The signing was rescheduled due to a delay in a Senate confirmation vote for Homeland Security Secretary Alejandro Mayorkas.<\/p>\n<p>Biden plans to reverse the Trump administration&#8217;s &#8220;zero tolerance&#8221; policy, which was meant to stop human trafficking and deter more illegal immigration.
