Jerry Nadler (D-NY) called in a climate extremist to their hearing on Wednesday who will testify that the process of federal agency rulemaking&nbsp;is killing the environment and disadvantaging mainly racial minorities.<\/p>\n<p>Jacqui Patterson\u2019s testimony, reviewed by Breitbart News in advance of the 10:00 a.m. hearing, details who she believes \u201cis paying the price for a regulatory system that is being governed, de facto, by polluters\u201d through the&nbsp;Administrative Procedure Act.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Patterson cites that industry groups, which have dominated influence over the Environmental Protection Agency\u2019s (EPA) rule-making process, are one such example of \u201cpolluters.\u201d<\/p>\n<p>\u201cEPA records from 1994 to 2009 found that industry groups held a virtual monopoly over informal communications that happened before proposed rules on hazardous air pollutants were publicly available,\u201d the witness notes in her testimony.<\/p>\n<p>Patterson lists the following as victims of federal regulations:<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<ul>\n<li>Indigenous women who have been sexually assaulted along the under regulated oil and gas pipelines.<\/li>\n<li>As we described in our Fumes Across the Fenceline Report, Black, Indigenous, and People of Color (BIPOC) communities are on the frontlines of the health, social, economic, and political impacts of being impacted by the toxic exposure, by the displacement due to under regulated fossil fuel infrastructure.<\/li>\n<li>BIPOC communities on the frontlines of near roadway air pollution from the under-regulated combustible engine.<\/li>\n<li>BIPOC and low-income communities and nations disproportionately impacted by climate change due to barely fettered greenhouse gas emissions.<\/li>\n<li>And as we detail in our Coal Blooded: Putting Profits Before People Report, according to the Department of Labor, 76,000 coal miners who have died of black lung disease while the amount of coal dust to which they were exposed went unregulated.<\/li>\n<\/ul>\n<\/blockquote>\n<p>Patterson contends \u201cgroups on the frontlines\u201d should have \u201cclear pathways for input\u201d with federal agencies, stating that those groups should be inclusive of the \u201cmore than 1 million African American individuals\u201d who \u201clive within a half mile of an oil and gas facility.\u201d She argues that \u201crace is the largest indicator of whether you live next to toxic waste facilities.\u201d<\/p>\n<p>Patterson, the founder of the Chisholm Legacy Project, a&nbsp;<a class=\"x5l\" title=\"This external link will open in a new window\" href=\"https:\/\/thechisholmlegacyproject.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">self-described<\/a>&nbsp;\u201cresource hub for black frontline climate justice leadership,\u201d has also been active on social media in promoting her viewpoints.<\/p>\n<p>In December 2020, for instance, Patterson&nbsp;<a class=\"x5l\" title=\"This external link will open in a new window\" href=\"https:\/\/twitter.com\/JacquiPatt\/status\/1334469964389036033?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a>&nbsp;she was \u201conly slightly joking\u201d that her plan to receive the coronavirus vaccine was to \u201cgo to the whitest neighborhood I can find to make sure my dose comes from a white batch.\u201d She used the hashtags \u201c#DodgingGenocide\u201d and \u201c#OnlySlightlyJoking\u201d with her comment.<\/p>\n<blockquote she was \u201clonging for the innocence of childhood when I didn\u2019t have to ponder if Nancy Drew was secretly a Trump supporting racist\u2026\u201d with a photo of the famous fictional character.<\/p>\n<p>Last month, Patterson shared an article she&nbsp;<a class=\"x5l\" title=\"This external link will open in a new window\" href=\"https:\/\/twitter.com\/JacquiPatt\/status\/1455308233602646019?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">wrote<\/a>&nbsp;claiming that \u201ccapitalism has never really worked out for the Earth or for BIPOC.\u201d<\/p>\n<p>Among her social media posts Patterson has also&nbsp;<a class=\"x5l\" title=\"This external link will open in a new window\" href=\"https:\/\/twitter.com\/JacquiPatt\/status\/1393230815925055493?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">compared<\/a>&nbsp;the risk of getting coronavirus while vaccinated to the risk of getting in a plane crash as an argument for vaccinated individuals to continue wearing masks, and has repeatedly blamed the effects coronavirus has on the black community on racism.<\/p>\n<p>Patterson is among four witnesses&nbsp;<a class=\"x5l\" title=\"This external link will open in a new window\" href=\"https:\/\/republicans-judiciary.house.gov\/hearing\/the-administrative-procedure-act-at-75-ensuring-the-rulemaking-process-is-transparent-accountable-and-effective\/\" target=\"_blank\" rel=\"noopener noreferrer\">scheduled<\/a>&nbsp;to testify Wednesday before the Judiciary Committee\u2019s Subcommittee on Antitrust, Commercial, and Administrative Law, chaired by Rep.
