The current version <a href=\"https:\/\/www.cnn.com\/2021\/12\/07\/politics\/house-votes-ndaa-national-defense-authorization-act\/index.html\">authorizes<\/a> $768 billion in new spending and passed the House 363-70. It does not include a controversial <a href=\"https:\/\/dailycaller.com\/2021\/12\/07\/female-draft-presidential-war-power-repeals-scrapped-defense-bill\/\">amendment<\/a> that would have <a href=\"https:\/\/dailycaller.com\/2021\/09\/02\/house-armed-services-committee-chrissy-houlahan-women-draft\/\">required<\/a> women to register for a military draft, and it also does not include an amendment <a href=\"https:\/\/www.politico.com\/news\/2021\/12\/06\/senate-gop-debt-limit-defense-bill-523831\">floated<\/a> by Democratic Party leaders that would have raised the debt ceiling.<\/p>\n<p>Senate Majority Leader Chuck Schumer <a href=\"https:\/\/www.reuters.com\/world\/us\/us-congress-nears-compromise-agreement-massive-annual-defense-bill-2021-12-06\/\">expects<\/a> to pass the final bill by Friday, Dec. 10. Here\u2019s what\u2019s in the <a href=\"https:\/\/www.congress.gov\/117\/bills\/hr4350\/BILLS-117hr4350pcs.pdf\">NDAA<\/a>.<\/p>\n<p><strong>Pay Raise For Troops<\/strong><\/p>\n<p>The NDAA raises the salaries of all military members by 2.7%. Junior enlisted troops will receive raises of roughly $790, while senior enlisted troops and junior officers will receive $1,400, <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2021\/10\/21\/bigger-military-pay-raise-on-lawmakers-agenda-next-year\/\">according<\/a> to the Military Times. Senior officers will receive $2,600 raises.<\/p>\n<p>2022 will be the fourth <a href=\"https:\/\/www.federalpay.org\/military\/raises\">year<\/a> in a row where service members receive a raise of at least 2.6%.<\/p>\n<p><strong>Afghanistan Review<\/strong><\/p>\n<p>The NDAA creates a commission that will review the 20-year war in Afghanistan. The 12-person commission, whose members will be appointed by the House and Senate Armed Services committees, will \u201c<span dir=\"ltr\" role=\"presentation\">make rec<\/span><span dir=\"ltr\" role=\"presentation\">ommendations to inform future operations with tac<\/span><span dir=\"ltr\" role=\"presentation\">tical and strategic lessons learned, including the im<\/span><span dir=\"ltr\" role=\"presentation\">pact of troop increases and decreases and date-cer<\/span><span dir=\"ltr\" role=\"presentation\">tain deadlines<\/span><span dir=\"ltr\" role=\"presentation\">.\u201d Its report will be submitted to the president, secretary of defense and Congress by the end of August, 2022.<\/span><\/p>\n<p>Previous investigations into the U.S. war effort in Afghanistan revealed official <a href=\"https:\/\/dailycaller.com\/2020\/10\/21\/19-billion-afghanistan-lost-waste-fraud-new-report\/\">corruption<\/a>, sexual <a href=\"https:\/\/dailycaller.com\/2017\/09\/21\/widows-of-afghan-soldiers-forced-to-perform-sexual-favors-to-receive-pension-benefits\/\">misconduct<\/a>&nbsp;and failed infrastructure <a href=\"https:\/\/dailycaller.com\/2018\/04\/05\/army-spends-millions-afghanistan-power-project\/\">projects<\/a>.<\/p>\n<p><strong>Sexual Assault Adjudication Overhaul<\/strong><\/p>\n<p>The NDAA completely overhauls the U.S. military\u2019s sexual assault adjudication procedures. It creates new special victims prosecutors and limits the role of commanding officers in prosecuting and adjudicating alleged sexual offenses.<\/p>\n<p>Although the sexual assault overhaul has had bipartisan support, some senators have expressed concern that it does not go far enough.<\/p>\n<p>\u201cThis bill does not reform the military justice system in a way that will truly help survivors get justice,\u201d Democratic New York Sen. Kirsten Gillibrand <a href=\"https:\/\/www.stripes.com\/theaters\/us\/2021-12-08\/military-justice-reforms-senate-ndaa-gillibrand-ernst-3900129.html\">said<\/a>, noting that unit commanders would still be involved in investigations and prosecutions.<\/p>\n<div id=\"attachment_7333998\" class=\"wp-caption alignnone\" readability=\"41\">\n<p id=\"caption-attachment-7333998\" class=\"wp-caption-text\">WASHINGTON, DC \u2013 APRIL 29: U.S. Sen.
