Water agencies in Southern California, Arizona and Nevada agreed to find water savings from various sources and split the $200-million cost with the federal government.<\/p>\n<p>\u2026<\/p>\n<p>The Colorado River provides water for about 40 million people and farmlands from Wyoming to the U.S.-Mexico border.<\/p>\n<\/blockquote>\n<p>The&nbsp;<em>Times<\/em> cited global warming as a cause of the dry conditions, though there is <a href=\"https:\/\/books.google.com\/books?id=frvKDY0rpToC&amp;q=wet#v=snippet&amp;q=wet&amp;f=false\">evidence<\/a> that the 19th and 20th centuries, during which much of the West was settled, were unusually wet in the region, compared to the historic record of rainfall.<\/p>\n<p>California has not built a major reservoir in decades, though a <a href=\"https:\/\/www.mercurynews.com\/2021\/12\/15\/new-2-3-billion-dam-planned-near-pacheco-pass-gets-big-boost-from-state-funders\/\">smaller project<\/a> in Santa Clara County appears to be on track.<\/p>\n<p><em>Joel B.
