It <a href=\"https:\/\/dailycaller.com\/2021\/12\/07\/house-passes-defense-bill-moves-to-lift-debt-ceiling-after-bipartisan-agreement-national-defense-authorization-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">passed the House<\/a> on Dec. 7 with 169 Democrats and 194 Republicans voting in favor and cleared a Senate filibuster Tuesday on an 86-13 vote.<\/p>\n<p>\u201cOur nation faces an enormous range of security challenges, and it is more important than ever that we provide our military men and women the support they need to keep America safe,\u201d said Rhode Island Democratic Sen. Jack Reed, the chair of the Senate Armed Services Committee. \u201cTo that end, this bill makes great progress.\u201d<\/p>\n<p>While the compromised version of the bill found the overwhelming support of Congress, the negotiation process was rocky. The original version passed the House in September only to be <a href=\"https:\/\/dailycaller.com\/2021\/11\/29\/senate-republicans-block-annual-defense-bill-lack-debate-amendment-votes\/\" target=\"_blank\" rel=\"noopener noreferrer\">stonewalled by Senate Republicans<\/a> weeks later over what they alleged was a lack of amendment votes.<\/p>\n<p>As senior members of the House and Senate Armed Services Committees scrambled to reach a deal, several bipartisan provisions that were included in both chambers\u2019 original bills <a href=\"https:\/\/dailycaller.com\/2021\/12\/07\/female-draft-presidential-war-power-repeals-scrapped-defense-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">fell by the wayside<\/a> or were significantly altered. They included adding women to the draft, repealing <a href=\"https:\/\/dailycaller.com\/2021\/07\/20\/mike-lee-bernie-sanders-chris-murphy-congress-war-powers\/\" target=\"_blank\" rel=\"noopener noreferrer\">authorized uses of military force<\/a> relating to the Iraq and Gulf Wars and an overhaul to how the military handled cases of sexual assault and other serious crimes, shifting investigations from the chain of command to independent prosecutors. <strong><a href=\"https:\/\/dailycaller.com\/2021\/11\/30\/bipartisan-group-fights-keep-military-justice-reform-in-defense-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Bipartisan Group Fights To Keep Military Justice Reform In Defense Bill)<\/a><\/strong><\/p>\n<div id=\"attachment_7199480\" class=\"wp-caption alignnone\" readability=\"34\">\n<p id=\"caption-attachment-7199480\" class=\"wp-caption-text\">Sen. Kirsten Gillibrand, who co-led the bipartisan push for military justice reform, lambasted its watering-down Monday, saying on the Senate floor that her provision was \u201cunceremoniously and undemocratically removed from the NDAA behind closed doors.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2021\/11\/30\/bipartisan-group-fights-keep-military-justice-reform-in-defense-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Bipartisan Group Fights To Keep Military Justice Reform In Defense Bill)<\/a><\/strong><\/p>\n<p>\u201cCommittee leadership has overridden the will of a filibuster-proof majority in the Senate and a majority of the House who called for real reform that would have moved serious crimes to independent military prosecutors,\u201d Gillibrand said. \u201cInstead, committee leadership has codified the status quo.\u201d<\/p>\n<p>The NDAA\u2019s passage comes hours after Democrats approved a <a href=\"https:\/\/dailycaller.com\/2021\/12\/14\/senate-democrats-vote-lift-debt-ceiling-2-5-trillion\/\" target=\"_blank\" rel=\"noopener noreferrer\">$2.5 trillion debt ceiling increase<\/a> and two weeks after Congress passed a short-term funding bill to <a href=\"https:\/\/dailycaller.com\/2021\/12\/02\/government-shutdown-averted-after-senate-passes-short-term-funding-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">avoid a government shutdown<\/a>, the two most pressing legislative items left this year. While the House has no votes scheduled until January, Senate Democrats are still negotiating Biden\u2019s tax and spending bill, with the hopes of bringing West Virginia Sen.
