Joe Manchin, a centrist from West Virginia who has objected to several central provisions and the timetable for which Schumer wants the bill passed. Manchin has long sounded the alarm on rising inflation and has gone on-record opposing several of the bill\u2019s various provisions addressing climate change, child care and more.<\/p>\n<p>The reversal is a stark departure from Democrats\u2019 long-stated goal of passing the bill, known as the Build Back Better Act, before the end of 2021. It <a href=\"https:\/\/dailycaller.com\/2021\/11\/19\/house-sends-bidens-spending-package-senate-build-back-better\/\" target=\"_blank\" rel=\"noopener noreferrer\">cleared the House in November<\/a> on a near party-line vote, though that version included provisions to which multiple Senate Democrats were already opposed.<\/p>\n<p>And while <a href=\"https:\/\/dailycaller.com\/2021\/12\/13\/joe-biden-joe-manchin-speak-build-back-better-inflation\/\" target=\"_blank\" rel=\"noopener noreferrer\">Manchin and Biden met<\/a> both Monday and Tuesday in hopes of nearing a deal, multiple reports said that the two remained <a href=\"https:\/\/twitter.com\/mkraju\/status\/1471160845065465857\" target=\"_blank\" rel=\"noopener noreferrer\">far apart<\/a>. Several reports said that Manchin wanted to rid the bill of the child tax credit, but he <a href=\"https:\/\/twitter.com\/burgessev\/status\/1471177040179208214?s=21\">denied<\/a> that he wanted to scrap the provision completely.<\/p>\n<p>\u201cSenator Manchin is not telling President Biden what to include or not include,\u201d a source familiar with his thinking <a target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> Politico. \u201cHe has always been supportive of the [child tax credit].\u201d<\/p>\n<p>Disagreements among Senate Democrats from state and local tax deductions, expanded Medicare benefits and other climate change provisions are still present as well. <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/18\/manchin-demands-democrats-climate-change-child-tax-credit\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Manchin Outlines Demands For Democrats\u2019 Climate Change, Child Tax Credit Plan)<\/a><\/strong><\/p>\n<div id=\"attachment_7338048\" class=\"wp-caption alignnone\" readability=\"33\">\n<p id=\"caption-attachment-7338048\" class=\"wp-caption-text\">Reporters surround Sen. (Anna Moneymaker\/Getty Images)<\/p>\n<\/div>\n<p>But while a united Democratic caucus is entirely possible when it comes to passing a voting bill, any legislation would be subject to a Senate filibuster unless the chamber\u2019s rules were changed. Schumer has <a href=\"https:\/\/dailycaller.com\/2021\/10\/20\/senate-republicans-block-democrats-compromise-voting-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">tried multiple times<\/a> this year to <a href=\"https:\/\/dailycaller.com\/2021\/06\/22\/chuck-schumer-joe-manchin-senate-voting-rights-bill-mitch-mcconnell\/\" target=\"_blank\" rel=\"noopener noreferrer\">pass voting bills<\/a>, but they have been met with nearly unanimous Republican opposition, and both Manchin and Arizona Democratic Sen. Kyrsten Sinema have opposed any time of filibuster carveout for voting legislation.<\/p>\n<p>Democrats have opposed election reform bills that have passed in Republican-controlled states that <a href=\"https:\/\/dailycaller.com\/2021\/06\/02\/elections-2020-texas-voting-rights\/\" target=\"_blank\" rel=\"noopener noreferrer\">tighten access<\/a> to mail-in voting and transfer election administration from nonpartisan officials to partisan state legislatures. GOP legislatures have simultaneously pursued <a href=\"https:\/\/dailycaller.com\/2021\/09\/24\/donald-trump-endorsed-maricopa-county-audit-biden-won-larger-margin\/\" target=\"_blank\" rel=\"noopener noreferrer\">election audits<\/a> fueled by former President Donald Trump\u2019s claims of widespread fraud, even as nonpartisan audits have found that the <a href=\"https:\/\/dailycaller.com\/2021\/10\/22\/wisconsin-audit-finds-2020-election-was-secure-voting-machines-counted-accurately\/\" target=\"_blank\" rel=\"noopener noreferrer\">election was secure<\/a>.<\/p>\n<p>Some Democrats, however, have said that passing laws expanding voting access is the most important thing they can do while they still have complete control of Congress. Georgia Sen. Raphael Warnock urged a filibuster carveout Tuesday, saying on the Senate floor that there was no excuse for an exception to be made in order to prevent a default if one would not also be made in order to protect the right to vote.<\/p>\n<p>\u201cWe could not imagine changing the rules.
