The legislation will head to President Joe Biden\u2019s desk.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>The legislation creates a temporary tweak to the Senate\u2019s rules, allowing the Senate to pass a bill to raise the debt ceiling by bypassing the legislative filibuster. This would prevent Republicans from trying to block an increase in the debt ceiling as a means to stymie Biden\u2019s legislative agenda.<\/p>\n<p>Senate Majority Leader Chuck Schumer (D-NY) <a href=\"https:\/\/www.washingtonpost.com\/us-policy\/2021\/12\/09\/senate-debt-ceiling-vote\/\">praised<\/a> Senate Minority Leader Mitch McConnell (R-KY) before the vote:<\/p>\n<blockquote readability=\"10\">\n<p>The nation\u2019s debt has been incurred on a bipartisan basis, so I\u2019m pleased that this responsible action will be taken today to facilitate a process that avoids a default. This is the responsible path forward: no brinkmanship, no default on the debt, no risk of another recession.<\/p>\n<\/blockquote>\n<div class readability=\"11\">\n<p>The bipartisan deal left some Republicans upset, as they contend the deal helped Democrats further their agenda. \u201cThey have been spending money on a partisan basis without input from Republicans,\u201d Sen. Mike Rounds (R-SD) said.<\/p>\n<\/div>\n<p>Former President Donald Trump attacked Repblicans for working with Democrats on this bipartisan deal, saying, \u201cThe Dems would have folded completely if Mitch properly played his hand.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The government may face a default on its debt if Congress fails to pass a bill to raise the debt ceiling by December 15.<\/p>\n<p>Schumer <a href=\"https:\/\/www.rollcall.com\/2021\/12\/09\/expedited-debt-limit-process-medicare-cuts-delay-bill-advances\/?utm_source=&amp;utm_medium=email&amp;utm_campaign=newsletters&amp;utm_content=12\/09\/2021\">said<\/a>&nbsp;earlier on Thursday that the bill would&nbsp;\u201cprovide a simple majority vote to fix the debt ceiling without having to resort to a convoluted, lengthy, and ultimately risky process.\u201d<\/p>\n<p>McConnell struck the accord with Schumer this month after trying to force Schumer and congressional Democrats to raise the debt ceiling through reconciliation.<\/p>\n<p>Republicans earlier this fall <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/09\/mitch-mcconnell-gives-joe-biden-debt-limit-threat-after-chuck-schumers-childish-behavior-republicans-will-not-help-you-in-future-deal\/\">agreed<\/a> in early October to help Democrats temporarily raise the debt ceiling by $480 billion; however, after the vote, Schumer lambasted Republicans. After Schumer\u2019s Senate floor screed, McConnell promised that they would not help Democrats raise the debt ceiling.<\/p>\n<p>McConnell even sent a letter to President Joe Biden saying he would&nbsp;\u201cnot be a party to any future effort to mitigate the consequences of Democratic mismanagement.\u201d<\/p>\n<p>In an op-ed for the&nbsp;<em>Washington Examiner<\/em>, Sen. Rand Paul (R-KY), who voted against invoking cloture, <a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/op-eds\/republicans-musnt-enable-bidens-overspending-by-waiving-paygo\">said<\/a> that Republicans should not enable Biden\u2019s spending spree, which includes the $1.7 trillion Build Back Better Act. He also opposed the debt ceiling\u2019s provision that would eliminate pay-as-you-go (PAYGO) offsets:<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<blockquote readability=\"14\">\n<p>For months, Republicans gave President Joe Biden\u2019s social spending bill the accurate label: \u201cthe Democrats\u2019 reckless tax and spending spree.\u201d Republicans, in unison, opposed the $2 trillion spending spree Democrats passed this spring. But now, Republican leadership is pushing a bill to forgive all that spending.&nbsp;According to the law that governs Congress\u2019s budget process, this spending has to be offset by equal cuts from somewhere else. The law is called PAYGO. But Republican leadership and Democrats are going to waive PAYGO, allowing Biden\u2019s spending spree to become debt instead of being offset by spending cuts.\u201d<\/p>\n<\/blockquote>\n<p>Rachel Bovard, the senior director of policy for the Conservative Partnership Institute (CPI), wrote for the&nbsp;<em>Examiner<\/em> that the proposal carries drastic implications, as it circumvents the \u201cfilibuster and allows Democrats to raise the debt ceiling with just 51 votes.\u201d<\/p>\n<p>Bovard <a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/op-eds\/which-10-republicans-will-help-democrats-raise-the-debt-limit\">explained<\/a>:<\/p>\n<blockquote readability=\"15.704201680672\">\n<p>In the twisted world of Washington, D.C., politics, this allows McConnell and the Senate GOP to claim they are technically keeping their pledge not to raise the debt ceiling after they vote for a bill creating the opportunity for Democrats to do it for them. What\u2019s more, the legislation allows the Democrats to raise the debt ceiling to whatever amount they choose. Literally, the bill provides a <u><a class=\"Link\" href=\"https:\/\/twitter.com\/club4growth\/status\/1468313720132616194?s=20\">blank space <\/a><\/u>for the number to be filled in. Presumably, they could insert the symbol for infinity, and Republicans would still happily tee up for the vote for them. Yes, I told you it was craven.<\/p>\n<\/blockquote>\n<p>She also noted that the legislation grants Democrats the premise that the 60-vote filibuster threshold can be busted for certain \u201cworthy\u201d pieces of legislation.<\/p>\n<p>Bovard said McConnell gave \u201cDemocrats a politically preferential precedent to demand similar filibuster carveouts in the future \u2014 for climate change, gun control, amnesty, take your pick.\u201d<\/p>\n<p><i>Sean Moran is a congressional reporter for Breitbart News.
