Senior administration officials told reporters that Biden \u201cwill make clear that there will be very real costs should <span class=\"il\">Russia<\/span> choose to proceed, but he will also make clear that there is an effective way forward with respect to diplomacy,\u201d indicating the American president is pushing for a more diplomatic solution to the issue.<\/p>\n<p>While the White House\u2019s readout of Biden\u2019s call with allies didn\u2019t directly mention sanctions, one senior administration official told reporters that European allies and the U.S. agreed on sanctions that would cause \u201csignificant and severe economic harm on the Russian economy.\u201d The official appeared to downplay the idea of getting involved militarily, telling reporters they are \u201cnot seeking to end up in\u201d such \u201ca circumstance.\u201d<\/p>\n<p>\u201cWe have had intensive discussions with our European partners about what we would do collectively in the event of a major Russian military escalation in Ukraine, and we believe that we have a path forward that would involve substantial economic countermeasures by both the Europeans and the United States,\u201d the official explained. <strong><a href=\"https:\/\/dailycaller.com\/2021\/12\/02\/us-threat-russia-ukraine-war-blinken-lavrov\/\">(RELATED:&nbsp;US Issues Threat To European Country Warning About War)<\/a><\/strong><\/p>\n<p>\u201cI don\u2019t want to use a public press call to talk about the particular sensitive challenges that President Biden will lay out for President Putin. (Photo by Chip Somodevilla\/Getty Images)<\/p>\n<\/div>\n<p>The official declined to say whether <a href=\"https:\/\/dailycaller.com\/2021\/06\/07\/biden-vaccine-aide-ukraine-russia-putin\/\">Biden<\/a> would lay out \u201cwhat circumstances the U.S. military could get involved\u201d during his phone call with Putin, saying they\u2019d \u201cprefer to keep those communications with the Russians private.\u201d<\/p>\n<p>Even with threat of sanctions and retaliation from the U.S., tensions have continued to build between Russia and <a href=\"https:\/\/dailycaller.com\/2021\/06\/18\/biden-white-house-halted-military-aid-putin-ukraine-zelensky\/\">Ukraine<\/a>. U.S. intelligence officials believe that Moscow is prepping for a \u201cmassive\u201d multi-front offensive against Ukraine as soon as the next few weeks, <a href=\"https:\/\/www.washingtonpost.com\/national-security\/russia-ukraine-invasion\/2021\/12\/03\/98a3760e-546b-11ec-8769-2f4ecdf7a2ad_story.html\">according<\/a> to The Washington Post.<\/p>\n<p>\u201cThe troop movements have involved the addition of battalion tactical groups around Ukraine in multiple, different geographies around those borders \u2013 to the south, the west, and to the northeast as well,\u201d a senior administration official told reporters. \u201cAnd we have also seen, as Secretary [Antony] Blinken said last week, a significant spike in social media activity pushing anti-Ukrainian propaganda, which is approaching levels that we last saw in the lead up to <span class=\"il\">Russia<\/span>\u2018s invasion of Ukraine in 2014. \u201d<\/p>\n<p>Biden, in addition to Tuesday\u2019s phone call with <a href=\"https:\/\/dailycaller.com\/2021\/06\/17\/farmer-how-joe-biden-navigates-challenges-in-eastern-europe-could-deeply-impact-us-russia-relations\/\">Putin<\/a>, has been in \u201cconstant contact\u201d with the Ukrainian government. He said Friday that the administration is putting together \u201cthe most comprehensive and meaningful set of initiatives\u201d aimed at making it \u201cvery, very difficult\u201d for Putin to move ahead with an invasion.
