But the annual defense bill, which has passed Congress each year for the past six decades, <a href=\"https:\/\/dailycaller.com\/2021\/11\/29\/senate-republicans-block-annual-defense-bill-lack-debate-amendment-votes\/\" target=\"_blank\" rel=\"noopener noreferrer\">stalled in the Senate<\/a> after lawmakers failed to agree on a path allowing for dozens of amendment votes.<\/p>\n<p>The likely omission of a female draft, first <a href=\"https:\/\/www.politico.com\/news\/2021\/12\/06\/ndaa-women-draft-dropped-523829\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> by Politico, was celebrated by several conservative lawmakers who had fought against the provision.<\/p>\n<p>\u201cI certainly hope that is the case,\u201d Missouri Republican Sen. Josh Hawley <a href=\"https:\/\/www.hawley.senate.gov\/congress-poised-strike-provision-expanding-draft-women-following-hawley-demand\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> in response to the provision\u2019s potential exclusion from the annual defense bill, calling the draft expansion \u201cwrong and misguided.\u201d<\/p>\n<div id=\"attachment_7280692\" class=\"wp-caption alignnone\" readability=\"33\">\n<p id=\"caption-attachment-7280692\" class=\"wp-caption-text\">Senator Josh Hawley during a congressional hearing earlier this year. Jack Reed, the chair of the Senate Armed Services Committee, told reporters Monday that the 1991 and 2002 Authorized Use of Military Force (AUMF) repeals, which apply to the Gulf and Iraq Wars, respectively, would also likely be left out of the Act.<\/p>\n<p>\u201cUnfortunately, I think because last week we didn\u2019t get cooperation from all our colleagues, so the AUMF amendment couldn\u2019t be voted on,\u201d Reed <a href=\"https:\/\/www.politico.com\/minutes\/congress\/12-6-2021\/a-big-ndaa-loss\/\">said<\/a>.<\/p>\n<p>The <a href=\"https:\/\/dailycaller.com\/2021\/07\/20\/mike-lee-bernie-sanders-chris-murphy-congress-war-powers\/\" target=\"_blank\" rel=\"noopener noreferrer\">bipartisan repeals<\/a> would have clawed back some war powers. The House&nbsp;<a href=\"https:\/\/dailycaller.com\/2021\/06\/17\/house-repeal-2002-aumf-expanded-presidential-war-powers\/\" target=\"_blank\" rel=\"noopener noreferrer\">passed a repeal of the 2002 AUMF<\/a> with bipartisan support in July, a move that was endorsed by President Joe Biden.<\/p>\n<p>One provision that was expected to remain, however, was an overhaul to how the military handles serious crimes like murder and sexual assault, which also had bipartisan support. <strong><a href=\"https:\/\/dailycaller.com\/2021\/11\/30\/bipartisan-group-fights-keep-military-justice-reform-in-defense-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Bipartisan Group Fights To Keep Military Justice Reform In Defense Bill)<\/a><\/strong><\/p>\n<p>Congressional leadership also sought to tie the NDAA to a debt ceiling increase, but the move was opposed by House Minority Leader Kevin McCarthy and several Senate Republicans, at least 10 of whom would have to endorse the measure for it to have a chance at being adopted.<\/p>\n<p>\u201cFunding our troops through the NDAA should in no way, shape, or form be tied to the debt limit in process or substance,\u201d McCarthy <a href=\"https:\/\/twitter.com\/GOPLeader\/status\/1468007140937941002\">said<\/a> Monday.<\/p>\n<p>\u201cIf they come out and they simply say, \u2018we\u2019re going to attach a debt ceiling increase to the NDAA,\u2019 I think it\u2019s probably dead on arrival,\u201d South Dakota Republican Sen.
