A state scoring high in economic freedom but not in personal freedom \u2014 a hypothetical American Singapore \u2014 would not be a really free state in the way the liberal tradition understands it. Nor would a state high in personal freedom but low in economic freedom \u2014 an American Argentina \u2014 provide the liberal conditions necessary for human flourishing in the broadest sense.<\/p>\n<p>Even to economist Milton Friedman, a mere \u201ceconomic freedom index\u201d would not be a real freedom index. In his 1962 book Capitalism and Freedom, Friedman explores the connection between economic and political freedoms, finding that political freedom in the absence of economic freedom is unlikely to last. He writes, \u201cIt is a mark of the political freedom of a capitalist society that men can openly advocate and work for socialism,\u201d while a socialist society does not permit the reverse.<\/p>\n<p>In overall freedom, the top five states are:<\/p>\n<p> New Hampshire Florida Nevada Tennessee South Dakota<\/p>\n<p>Meanwhile, the bottom states are:<\/p>\n<p> Oregon New Jersey California Hawaii New York<\/p>\n<p>Because of the Cato Institute\u2019s libertarian leanings, a small portion of the index considers policies surrounding gambling, LGBTQ ideology, marijuana, and tobacco. After filtering out these categories and focusing specifically on economic freedom, however, the top five states are Florida, Tennessee, New Hampshire, South Dakota, and Idaho; the bottom states are once again New York, Hawaii, California, Oregon, and New Jersey.<\/p>\n<p>Evaluating the states in terms of regulatory freedom shows similar results. The top five states are Kansas, Nebraska, Iowa, Idaho, and Wyoming; the bottom five are California, New Jersey, New York, Maryland, and Oregon.<\/p>\n<p>Earlier in 2021, the Back-to-Normal Index \u2014 a project of Moody\u2019s Analytics and CNN Business \u2014 began to <a href=\"https:\/\/www.dailywire.com\/news\/report-some-red-states-economies-already-stronger-than-they-were-before-covid\">reveal<\/a> that the states that avoided or quickly removed aggressive COVID-19 responses outperformed states that lingered in reopening. The economies of South Dakota and Florida were the first to return to pre-recession strength; other top states were West Virginia, Nevada, Montana, Iowa, and Arizona.<\/p>\n<p>Governor Kristi Noem (R-SD) did not issue a lockdown order in the spring of 2020. One <a href=\"https:\/\/www.dailywire.com\/news\/kristi-noems-no-lockdown-win-people-moving-to-south-dakota\">survey<\/a> indicated that South Dakota \u2014 in a tie with Idaho \u2014 ranked fourth in the country for state-to-state migration. Governor Ron DeSantis (R-FL) was among the first governors to <a href=\"https:\/\/www.dailywire.com\/news\/ron-desantis-florida-not-going-into-lockdown-again\">rescind<\/a> his state\u2019s COVID-19 restrictions \u2014 a move that even garnered&nbsp;<a href=\"https:\/\/www.dailywire.com\/news\/even-florida-dems-think-gov-desantis-right-about-covid-19-response-report\">accolades<\/a> from Florida Democrats.<\/p>\n<p>\u201cWe will never do any of these lockdowns again, and I hear people say they\u2019ll shut down the country, and honestly, I cringe,\u201d DeSantis <a href=\"https:\/\/www.dailywire.com\/news\/8-times-ron-desantis-stood-up-to-the-media-and-went-viral\">announced<\/a> in August 2020. \u201cAnd at best, what the lockdown will do is delay.
