prepare students for rigor and independent learning; develop students\u2019 abilities to connect across lines of difference; elevate historically marginalized voices; and&nbsp;<strong>empower students as agents of social change<\/strong>.\u201d [Emphasis added].<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>As Breitbart News has&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/12\/02\/exclusive-ricketts-university-of-nebraska-denies-crt-use-while-own-records-reveal-consultant-behind-efforts-is-critical-race-theorist\/\">reported<\/a>, given the emergence of critical race theory as a major political issue, institutions that wish to implement it may surreptitiously refer to it by other means, or camouflage it behind phrases like \u201cculturally responsive teaching\u201d \u2014 which uses the same CRT acronym \u2014 \u201cculturally competent,\u201d \u201csocial emotional learning,\u201d \u201canti-racist,\u201d and \u201cequity.\u201d<\/p>\n<p>On its CRSE framework web page, the New York Education Department <a href=\"http:\/\/www.nysed.gov\/crs\/framework\">claims<\/a> that \u201ca&nbsp;complex system of biases and <strong>structural inequities is at play, deeply rooted in our country\u2019s history, culture, and institutions<\/strong>.\u201d[Emphasis added].<\/p>\n<p>\u201cThis system of inequity,\u201d it continues, \u201cwhich routinely confers advantage and disadvantage based on linguistic background, gender, skin color, and other characteristics \u2014 must be clearly understood<strong>, directly challenged, and fundamentally transformed<\/strong>.\u201d [Emphasis added].<\/p>\n<p>Education stakeholders in New York can \u201c<a href=\"http:\/\/www.nysed.gov\/common\/nysed\/files\/programs\/crs\/culturally-responsive-sustaining-education-framework.pdf\">contribute<\/a>\u201d to CRSE by \u201cBelieving that critical and continuous self-reflection is required to dismantle systems of biases and inequities rooted in our country\u2019s history, culture, and institutions.\u201d<\/p>\n<p>In doing so, stakeholders can:<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<blockquote readability=\"15\">\n<p>Employ a critical lens (racial, gender, sexual identity, linguistic, religious, ability, socioeconomic, or other salient cultural identities) when developing resources&nbsp;and intervention frameworks to <strong>de-center dominant ideologies and pedagogies that ignore or marginalize diverse students<\/strong>. [Emphasis added].<\/p>\n<\/blockquote>\n<p>Furthermore, stakeholders must \u201cassess and reflect on one\u2019s <strong>racial literacy<\/strong> skills \u2026 and seek opportunities to practice and develop racial literacy with peers and students.\u201d [Emphasis added].<\/p>\n<p>New York will also \u201cProvide opportunities for teachers and leaders to receive trainings on topics related to diversity, equity, and inclusion, such as: critical self-reflection, disproportionality, anti-bias, developing racial literacy, combating racism and microaggressions, etc.\u201d<\/p>\n<p>Part of New York\u2019s plan is to \u201cadvance high-quality SEL [social emotional learning] in schools everywhere.\u201d The state plan references several goals for its SEL push: to \u201cleverage SEL to work together toward a more just world\u201d and cultivate \u201c<strong>justice-oriented citizenship<\/strong>, with issues of culture, identity, agency, [and] belonging.\u201d [Emphasis added].<\/p>\n<p>\u201cTransformative SEL elaborates on the core competencies from an educational equity lens,\u201d according to the plan.<\/p>\n<p>In what appears to be a mission statement, New York\u2019s SEL plan is a response to the \u201ccompounded difficulties of a global pandemic, an economic recession, and civic unrest in response to structural racism.\u201d<\/p>\n<p>The challenge, according to the government, is really an opportunity to redefine public education. \u201cTo meet these challenges,\u201d the mission statement says, \u201cindividuals must start with the inner work of healing their own hearts and minds, finding the capacity within themselves to support healing for students, families, peers, and communities.\u201d<\/p>\n<p>Reacting to the approval of the plan, neither Senate Majority Leader Chuck Schumer (D-NY), nor Sen. Kirsten Gillibrand (D-NY) mentioned the emphasis on race. Despite the fact that both were instrumental in securing the ESSER funding for their state, they only referenced issues regarding being able to open school safely after the pandemic.<\/p>\n<p><em>Breccan F.
