However, only a fraction of the money has been spent \u2014 leaving many states and localities with more funds than they require.<\/p>\n<p><a href=\"https:\/\/www.wsj.com\/articles\/biden-evictions-rental-assistance-11638039967\">The Wall Street Journal<\/a> reported:<\/p>\n<p>The officials said they couldn\u2019t specify which jurisdictions would lose and gain funds. But they said those with large amounts of unused funds include rural states \u2014 like Montana and North Dakota \u2014 while local officials in several more populous states \u2014 like New York and Texas \u2014 are expected to exhaust their rental-assistance money over the coming week and months.<\/p>\n<p>Officials said an initial reallocation, set to be unveiled in early December, could exceed $800 million and come at the request of states and localities that acknowledge they have more money than they can spend. Much of that money may be moved within states, rather than from one state to another \u2014 for instance, from a state-run program to a city-run program, or vice versa.<\/p>\n<p>The Journal added that $20 billion of the initial $47 billion allocation will be used by the end of the year.<\/p>\n<p>\u201cThere is less unspent money today than there was six months ago, but we\u2019re still committed to make sure that the money that is unspent gets reallocated as quickly as possible,\u201d commented Deputy Treasury Secretary Wally Adeyemo. \u201cThere is a need to make sure that we get this money to tenants who need it.\u201d<\/p>\n<p>In addition to the rental assistance funds, President Trump authorized an eviction moratorium through the Centers for Disease Control and Prevention in response to COVID-19 and the lockdown-induced recession. On his first day in office, President Biden <a href=\"https:\/\/www.dailywire.com\/news\/federal-judge-axes-cdc-ban-on-evictions-constitution-persists-despite-pandemic\">extended<\/a> the moratorium and attempted another extension on August 3.&nbsp;<\/p>\n<p>When <a href=\"https:\/\/www.dailywire.com\/news\/biden-who-knows-if-eviction-moratorium-is-constitutional-will-keep-this-going-for-a-while-anyway\">pressed<\/a> by reporters if he believes the moratorium is constitutional, Biden said \u201cI think it is,\u201d though he continued that he \u201ccan\u2019t guarantee\u201d the Supreme Court would not strike down the order.<\/p>\n<p>\u201cI can\u2019t guarantee you the court won\u2019t rule that we don\u2019t have that authority but at least we\u2019ll have the ability to if we have to appeal, to keep this going for a month at least,\u201d Biden said. \u201cI hope longer.\u201d<\/p>\n<p>Indeed, the Supreme Court <a href=\"https:\/\/www.dailywire.com\/news\/scotus-blocks-biden-administration-cdc-on-eviction-moratorium\">blocked<\/a> the order at the end of August \u2014 but not before it caused landlords major headaches. One property owner from North Carolina <a href=\"https:\/\/www.dailywire.com\/news\/biden-eviction-moratorium-crushes-small-landlords-im-out-24k-while-tenants-buy-boats\">told<\/a> Fox News that he had not been paid $24,000 in rent \u2014 even as his tenants spent money on boats and other luxuries.<\/p>\n<p>\u201c[The money] was used, they went and bought brand new boats, but I mean, you know in a time of crisis like what we\u2019ve been through, you\u2019re evidently getting money from somewhere, but it\u2019s not getting to me,\u201d he said. \u201cIt goes way beyond the loss of rental income, we\u2019re still bound by county rules and laws.
