Danhua Capital has been invested in PathAI since at least 2017, when it joined five other funders to contribute $11 million worth of seed funding for the artificial intelligence startup. It is unclear how much Danhua Capital has invested in PathAI, a private company, but the Chinese firm lists PathAI on <a href=\"https:\/\/www.dh.vc\/\" target=\"_blank\" rel=\"noopener\">its website<\/a> as one of its featured &#8220;biotech and health&#8221; investments.<\/p>\n<p dir=\"ltr\">Danhua Capital was established and funded with the help of the Chinese government as part of its &#8220;<a href=\"https:\/\/www.reuters.com\/article\/us-usa-china-techinvesting-insight\/chinas-penetration-of-silicon-valley-creates-risks-for-startups-idUSKBN1JP08V\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.reuters.com\/article\/us-usa-china-techinvesting-insight\/chinas-penetration-of-silicon-valley-creates-risks-for-startups-idUSKBN1JP08V&amp;source=gmail&amp;ust=1639163526515000&amp;usg=AOvVaw19IUcH-Ny62KHkoLxfiW-F\" data-mt-detrack-inspected=\"true\">penetration of Silicon Valley<\/a>,&#8221; according to a 2018 Reuters report on the firm. The Center for a New American Security (CNAS), a liberal think tank with former staffers now in the highest ranks of the Biden administration, testified to Congress in 2018 that Danhua Capital&#8217;s mission is to use its capital to narrow the technology gap between China and the United States.<\/p>\n<p dir=\"ltr\">Neither Raimondo nor PathAI responded to requests for comment on Danhua Capital&#8217;s investment. As commerce secretary, Raimondo is tasked with managing the U.S. business relationship with countries across the globe, and she has emerged as one of the most pro-China voices in the administration. In a September <em>Wall Street Journal<\/em> <a href=\"https:\/\/www.wsj.com\/articles\/commerce-secretary-gina-raimondo-aims-to-strengthen-business-ties-with-china-11632475802\" target=\"_blank\" rel=\"noopener\">interview<\/a>, Raimondo said the United States should strengthen economic ties with China, arguing &#8220;robust&#8221; <span class=\"il\">commercial<\/span> engagement with China would &#8220;mitigate any potential tensions&#8221; with the global rival.<\/p>\n<p dir=\"ltr\">The <em>Wall Street Journal<\/em> <a href=\"https:\/\/www.wsj.com\/articles\/u-s-to-bar-investment-in-chinese-ai-giant-considers-banning-key-exports-to-top-chip-maker-11639092799?st=geamltgnvxe128z&amp;reflink=share_mobilewebshare\" target=\"_blank\" rel=\"noopener\">reported<\/a> on Friday that Raimondo&#8217;s agency was pushing back on efforts by others in the Biden administration to block Chinese technology firms from working with American companies. Commerce officials are arguing internally, according to the report, that the administration&#8217;s tougher approach to China would hurt U.S. companies.<\/p>\n<p dir=\"ltr\">Raimondo said on Thursday she would not urge U.S. companies to pull sponsorships from the upcoming Beijing Olympics after President Joe Biden announced a diplomatic boycott of the games over human rights abuses. &#8220;What individual companies do is entirely up to them,&#8221; Raimondo <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-12-09\/u-s-won-t-push-companies-to-pull-out-of-olympics-raimondo-says?srnd=premium&amp;sref=ohmtMHdW\" target=\"_blank\" rel=\"noopener\">said<\/a>. &#8220;We\u2019re not going to pressure them one way or another.&#8221;<\/p>\n<p dir=\"ltr\">Raimondo&#8217;s <a href=\"https:\/\/extapps2.oge.gov\/201\/Presiden.nsf\/PAS+Index\/89BA5C322F850747852586640032DC75\/$FILE\/Raimondo,%20Gina%20%20finalEA.pdf\" target=\"_blank\" rel=\"noopener\">ethics agreement<\/a> to serve in the Biden administration bars her from participating in any matter that could have a &#8220;direct and predictable effect on the financial interests of PathAI.&#8221; Raimondo&#8217;s <a href=\"https:\/\/extapps2.oge.gov\/201\/Presiden.nsf\/PAS+Index\/FAADAF81161EE654852586640032DBB5\/$FILE\/Raimondo,%20Gina%20%20final278.pdf\" target=\"_blank\" rel=\"noopener\">financial disclosure<\/a> forms show she would greatly benefit from the company&#8217;s success. In addition to an annual salary, Moffit was given a significant number of ownership shares in the company as well as stock options. The value of the nearly 200,000 shares is not ascertainable, according to the disclosure form.<\/p>\n<p dir=\"ltr\">In 2018 <a href=\"https:\/\/congress.gov\/115\/meeting\/house\/108561\/witnesses\/HHRG-115-IG00-Wstate-KaniaE-20180719.pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/congress.gov\/115\/meeting\/house\/108561\/witnesses\/HHRG-115-IG00-Wstate-KaniaE-20180719.pdf&amp;source=gmail&amp;ust=1639163526515000&amp;usg=AOvVaw2EWYpbmHADznmTVkw87TMC\" data-mt-detrack-inspected=\"true\">testimony<\/a> titled, &#8220;China\u2019s Threat to American Government and Private Sector Research and Innovation Leadership,&#8221; Elsa Kania, an adjunct fellow at CNAS, told Congress that Danhua Capital is directly tied to the Chinese government. In Kania\u2019s testimony, she said Danhua Capital is open about its plans to narrow the gap between America and China when it comes to technological development. &#8220;According to its cofounder, the fund is committed to \u2018narrowing the gap\u2019 in technological development between China and the U.S.,&#8221; she wrote.<\/p>\n<p dir=\"ltr\">Multiple senior CNAS staff from the time of Kania&#8217;s testimony now serve in top roles in the Biden administration. Kania\u2019s former colleagues from CNAS include Colin Kahl, Ely Ratner, and Victoria Nuland\u2014all of whom now occupy top roles in the State Department and Defense Department.<\/p>\n<p>Subsequent testimony in the Senate Small Business Committee from Robert Atkinson, the president of the Information Technology and Innovation Foundation, warned that Danhua Capital is used by Beijing to exert its influence overseas.<\/p>\n<p>&#8220;Zhongguancun Development Group, a state-owned enterprise headquartered in Beijing has set up \u2018Danhua Capital&#8217; to promote the strategy of \u2018Zhongguancun Capital going global and bringing in overseas advanced technology and talents,\u2019&#8221; Atkinson said.<\/p>\n<p dir=\"ltr\">PathAI has received funding from Danhua Capital across multiple years. In 2017, Danhua Capital <a href=\"https:\/\/www.wsj.com\/articles\/pathai-raises-15-million-for-ai-powered-dianostics-1509680874?tpl=venturecapital\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.wsj.com\/articles\/pathai-raises-15-million-for-ai-powered-dianostics-1509680874?tpl%3Dventurecapital&amp;source=gmail&amp;ust=1639163526515000&amp;usg=AOvVaw3WMNs2ujldLTIuBlbaD0-C\" data-mt-detrack-inspected=\"true\">joined<\/a>&nbsp;investors in bringing PathAI&#8217;s total capital raised to $15 million. In 2019, the company raised at least $60 million, and Danhua Capital was again <a href=\"https:\/\/techcrunch.com\/2019\/04\/17\/pathai-raises-60-million-for-its-computer-vision-based-pathogen-detection-technology\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/techcrunch.com\/2019\/04\/17\/pathai-raises-60-million-for-its-computer-vision-based-pathogen-detection-technology\/&amp;source=gmail&amp;ust=1639163526515000&amp;usg=AOvVaw2oEeVJJRz3RYLOD2nSLrB1\" data-mt-detrack-inspected=\"true\">listed<\/a> as an investor.<\/p>\n<p dir=\"ltr\">Raimondo\u2019s <span class=\"il\">Commerce<\/span> Department has also provided a lifeline to Huawei, a company <a href=\"https:\/\/freebeacon.com\/national-security\/chinas-huawei-tests-facial-recognition-software-to-identify-uighurs-to-authorities\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/freebeacon.com\/national-security\/chinas-huawei-tests-facial-recognition-software-to-identify-uighurs-to-authorities\/&amp;source=gmail&amp;ust=1639163526515000&amp;usg=AOvVaw1hyHfs8YG06Q5JAwt6OoUR\" data-mt-detrack-inspected=\"true\">closely tied<\/a> to China\u2019s brutal repression of its Muslim Uyghur population.
