He was also accused in 2004 by a Democratic lawmaker of not doing enough to hire and retain African-American employees when he ran the Department of Legislative Services (DLS).<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"12.411609498681\">\n<p dir=\"ltr\" lang=\"en\">In Maryland, we have grades for the 4 congressional maps the Legislative Redistricting Advisory Commission released on Tues. Each map receives an F and significantly favors the Democrats. They each receive an F in partisan fairness, a C in competitiveness, and an F in geography. <a href=\"https:\/\/t.co\/DJ6CAShamx\">pic.twitter.com\/DJ6CAShamx<\/a><\/p>\n<p>\u2014 Princeton Gerrymandering Project (@princetongerry) <a href=\"https:\/\/twitter.com\/princetongerry\/status\/1458878795142754316?ref_src=twsrc%5Etfw\">November 11, 2021<\/a><\/p>\n<\/blockquote>\n<p>Democratic Baltimore Delegate Tony E. Fulton called for Aro to resign at the time in a letter sent to Maryland\u2019s House Speaker and Senate President, the <a href=\"https:\/\/www.baltimoresun.com\/news\/bs-xpm-2004-10-07-0410070120-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">Baltimore Sun reported in 2004<\/a>. While Fulton wrote the letter alone, the issue of diversity in the DLS had been a longstanding issue for some black lawmakers and members of the Legislative Black Caucus, according to the Sun.<\/p>\n<p>\u201cAfrican-American staff members generally have short tenures, and are deprived of incentives including promotion and management level positions,\u201d Fulton wrote. \u201cI call for the resignation of Karl Aro, executive director of the Department of Legislative Services, and respectfully ask that he be replaced with an advocate for equal opportunity in the workplace.\u201d<\/p>\n<p>Aro did not resign, ultimately retiring from his position in 2015. Now, he\u2019s chairing the effort to create a 7-1 Congressional map in favor of Democrats in the state of Maryland, with sole Republican Rep. Andy Harris\u2019 <a href=\"https:\/\/dailycaller.com\/2021\/12\/10\/two-house-republicans-face-potential-defeat-under-redrawn-maps-maryland-new-mexico\/\" target=\"_blank\" rel=\"noopener noreferrer\">seat in jeopardy<\/a> as well.<\/p>\n<p>Republican Maryland Gov. <a href=\"https:\/\/dailycaller.com\/2021\/10\/25\/larry-hogan-refund-police-baltimore-maryland-defund-crime\/\" target=\"_blank\" rel=\"noopener noreferrer\">Larry Hogan<\/a> commissioned nonpartisan maps that were determined to be significant more balanced by independent experts, but Maryland legislators voted to proceed with the gerrymandered LRAC maps. Hogan has sworn he will veto any gerrymandered maps, but Democrats have supermajorities that could override a veto in both legislative chambers. <strong><a href=\"https:\/\/dailycaller.com\/2021\/12\/06\/larry-hogan-gerrymandering-maryland-democrats-an-america-united\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: EXCLUSIVE: Larry Hogan Backers Go After Democrats For \u2018Extreme\u2019 Gerrymandering)<\/a><\/strong><\/p>\n<p>Fair Maps Maryland, an independent, non-profit group dedicated to ending partisan gerrymandering in the state, has <a href=\"https:\/\/www.marylandmatters.org\/2021\/12\/08\/fair-maps-maryland-announces-lawsuit-against-just-approved-congressional-redistricting-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\">announced a lawsuit<\/a> aimed at stopping the gerrymandered maps from going into effect for 2022.<\/p>\n<p>President Joe Biden\u2019s Department of Justice <a href=\"https:\/\/dailycaller.com\/2021\/12\/06\/department-of-justice-texas-lawsuit-redistricting-merrick-garland\/\" target=\"_blank\" rel=\"noopener noreferrer\">recently announced a lawsuit<\/a> against the state of Texas for allegedly diluting the votes of minority residents in newly-proposed Congressional maps.
