What, then, are we to do? The first Sanctuary City to&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/06\/14\/texas-town-1st-in-nation-to-ban-abortion-declares-itself-sanctuary-city-for-the-unborn\/\">pass<\/a>&nbsp;the ordinance was Waskom, Texas, in June 2019.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>Citizens of San Angelo, Texas, are among the most recent to form an initiating committee and file an ordinance with the city to begin the referendum process that could result in a ban on abortion within the city\u2019s limits, Dickson <a href=\"https:\/\/texasscorecard.com\/commentary\/dickson-san-angelo-citizens-begin-process-to-force-public-vote-on-outlawing-abortion\/\">wrote<\/a> at Texas Scorecard, elaborating:<\/p>\n<blockquote readability=\"13\">\n<p>In order for the initiative to be successful, the committee will need to collect a total of 1,512 signatures from registered voters in the City of San Angelo. Upon those signatures being verified by the city clerk, a hearing will be held regarding the adoption of the ordinance. At the conclusion of that hearing, the city council will vote for or against the adoption of the ordinance. They\u2019re not happy with the decisions they\u2019ve made,\u201d<\/p>\n<p>In Lebanon, Ohio, however, where the City Council <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/05\/26\/sanctuary-city-for-unborn-initiative-spreads-lebanon-ohio-29th-city-to-outlaw-abortion\/\">voted<\/a> unanimously in May to outlaw abortion within its limits, two&nbsp;candidates who vocally opposed the city\u2019s abortion ban lost their bids. Supporters of the ban endorsed the winners of those races.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\" readability=\"12.537313432836\">\n<p lang=\"en\" dir=\"ltr\">Unanimously the Lebanon City Council just voted in support of this unconstitutional ordinance. \u274c<\/p>\n<p>This hyper-local strategy is another attempt by anti-choice politicians to stigmatize and ban abortion in Ohio, by whatever means necessary. <\/p>\n<p>We\u2019re reviewing next steps. <a href=\"https:\/\/t.co\/eCgAYhBHnP\">https:\/\/t.co\/eCgAYhBHnP<\/a><\/p>\n<p>\u2014 ACLU of Ohio (@acluohio) <a href=\"https:\/\/twitter.com\/acluohio\/status\/1397388156723466240?ref_src=twsrc%5Etfw\">May 26, 2021<\/a><\/p>\n<\/blockquote>\n<p>Dickson told Breitbart News in August the focus on local communities making decisions for themselves about whether they want the ending of unborn lives occurring in their midst has been a game-changer.<\/p>\n<p>\u201cFor so long, we\u2019ve put our focus at what happens in Austin, Texas, and what happens in Washington DC, as the be all and end all,\u201d he <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/18\/exclusive-local-sanctuary-cities-unborn-movement-adds-4-more-towns-abortion-bans\/\">said<\/a> in a phone interview. \u201cAnd when I really became convinced \u2013 the straw that broke the camel\u2019s back for me was the realization that, if an abortion facility moves to Waskom, Texas, that would not be Austin\u2019s problem, and it wouldn\u2019t be Washington, DC\u2019s problem. It would be Waskom\u2019s problem. And that Waskom had this obligation to do something.\u201d<\/p>\n<p>Dickson\u2019s Sanctuary City movement drew national attention in June, when a federal judge&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/02\/court-dismisses-planned-parenthoods-lawsuit-against-lubbock-texas\/\">dismissed<\/a>&nbsp;a lawsuit filed by Planned Parenthood against the city of Lubbock over its ordinance, citing a lack of jurisdiction.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\" readability=\"10.241379310345\">\n<p lang=\"en\" dir=\"ltr\">Lubbock, Texas, became the largest city in the United States to declare itself a \u201csanctuary city for the unborn,\u201d the 26th in the nation to outlaw abortion. <a href=\"https:\/\/t.co\/L9bH5NpzXW\">https:\/\/t.co\/L9bH5NpzXW<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1389274348335292416?ref_src=twsrc%5Etfw\">May 3, 2021<\/a><\/p>\n<\/blockquote>\n<p>As Dickson has explained in the past, the movement\u2019s signature ordinance contains two \u201cenforcement mechanisms,\u201d one public and one private.<\/p>\n<p>\u201cWhile the public enforcement mechanism is dependent upon the overturning of&nbsp;<em>Roe v. Wade<\/em>,&nbsp;the private enforcement mechanism is immediately enforceable,\u201d he observed. \u201cIt is not reliant on the overturning of&nbsp;<em>Roe v. Wade<\/em>.\u201d<\/p>\n<p>The ordinance\u2019s private enforcement mechanism states:<\/p>\n<blockquote readability=\"15\">\n<p>Any person, corporation, or entity that commits an unlawful act \u2026 other than the mother of the unborn child that has been aborted, shall be liable in tort to the unborn child\u2019s mother, father, grandparents, siblings and half-siblings. The person or entity that committed the unlawful act shall be liable to each surviving relative of the aborted unborn child for: (a) Compensatory damages, including damages for emotional distress; (b) Punitive damages; and (c) Costs and attorneys\u2019 fees.<\/p>\n<\/blockquote>\n<p>Thus, the enforcement of the ordinance rests with private citizens who could file lawsuits if abortions take place within the city\u2019s limits.<\/p>\n<p>\u201cIt is still too early to know what May is going to look like, at this point, but it is possible that we could see San Angelo and Abilene vote on ordinances outlawing abortion in Texas, and Mason and Celina vote on ordinances outlawing abortion in Ohio,\u201d Dickson told Breitbart News. \u201cWe will have to wait to see what happens.
