, however, is <a href=\"https:\/\/www.eia.gov\/state\/analysis.php?sid=NY\" target=\"_blank\" rel=\"noopener\">generated<\/a> in plants that burn fossil fuels.<\/p>\n<p>&#8220;This bill was about prioritizing people over profits and properties,&#8221; Councilmember Alicka Ampry-Samuel said Wednesday. &#8220;We are at a point in our lifetimes that we need to act.
