The bill is a companion to one that was <a href=\"https:\/\/www.energy.senate.gov\/2021\/12\/enr-republicans-introduce-strategic-petroleum-reserve-legislation\">introduced<\/a> by Senate Energy and Natural Resources Committee Republicans on Dec. 1.<\/p>\n<p>\u201cThe Strategic Petroleum Reserve was created by Congress to respond to oil supply disruptions that may arise after a natural disaster or war,\u201d Energy and Commerce Committee Ranking Member Cathy McMorris Rodgers, one of the bill\u2019s sponsors, said in a statement. \u201cThe SPR is not supposed to be tapped as a bailout for the President\u2019s anti-fossil fuel agenda, which has led to the highest gas prices in seven years.\u201d<\/p>\n<p>\u201cReleasing oil from the Strategic Petroleum Reserve is not a long-term solution to help hard-working families devastated by these failed policies,\u201d Rodgers said. <strong><a href=\"https:\/\/dailycaller.com\/2021\/12\/03\/washington-post-gasoline-prices-energy\/\">(RELATED: Washington Post Contributor Says Gas Prices \u2018Actually Aren\u2019t That High\u2019)<\/a><\/strong><\/p>\n<p>On Nov. 23, Biden ordered the Energy Department to release 50 million barrels of crude oil from the SPR in an effort to halt <a href=\"https:\/\/dailycaller.com\/2021\/11\/24\/thanksgiving-gasoline-prices-crude-oil-high-level-2012\/\">surging gasoline prices<\/a> ahead of Thanksgiving. Oil prices, a key factor in determining gas prices, <a href=\"https:\/\/dailycaller.com\/2021\/11\/23\/crude-oil-prices-joe-biden-strategic-petroleum-reserve\/\">quickly rose<\/a> after the announcement, however.<\/p>\n<div id=\"attachment_7334655\" class=\"wp-caption alignnone\" readability=\"34\">\n<p id=\"caption-attachment-7334655\" class=\"wp-caption-text\">Republican Rep. (Anna Moneymaker\/Getty Images)<\/p>\n<\/div>\n<p>Industry experts <a href=\"https:\/\/dailycaller.com\/2021\/11\/23\/joe-biden-strategic-petroleum-reserve-critics-gas-prices\/\">slammed<\/a> the action, suggesting it was politically motivated and wouldn\u2019t solve the U.S. supply chain crunch. Dan Kish, a senior fellow at the Institute for Energy Research, said it was a \u201ccynical move\u201d in light of the Biden administration\u2019s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/01\/20\/executive-order-protecting-public-health-and-environment-and-restoring-science-to-tackle-climate-crisis\/\">policies<\/a> <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/01\/27\/executive-order-on-tackling-the-climate-crisis-at-home-and-abroad\/\">restricting<\/a> <a href=\"https:\/\/dailycaller.com\/2021\/11\/02\/joe-biden-environmental-protection-agency-methane-emissions-oil-gas-industry\/\">fossil fuel production<\/a> in the U.S.<\/p>\n<p>\u201cThis very temporary measure is not going to solve the supply issue at the pump nor is it a solution to gas prices that have doubled in the last year,\u201d Michigan Rep. Fred Upton, the top Republican on a House energy subcommittee and another sponsor of the bill introduced Thursday, told the Daily Caller News Foundation after the SPR release was announced.<\/p>\n<p>The average price of gasoline in the U.S. hit $3.34 per gallon on Thursday, 54% higher than one year ago, <a href=\"https:\/\/gasprices.aaa.com\">according<\/a> to AAA data. Pump prices have <a href=\"https:\/\/www.eia.gov\/petroleum\/gasdiesel\/\">fallen<\/a> in recent weeks <a href=\"https:\/\/www.sandiegouniontribune.com\/business\/story\/2021-12-06\/concerns-about-omicron-variant-leads-to-slight-drop-in-gas-prices-but-for-how-long\">due to concerns<\/a> of the spreading Omicron variant of COVID-19, but prices remain near seven-year highs.<\/p>\n<p>Republican Whip Steve Scalise of Louisiana, the third sponsor of the bill introduced Thursday, previously stated that the SPR cannot be used as a \u201cpiggy bank just to bail you out when your failed policies create higher gas prices\u201d in <a href=\"https:\/\/dailycaller.com\/2021\/10\/27\/energy-prices-gasoline-republicans-kevin-mccarthy-democrats-oil-gas-joe-biden\/\">response to a question<\/a> from the DCNF at an October event.<\/p>\n<p>Meanwhile, the White House is considering another measure, a potential ban on crude oil exports, which economists and experts <a href=\"https:\/\/www.csis.org\/analysis\/biden-has-few-options-lower-gasoline-prices\">said<\/a> <a href=\"https:\/\/news.ihsmarkit.com\/prviewer\/release_only\/slug\/bizwire-2021-11-16-ihs-markit-banning-exports-of-us-crude-oil-would-likely-raise-gasoline-prices-not-lower-them\">would lead<\/a> to higher inflation and gas prices.
