McConnell would need the backing of 10 Senate Republicans to pass the deal.<\/p>\n<p>House Rules Chairman Jim McGovern (D-MD) said the rule would help avoid a government default. The government would likely default on December 15 if Congress fails to pass a bill to raise or suspend the debt ceiling.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p class=\" story-text__paragraph\">\u201cWe\u2019re sending them over a process that will allow them to move forward. Once they act, it\u2019ll come over here, and we\u2019ll have to act,\u201d McGovern (pictured) said.<\/p>\n<p class=\" story-text__paragraph\">\u201cThere are bumps in the road, but I feel good,\u201d he added.<\/p>\n<p class=\" story-text__paragraph\">Senate Majority Whip John Thune (R-SD) claimed Democrats would be on the hook for increasing the debt limit.<\/p>\n<p class=\" story-text__paragraph\">Thune said:<\/p>\n<blockquote readability=\"9\">\n<p class=\" story-text__paragraph\">It\u2019s a staggering number, and a number which they\u2019ve been trying to avoid. The Democrats are going to be on the hook for all the spending that they\u2019ve advocated. And now they\u2019re going to have to pay for it by raising the debt limit to accommodate all that spending. And that\u2019s the point we\u2019ve been making all along.<\/p>\n<\/blockquote>\n<p>A Sen. Steve Daines (R-MT) said in a statement, \u201cSenator Daines is adamantly opposed to raising the debt ceiling and any and all avenues to do so.\u201d<\/p>\n<p>\u201cI don\u2019t think Republicans should be facilitating adding trillions in debt,\u201d Sen.
