John Katko (R-NY) \u2014 to offer a coherent agenda that offers clear pocketbook benefits to GOP and swing voters. Katko is the&nbsp;chairman of the&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/07\/01\/kevin-mccarthy-picks-amnesty-advocate-for-2022-immigration-messaging\/\" target=\"_blank\" rel=\"noopener\">American Security Task Force<\/a>&nbsp;which was created to craft a winning immigration message for the 2022 election.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>\u201cThe issues that Americans are concerned about are pocketbook issues \u2014 whether they can pay their bills, whether they can pay their mortgage, whether they can find housing, whether their kids are in good schools and in safe schools,\u201d said Rosemary Jenks, the government relations director at NumbersUSA.<\/p>\n<p>\u201cAll of that relates to our immigration policy, and Republicans aren\u2019t talking about those issues,\u201d she said.<\/p>\n<p>That political failure comes amid a deliberate decision by Democrats to allow at least one million illegal and partly-legal southern migrants to rush into U.S. jobs, neighborhoods, and schools, in full view of the evening news shows.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The November 16-22 poll of 1,500 registered voters <a href=\"https:\/\/s.wsj.net\/public\/resources\/documents\/Baseline%20Nationwide%20Poll%20Nov%202021.pdf\">showed<\/a> that public concern over immigration outranks the economy or the rising inflation rate, despite the GOP\u2019s broad effort to showcase the rising prices in President Joe Biden\u2019s economy.<\/p>\n<p>Thirteen percent of voters rated migration as the top issue, ahead of the economy at 11 percent, and inflation at 10 percent.<\/p>\n<p>The poll asked, \u201cBetween the Democrats in Congress and the Republicans in Congress, who in your opinion is BEST ABLE to handle each of the following issues? If you think they are both equally able to handle an issue, or neither is, just say so.\u201d<\/p>\n<p>When they were asked who can \u201cfix the immigration system,\u201d 27 percent of the voters picked Democrats and 41 percent picked Republicans.<\/p>\n<p>But nine percent picked \u201cboth equally\u201d and 20 percent responded \u201cdon\u2019t know.\u201d<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>The 41 percent response showed that only a minority of voters trust the GOP in Congress.<\/p>\n<p>The poll also showed 29 percent of voters \u2014 including many critical swing voters \u2014 do not see a believable difference on immigration between the pro-amnesty Democrats in Congress and the donor-dependent GOP.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The GOP did better on the narrow issue of who best can \u201csecure the border.\u201d Only 16 percent of voters picked Democrats, and 52 percent \u2014 a bare majority \u2014&nbsp; picked Republicans.<\/p>\n<p>But that score still left 28 percent of voters not ready to favor the GOP. The 28 percent included 9 percent who picked \u201cboth equally\u201d and 19 percent who said \u201cneither.\u201d<\/p>\n<p>Katko is an establishment Republican who has supported amnesty for law-wage farmworkers and who needs the support of <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/11\/20\/gop-donors-economist-immigration-can-offset-foreign-trade-risks\/\" target=\"_blank\" rel=\"noopener\">business donors<\/a> and Democrats to keep his threatened upstate New York seat.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>His message for the 2022 election spotlights opposition to Biden\u2019s border chaos, migrant arrivals, and push for amnesty, and ignores pocketbook issues related to wages, jobs, rents and schools.&nbsp;For example, Breitbart <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/07\/31\/gop-2022-migration-pitch-more-border-funds-nothing-else\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> on Katko\u2019s proposed 2022 promise \u2014 the passage of the&nbsp;<a class=\"x5l\" href=\"https:\/\/republicans-homeland.house.gov\/wp-content\/uploads\/2021\/07\/Border-Security-for-America-Act-Fact-Sheet.pdf\" target=\"_blank\" rel=\"noopener external\">Border Security for America Act of 2021<\/a>:<\/p>\n<blockquote readability=\"22.666226912929\">\n<p>\u201cFrom finishing the border wall system to modernizing technology and bolstering border staffing, this legislation tackles key shortcomings and weaknesses,\u201d Katko said in&nbsp;<a class=\"x5l\" href=\"https:\/\/katko.house.gov\/media-center\/press-releases\/katko-homeland-republicans-introduce-gop-solution-securing-our-borders\" target=\"_blank\" rel=\"noopener external\">a statement<\/a>.<\/p>\n<p>\u201cThat\u2019s all there is to it?\u201d responded Mark Krikorian, director of the Center for Immigration Studies, who noted the bill does not include any language to close up legal loopholes in the border, such as catch-and-release rules:<\/p>\n<p>\u201cIt is pretty weak. I\u2019m not against it, but it will not address the border crisis. The border crisis is primarily driven by loopholes in the law that everybody is aware of, not by a lack of equipment or personnel. I don\u2019t dispute there almost certainly are personnel and equipment needs, but that\u2019s not the main problem here.\u201d<\/p>\n<\/blockquote>\n<p>Katko\u2019s recent tweets highlight his appearances on Fox News. When voters are presented with a statement on both sides of the issue, a statement from supporters of the proposal referencing labor shortages beats a statement from opponents of the proposal referencing taxpayer-funded benefits by a 58% to 38% margin.<\/p>\n<\/blockquote>\n<p>A December 6, Democratic <a href=\"https:\/\/www.dataforprogress.org\/blog\/2021\/12\/8\/voters-want-legislation-that-creates-jobs-and-addresses-high-costs\" target=\"_blank\" rel=\"noopener\">poll<\/a>&nbsp;argues that voters are more concerned about jobs and wages than the GOP\u2019s focus on inflation. The poll carefully ignores the hot-button issue of immigration as it claims, \u201cWhen voters are asked which is more important to them, 54 percent of voters say job and wage growth is more important to them, while only 39 percent of voters say slowing rising prices is more important.\u201d<\/p>\n<p>Unsurprisingly, a&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/03\/30\/harvard-harris-poll-5-in-6-americans-want-to-end-immigration-from-mexico\/\" target=\"_blank\" rel=\"noopener\">wide<\/a>&nbsp;<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/01\/14\/poll-americans-want-companies-hire-americans-before-migrants\/\" target=\"_blank\" rel=\"noopener\">variety<\/a>&nbsp;of&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/04\/13\/ipsos-poll-nearly-8-in-10-americans-want-immigration-moratorium-for-u-s\/\" target=\"_blank\" rel=\"noopener\">pollsters<\/a>&nbsp;have&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/08\/05\/poll-swing-voters-hugely-oppose-2020-democrats-promising-more-immigration\/\" target=\"_blank\" rel=\"noopener\">shown<\/a>&nbsp;<a href=\"https:\/\/www.breitbart.com\/immigration\/2020\/04\/24\/poll-trumps-opponents-applaud-his-jobs-for-americans-immigration-policy\/\" target=\"_blank\" rel=\"noopener\">deep<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2017\/01\/31\/poll-shows-public-support-trump-migration-poicy\/\" target=\"_blank\" rel=\"noopener\">broad<\/a>&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/05\/28\/business-poll-backfires-shows-public-wants-less-migration\/\" target=\"_blank\" rel=\"noopener\">opposition<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/11\/16\/exit-polls-3-in-4-voters-want-less-immigration-during-and-after-pandemic\/\" target=\"_blank\" rel=\"noopener\">labor migration<\/a>&nbsp;and the inflow of <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/08\/06\/ipsos-poll-public-opposes-migrant-workers-by-21\/\" target=\"_blank\" rel=\"noopener\">temporary<\/a>&nbsp;contract workers&nbsp;into jobs sought by young U.S. graduates. But it hasn\u2019t mustered any signature plan for remaking the immigration system. This is in part because the GOP remains internally divided on legal immigration. With a labor shortage plaguing many industries \u2014 <a href=\"https:\/\/apnews.com\/article\/immigration-health-coronavirus-pandemic-business-50121aa858e9f7cb2c708d94602ef366\">agriculture has been especially hard hit <\/a>\u2014 many GOP-aligned business interests are more hostile to cutting legal inflows than they were when Senate Republicans <a href=\"https:\/\/www.vox.com\/policy-and-politics\/2018\/2\/15\/17017682\/senate-immigration-daca-bill-vote-failed\">voted down Trump\u2019s plan for doing so<\/a>. Thus the GOP\u2019s actual substantive ambitions on Trump\u2019s signature issue appear to be quite modest: The party wants to hire more Border agents, build more walls, and make life a little harder for asylum seekers while leaving the bulk of the status quo immigration system in place.<\/p>\n<\/blockquote>\n<p>Katko\u2019s refusal to emphasize pocketbook immigration reforms is fueling a push to replace him as chairman of the critical homeland security committee. The <em>Hill&nbsp;<\/em><a href=\"https:\/\/thehill.com\/homenews\/house\/581749-trump-allies-target-katko-over-infrastructure-vote\" target=\"_blank\" rel=\"noopener\">reported<\/a> November 16:<\/p>\n<blockquote readability=\"17.329192546584\">\n<p dir=\"ltr\">In a closed-door meeting in the Capitol, Rep.&nbsp;<a class=\"rollover-people-link\" href=\"https:\/\/thehill.com\/person\/dan-bishop\">Dan Bishop<\/a>&nbsp;(R-N.C.) launched an effort to oust Katko as the top Republican on the House Homeland Security Committee, sources in the room said. Bishop,&nbsp;a member of the Trump-aligned House Freedom Caucus, serves under Katko on the Homeland panel.<\/p>\n<p dir=\"ltr\">House Minority Leader&nbsp;<span class=\"rollover-people\"><a class=\"rollover-people-link\" href=\"https:\/\/thehill.com\/people\/kevin-mccarthy\">Kevin McCarthy<\/a><\/span>&nbsp;(D-Calif), who has urged rank-and-file members to stay unified and keep their focus on taking back the majority next year, referred Bishop\u2019s motion to the influential Republican Steering Committee. That committee can either vote and recommend that the full GOP conference remove Katko or simply not act on it.<\/p>\n<\/blockquote>\n<p>But Katko has been backed by <a href=\"https:\/\/auburnpub.com\/news\/local\/govt-and-politics\/john-katko-gets-financial-help-from-other-gop-reps-who-voted-to-impeach-trump\/article_a2b2a11c-779b-5185-85fa-b33ee0837061.html\" target=\"_blank\" rel=\"noopener\">other establishment Republicans<\/a>&nbsp;including Rep. Adam Kinzinger (R-IL).<\/p>\n<p>Amid silence from Katko, other GOP legislators have drafted reforms that deliver pocketbook gains to ordinary Americans. For example, Rep. Jim Banks (R-IN) and 10 other GOP members <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/12\/09\/rep-banks-introduces-gop-bill-to-curb-fortune-500s-use-of-visa-workers\/\" target=\"_blank\" rel=\"noopener\">introduced<\/a> legislation on December 9 that will drastically shrink the Fortune 500\u2019s use of foreign visa workers for white-collar jobs sought by well-trained U.S. graduates.<\/p>\n<p>The bill is backed by Reps.&nbsp;Mary E. Miller (R-IL), Madison Cawthorn (R-NC),&nbsp;Eric Crawford (R-AR), Steven M. Palazzo (R-MS), Kevin Hern (R-OK), Austin Scott (R-GA),&nbsp;Michael Burgess (R-TX), Joe Wilson (R-SC),&nbsp;Dan Meuser (R-PA), Beth Van Duyne (R-TX),&nbsp;Doug LaMalfa (R-CA).<\/p>\n<p>Banks\u2019 pocketbook proposal is tailored for suburban college grads, but other pocketbook promises will also help bring in more Latino voters. Veteran Democrat strategist Ruy Teixeira <a href=\"https:\/\/theliberalpatriot.substack.com\/p\/the-democrats-hispanic-voter-problem-dfc\" target=\"_blank\" rel=\"noopener\">wrote<\/a> December 9:<\/p>\n<blockquote readability=\"10.681034482759\">\n<p>In the [2020] post-election wave of the&nbsp;<a href=\"https:\/\/www.voterstudygroup.org\/\" rel>Democracy Fund Voter Study Group (VSG) panel survey<\/a>, well over 70 percent of Hispanic voters rated jobs, the economy, health care and the coronavirus as issues that were \u201cvery important\u201d to them. No other issues even came close to this level.
