Jonathan Carroll sponsored the new legislation, <a href=\"https:\/\/ilga.gov\/legislation\/102\/HB\/PDF\/10200HB4259.pdf\" target=\"_blank\" rel=\"noopener\">HB 4259<\/a>, that seeks to encourage Illinois residents to receive a vaccination.<\/p>\n<p>The bill proposes \u201ca person who is eligible to receive a COVID-19 vaccine and chooses not to be vaccinated shall pay for health care expenses out-of-pocket if the person becomes hospitalized because of COVID-19 symptoms.\u201d<\/p>\n<p>Carroll argued that more people should be vaccinated.<\/p>\n<p>\u201cThe vaccine is proven to be the one thing that is stopping the severity of COVID-19, and we are seeing more variants popping up,\u201d Carroll told <a href=\"https:\/\/www.wcia.com\/illinois-capitol-news\/unvaccinated-patients-would-pay-their-own-hospital-bills-under-new-proposal\/\" target=\"_blank\" rel=\"noopener\">WCIA-TV<\/a> on Monday.<\/p>\n<p>\u201cThe experts are telling us, \u2018This is now becoming a disease of the unvaccinated.\u2019 The people that are choosing to get vaccinated are not the ones that are clogging up the healthcare system, it\u2019s the ones that aren\u2019t,\u201d he added.<\/p>\n<p>In an interview with <a href=\"https:\/\/chicago.suntimes.com\/politics\/2021\/12\/6\/22820611\/coronavirus-health-care-expenses-unvaccinated-person-illinois\" target=\"_blank\" rel=\"noopener\">The Chicago-Sun Times<\/a>, Carroll added, \u201cI think it\u2019s time that we say \u2018You choose not to get vaccinated, then you\u2019re also going to assume the risk that if you do catch COVID, and you get sick, the responsibility is on you.\u2019\u201d<\/p>\n<p>The Centers for Medicaid and Medicare Services (CMS) <a href=\"https:\/\/www.cms.gov\/files\/document\/medicare-covid-19-data-snapshot-services-through-2021-03-20.pdf\" target=\"_blank\" rel=\"noopener\">found<\/a> the average COVID-19 hospitalization costs $24,033. Nationwide, Medicare has already paid $16.6 billion for COVID-19 hospitalizations.<\/p>\n<p>The proposed bill is one of many controversies in Illinois regarding vaccines.<\/p>\n<p>As The Daily Wire <a href=\"https:\/\/www.dailywire.com\/news\/lori-lightfoot-drops-lawsuit-against-police-union-says-more-cops-obeying-mandate\" target=\"_blank\" rel=\"noopener\">previously reported<\/a>, last week Chicago Democratic Mayor Lori Lightfoot claimed that she dropped a lawsuit against the city\u2019s Police Union because more officers had complied with her mandate, saying, \u201cThe past few weeks have shown what I have said from the beginning to be true: that our brave police officers are smarter than their FOP leadership, and care more about their city, their fellow Chicagoans, and upholding their sworn oath to protect and serve, than they do Catanzara\u2019s frivolous demands to stop working.\u201d<\/p>\n<p>She also warned she would go back to court if the union or its president \u201ctake any further action toward encouraging an illegal work stoppage or strike.\u201d<\/p>\n<p>\u201cSo far this year, the city has seen 739 murders, a 3 percent increase from last year\u2019s already elevated figure and a 60 percent jump from 2019. Shootings are up 9 percent and 66 percent from 2020 and 2019 respectively,\u201d&nbsp;<a href=\"https:\/\/www.dailymail.co.uk\/news\/article-10266269\/Chicago-DROPS-vaccine-mandate-lawsuit-against-police-union.html\">The Daily Mail<\/a>&nbsp;pointed out.<\/p>\n<p>The state has also come under criticism for its vaccine mandate and testing requirements for teachers. In September, Democratic Gov. J.B. Pritzker signed an <a href=\"https:\/\/www.illinois.gov\/government\/executive-orders\/executive-order.executive-order-number-22.2021.html\" target=\"_blank\" rel=\"noopener\">executive order<\/a> requiring Illinois teachers, staff, and school contractors be vaccinated against COVID-19 or undergo weekly testing to be inside schools.<\/p>\n<p>In August, Pritzker also signed an <a href=\"https:\/\/www.illinois.gov\/news\/press-release.23808.html\" target=\"_blank\" rel=\"noopener\">executive order<\/a> requiring all university students and personnel to be fully vaccinated or tested at least once per week.<\/p>\n<p>\u201cThe quick spread of this disease in Illinois and across the country is holding us all back from the post-pandemic life we so desperately want to embrace, and it\u2019s harming the most vulnerable among us,\u201d Pritzker said in a statement.<\/p>\n<p>\u201cWe are running out of time as our hospitals run out of beds.
