However, that abruptly changed Tuesday after Senate leadership struck a deal allowing Democrats to lift the debt ceiling with just 51 votes, potentially averting a default that Treasury Secretary Janet Yellen said could arrive as soon as Dec. 15.<\/p>\n<p>\u201cWe were worried about a process that will be convoluted, lengthy and risky,\u201d Senate Majority Leader Chuck Schumer said during his <a href=\"https:\/\/www.c-span.org\/video\/?516564-101\/senator-schumer-senate-track-raise-debt-limit\" target=\"_blank\" rel=\"noopener noreferrer\">weekly presser<\/a> Tuesday. \u201cAnd we don\u2019t believe we should be doing anything that risks putting our full faith and credit in jeopardy. It looks like the Republicans will help us.\u201d<\/p>\n<p>Under the agreement, Congress would pass a law allowing a debt ceiling increase to pass the Senate with a simple majority this one time, avoiding a filibuster and Republicans who have long insisted that they would not support an increase. The deal was attached to a bill to prevent cuts to Medicare from taking effect, which was what passed the House Tuesday night on a 221-212 vote and is set to be taken up by the Senate Thursday.<\/p>\n<p>The House overwhelmingly passed the modified NDAA 363-70 moments before. Unlike an earlier version that passed the House and had wide-ranging support in the Senate, the new bill <a href=\"https:\/\/dailycaller.com\/2021\/12\/07\/female-draft-presidential-war-power-repeals-scrapped-defense-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">omitted provisions<\/a> that would have added women to the draft and <a href=\"https:\/\/dailycaller.com\/2021\/07\/20\/mike-lee-bernie-sanders-chris-murphy-congress-war-powers\/\" target=\"_blank\" rel=\"noopener noreferrer\">repealed Authorized Uses of Military Force<\/a> pertaining to the Iraq and Gulf Wars. <strong><a href=\"https:\/\/dailycaller.com\/2021\/11\/30\/bipartisan-group-fights-keep-military-justice-reform-in-defense-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Bipartisan Group Fights To Keep Military Justice Reform In Defense Bill)<\/a><\/strong><\/p>\n<div id=\"attachment_7333366\" class=\"wp-caption alignnone\" readability=\"33\">\n<p id=\"caption-attachment-7333366\" class=\"wp-caption-text\">Senate Minority Leader Mitch McConnell and Republican leadership during their press conference Tuesday. (Anna Moneymaker\/Getty Images)<\/p>\n<\/div>\n<p>While the debt ceiling agreement would allow a hike without a 60-vote threshold in the Senate, the agreement itself is not exempt from the filibuster. And though it has the blessing of Senate Minority Leader Mitch McConnell it only needs 10 Republicans to back it, some in the caucus amounted it to little more than a ploy that benefited Democrats.<\/p>\n<p>\u201cA Frankenstein bill to circumvent cloture would neuter the Senate,\u201d Utah Republican Sen. Mike Lee <a href=\"https:\/\/twitter.com\/SenMikeLee\/status\/1467991734202294279\">said<\/a>, likening it to abolishing the filibuster altogether.<\/p>\n<p>Nonetheless, the agreement is a sharp departure from the intense standoff over the debt ceiling that consumed Congress early in the fall. The standoff ultimately fizzled when McConnell agreed to a short-term debt limit hike.<\/p>\n<p>Despite the frustration in his caucus, McConnell on Tuesday defended the agreement.<\/p>\n<p>\u201cI think this is in the best interest of the country by avoiding default,\u201d he said during his <a href=\"https:\/\/www.c-span.org\/video\/?516564-1\/senator-mcconnell-backs-deal-raise-debt-limit\" target=\"_blank\" rel=\"noopener noreferrer\">weekly presser<\/a>. \u201cI think it is also in the best interest of Republicans.\u201d<\/p>\n<p>Content created by The Daily Caller News Foundation is available without charge to any eligible news publisher that can provide a large audience.
