A mere seven per cent said the system has improved, newspaper <em>Le Figaro<\/em> <a href=\"https:\/\/www.lefigaro.fr\/politique\/une-majorite-de-francais-juge-que-la-democratie-ne-fonctionne-pas-bien-en-france-selon-un-sondage-20211208\">reports<\/a>.<\/p>\n<p>Around one in two French, or 49 per cent, say that they would welcome the use of local or national referendums. Eighty-four per cent said that French citizens, in general, should have a greater role in political decision making \u2014 a view shared across the political spectrum.<\/p>\n<p>A citizen-initiated referendum policy was proposed during the <em>Gilets Jaunes<\/em> (Yellow Vest) protests and in 2019. A poll from the time showed that as many as <a href=\"https:\/\/www.breitbart.com\/europe\/2019\/01\/03\/80-percent-of-french-back-yellow-vest-citizen-referendum-initiative-proposal\/\">80 per cent of French<\/a> supported the idea, which would allow citizens to vote directly on new laws and largely bypass the French parliament, <a href=\"https:\/\/www.youtube.com\/watch?v=y5W45Va0cPE\">as in Switzerland<\/a>.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Just over a third of the respondents to the Ifop poll said that they would like to see an improvement in participatory approaches to parliament, while around the same number said that members of the parliament should be elected solely by proportional representation, rather than the current two-round runoff system.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\" readability=\"5.6363636363636\">\n<p lang=\"en\" dir=\"ltr\">Economist Study Ranks France as &#8216;Failing Democracy&#8217; <a href=\"https:\/\/t.co\/xLKsyDmfHt\">https:\/\/t.co\/xLKsyDmfHt<\/a><\/p>\n<p>\u2014 Breitbart London (@BreitbartLondon) <a href=\"https:\/\/twitter.com\/BreitbartLondon\/status\/1358430063872536576?ref_src=twsrc%5Etfw\">February 7, 2021<\/a><\/p>\n<\/blockquote>\n<p>The poll comes after a <a href=\"https:\/\/www.breitbart.com\/europe\/2021\/02\/07\/economist-study-ranks-france-failing-democracy-pandemic-restrictions\/\">report<\/a> from the <em>Economist<\/em> magazine ranked France as a \u201cfailing democracy\u201d due to the restrictions President Macron put in place during the Wuhan virus pandemic.<\/p>\n<p>\u201cThe coronavirus pandemic has caused a huge decline in democratic freedoms, leading the average index score to an all-time low,\u201d the magazine said in February.<\/p>\n<p>During the presidency of Emmanuel Macron, more and more have warned of the possible breakdown of civil society as a whole, and the possibility of civil conflict.<\/p>\n<p>In December of last year, French General Pierre de Villiers, the former chief of staff of the French armed forces, <a href=\"https:\/\/www.breitbart.com\/europe\/2020\/12\/09\/french-former-top-general-says-he-fears-civil-war-due-to-crisis-of-authority\/\">stated<\/a> that growing issues with urban violence and Islamist radicalism could spark eventual open conflict.<\/p>\n<p>\u201cIt can change slowly, or very quickly if there is a spark like in 1789 or 1914. France is an old democracy, a mature country, but it has historically struggled to reform.
