Kerner, who forwarded the findings of an investigation into the agency to President Joe Biden last week.<\/p>\n<p>In his&nbsp;<a href=\"https:\/\/osc.gov\/Documents\/Public%20Files\/FY22\/DI-20-000557\/DI-20-000557%20-%20Letter%20to%20the%20President.pdf\">letter<\/a> to Biden, Kerner said that findings from a Department of Health and Human Services (HHS) investigation, which substantiated a whistleblower\u2019s claims about the CDC\u2019s mishandling in both New York City and Atlanta in February and March 2020, were \u201creasonable.\u201d&nbsp;<\/p>\n<p>The report detailed many allegations, including that public health workers were not properly trained when they assisted with the COVID-19 response at JFK Airport, in New York City, in the early months of the COVID-19 outbreak. Another allegation, that necessary personal protective equipment was not used in order \u201cto minimize public alarm,\u201d was substantiated, as was an allegation that&nbsp;CDC workers did not check health workers for COVID-19 symptoms. <\/p>\n<p>They also allowed health workers to expose people to the virus while using public transportation.&nbsp;<\/p>\n<p>The CDC did not respond to The Daily Wire\u2019s request for comment.<\/p>\n<p>\u201cI want to commend the whistleblower for bringing these allegations to [the Office of Special Counsel] and acknowledging the significance of this matter,\u201d Kerner wrote, \u201cBecause of the whistleblower\u2019s courage and willingness to shed light on these issues, the agency has significantly improved the health and safety of HHS personnel.\u201d<\/p>\n<p>Kerner noted that the mistakes made by the CDC primarily took place at the beginning of the pandemic, but also added that the findings of the report, which confirmed many of the whistleblowers\u2019 claims, \u201cappear reasonable.\u201d&nbsp;<\/p>\n<p>The whistleblower, who decided to remain anonymous, did not provide any comments on the report.&nbsp;<\/p>\n<p>According to the HHS report, vulnerabilities \u201cexisted in the health and safety protocols instituted and overseen by CDC officials\u201d during the scope of the investigation which ran from January to March 2020.&nbsp;<\/p>\n<p>One of the many problems discussed in the report was that health workers \u201cwere not given proper training\u201d at an emergency health center in Atlanta.&nbsp;<\/p>\n<p>It also suggested that the \u201cdesire to minimize public alarm\u201d may have been a factor in some of the agency\u2019s downplaying of using necessary personal protective equipment during the early stages of the pandemic response.&nbsp;<\/p>\n<p>The HHS report adds to other evidence implicating the CDC for poor management during the beginning stages of the pandemic.&nbsp;<\/p>\n<p>In May of 2020, the CDC <a href=\"https:\/\/www.cnn.com\/2020\/05\/22\/health\/cdc-mixing-coronavirus-tests\/index.html\">admitted<\/a> that it had combined results for viral and antibody Covid tests.&nbsp;<\/p>\n<p>\u201cCDC is working to differentiate those tests from the viral tests and will report this information, differentiated by test type, publicly on our COVID Data Tracker website in the coming weeks,\u201d a CDC spokesperson said at the time.&nbsp;<\/p>\n<p>The agency also admitted to issues with COVID-19 tests, which were infamously slow to roll out.&nbsp;<\/p>\n<p>\u201cThe Washington Post separately confirmed that Food and Drug Administration officials concluded that the CDC violated its own laboratory standards in making the kits,\u201d the Post <a href=\"https:\/\/www.washingtonpost.com\/investigations\/contamination-at-cdc-lab-delayed-rollout-of-coronavirus-tests\/2020\/04\/18\/fd7d3824-7139-11ea-aa80-c2470c6b2034_story.html\">reported<\/a>, \u201cThe substandard practices exposed the kits to contamination.\u201d<\/p>\n<p>In June, The New York Times wrote an <a href=\"https:\/\/www.nytimes.com\/2021\/06\/16\/magazine\/cdc-covid-response.html\">article<\/a> asking, \u201cCovid Proved the C.D.C. is Broken. Can It Be Fixed?\u201d It mentioned that the agency appeared to be plagued with \u201cpathological clumsiness.\u201d<\/p>\n<p>Kerner\u2019s letter to Biden noted that the situation had been closed as the CDC had addressed the whistleblower\u2019s concerns.
