The world has treaties to manage other threats. Surely countries can agree on the need for a binding pact on the threat of pandemics,\u201d W.H.O. But I could see a \u2018coalition of the willing\u2019 signing on to a pandemic treaty, led by Europe,\u201d Gostin ventured.<\/span><\/p>\n<p><span>Travel bans are another <\/span><a href=\"https:\/\/www.politico.eu\/article\/who-tedros-adhanom-gheybreyesus-coronavirus-omicron-backlash-africa-pandemic-treaty\/\"><span>sticking point<\/span><\/a><span>. W.H.O. helped China <\/span><a href=\"https:\/\/www.breitbart.com\/politics\/2020\/04\/14\/world-health-organization-stopped-medical-experts-from-recommending-coronavirus-travel-bans\/\"><span>undermine<\/span><\/a><span> Western travel bans in the early stages of the pandemic, but now, nations around the world commonly impose such restrictions after each new variant or outbreak is reported \u2013 and, of course, China thinks nothing of imposing the most <\/span><a href=\"https:\/\/www.breitbart.com\/asia\/2021\/11\/10\/china-suffering-coronavirus-surge-caused-by-tour-group-condemns-u-s-for-restarting-foreign-travel\/\"><span>draconian restrictions<\/span><\/a><span> of all.<\/span><\/p>\n<p><span>The prospective global pandemic treaty would surely address travel restrictions and establish worldwide standards for imposing them, but there will be great resistance to such restrictions from countries that depend heavily upon foreign business travel and tourism.<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><span>On Sunday, for example, South African President Cyril Ramaphosa said American and European bans against travel from Africa\u2019s current outbreak region are \u201ccompletely unjustified and unfairly discriminate against our country and our southern African sister countries.\u201d&nbsp;<\/span><\/p>\n<p><span>Another point of contention touched upon by the <\/span><i><span>SCMP <\/span><\/i><span>is China\u2019s role in pandemic treaty negotiations. China insists the entire world accept its <\/span><a href=\"https:\/\/www.breitbart.com\/news\/china-rebuffs-who-claims-it-obstructed-covid-investigation\/\"><span>false narrative<\/span><\/a><span> of bold and honest leadership in the coronavirus crisis and <\/span><a href=\"https:\/\/www.breitbart.com\/politics\/2021\/07\/20\/nothing-to-see-here-china-rejects-coronavirus-audit-tells-w-h-o-to-look-at-u-s-for-lab-leak-source\/\"><span>demands a halt<\/span><\/a><span> to all investigations into the origin of the Chinese coronavirus.<\/span><\/p>\n<p><span>Many W.H.O. member nations \u2013 hopefully including the United States \u2013 will be uncomfortable with giving Beijing the outsize seat at the pandemic treaty table it will demand, but it would seem impossible to craft any meaningful treaty that does not include China.<\/span><\/p>\n<p><span>China will not agree to any regulations that would compel it to disclose information it prefers to keep secret and it is difficult to imagine any enforcement mechanism that would be effective against it. On the other hand, free nations <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/2021\/11\/11\/who-global-pandemic-treaty\/\"><span>worry<\/span><\/a><span>&nbsp;pandemic information-sharing standards could jeopardize patents and expose valuable intellectual property to theft. At the very least, big pharmaceutical companies might be reluctant to pour billions into research that the W.H.O. could appropriate and \u2018share\u201d at its discretion.<\/span><\/p>\n<p><span>W.H.O. member states reportedly \u201cbroke the deadlock\u201d and \u201creached a tentative consensus to negotiate a future agreement on preventing pandemics\u201d on Monday, as <\/span><a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/who-reaches-draft-consensus-future-pandemic-treaty-2021-11-28\/\"><span>Reuters<\/span><\/a><span> put it.<\/span><\/p>\n<p><span>The result was a draft agreement for a global pandemic treaty, which should be finalized by May of 2024. The emergency of the <\/span><a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/29\/omicron-variant-reaches-north-america-as-global-risk-remains-very-high\/\"><span>Omicron variant<\/span><\/a><span> of Chinese coronavirus in Africa reportedly inspired some holdout nations to reach a compromise on the global treaty.<\/span><\/p>\n<p><span>\u201cThere is agreement on a text which for us is very satisfying.
