Senators from Joe Manchin of West Virginia, the most conservative Democrat in the chamber, to Bernie Sanders of Vermont, an independent who caucuses with Democrats, are already on-record opposing various provisions and are preparing to rework the House-passed bill.<\/p>\n<p>After the bill <a href=\"https:\/\/dailycaller.com\/2021\/11\/19\/house-sends-bidens-spending-package-senate-build-back-better\/\" target=\"_blank\" rel=\"noopener noreferrer\">passed the House on near party lines<\/a>&nbsp;Nov. 19, leadership touted many of the provisions at risk of omission, saying that the differences between House and Senate Democrats were minimal.<\/p>\n<p>\u201cNinety percent of the bill was written together \u2014 House, Senate, White House,\u201d House Speaker Nancy Pelosi said at a <a href=\"https:\/\/twitter.com\/i\/broadcasts\/1ZkKzbawOZeKv\" target=\"_blank\" rel=\"noopener noreferrer\">press conference<\/a> shortly after the bill passed, adding that while \u201csome minor changes\u201d may occur, they would be \u201cnothing major in my opinion.\u201d<\/p>\n<p>But Pelosi\u2019s optimism may not pan out, as Senate Democrats zero in on policies from paid family leave to state and local tax (SALT) deductions. Other provisions from raising taxes on wealthy Americans and corporations to overhauling IRS monitoring of personal bank accounts, have already been <a href=\"https:\/\/dailycaller.com\/2021\/10\/20\/democrats-forced-scrap-tax-increases-budget-due-to-kyrsten-sinema-opposition-joe-manchin\/\" target=\"_blank\" rel=\"noopener noreferrer\">scrapped<\/a> due to <a href=\"https:\/\/dailycaller.com\/2021\/10\/26\/manchin-democrats-irs-bank-reporting-proposal\/\" target=\"_blank\" rel=\"noopener noreferrer\">opposition<\/a> from centrist Democrats like Manchin and Arizona Sen. Its passage was undoubtedly a victory Speaker Nancy Pelosi.(Anna Moneymaker\/Getty Images)<\/p>\n<\/div>\n<h4>Paid Family and Medical Leave<\/h4>\n<p>Manchin has repeatedly said that he <a href=\"https:\/\/dailycaller.com\/2021\/11\/03\/manchin-doubles-down-against-paid-family-leave-being-democrat-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">opposes<\/a> paid family and medical leave\u2019s inclusion in the package, though he has also said he would support a bipartisan bill establishing it in the future. While the original proposal included 12 weeks of paid family leave, the House-passed bill has just four and would not begin until 2024. <strong><a href=\"https:\/\/dailycaller.com\/2021\/11\/05\/house-sends-infrastructure-bill-bidens-desk-after-11th-hour-agreement-between-liberals-moderates\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: House Sends Largest Infrastructure Bill In Decades To Biden\u2019s Desk With Bipartisan Support)<\/a><\/strong><\/p>\n<p>\u201cThat\u2019s a challenge,\u201d Manchin said in early November when news broke that Democrats were planning to re-add the provision to the bill despite his stated opposition. \u201cI just don\u2019t support \u2018unpaid\u2019 leave. That means getting more debt and basically putting more social programs that we can\u2019t pay for.\u201d<\/p>\n<h4>The Hyde Amendment<\/h4>\n<p>Manchin has also said that any reconciliation bill <a href=\"https:\/\/dailycaller.com\/2021\/09\/29\/joe-manchin-reconciliation-hyde-amendment-pramila-jayapal\/\" target=\"_blank\" rel=\"noopener noreferrer\">must include the Hyde Amendment<\/a>, which bars Americans\u2019 tax dollars from funding abortions in nearly all cases. The amendment was excluded from the House bill.<\/p>\n<h4>State and Local Tax Deductions<\/h4>\n<p>House Democrats from high-tax states like California, New York and New Jersey insisted that the SALT cap be lifted from the current $10,000 cap adopted in 2017 as part of former President Donald Trump\u2019s Tax Cuts and Jobs Act. In their version of Biden\u2019s package, the cap would be lifted to $80,000 annually through 2030.<\/p>\n<p>While the policy was <a href=\"https:\/\/dailycaller.com\/2021\/09\/07\/state-and-local-taxes-moderates-budget-tax-cut-rich\/\" target=\"_blank\" rel=\"noopener noreferrer\">touted by coastal House Democrats<\/a>, including Pelosi, some of their Senate colleagues have staunchly objected to including a tax cut that would overwhelmingly benefit the wealthy Americans.<\/p>\n<p>\u201c[I\u2019m] not a big fan,\u201d Montana Democratic Sen. Jon Tester <a href=\"https:\/\/twitter.com\/burgessev\/status\/1461309200055816195\">said<\/a> of the SALT provisions after the House passed the bill. \u201cI think it gives tax breaks to the wrong people: rich people.\u201d<\/p>\n<p>Sanders, who has long opposed raising the SALT cap, was even blunter. \u201cI think it\u2019s bad politics, it\u2019s bad policy \u2026 The bottom line is, we have to help the middle class, not the 1%,\u201d he said.<\/p>\n<p>Even Manchin, who constantly torpedoed Sanders\u2019 attempts to broaden the overall bill, has opposed reigning in how much in taxes Americans can deduct via SALT. While he has not commented publicly on the provision, he was the only Democrat who <a href=\"https:\/\/www.nlc.org\/article\/2017\/10\/20\/capito-manchin-versus-cantwell-van-hollen-threatening-salt\/\">endorsed Republicans\u2019 effort<\/a> to establish the cap four years ago. <strong><a href=\"https:\/\/dailycaller.com\/2021\/05\/10\/bernie-sanders-democrats-tax-cuts-salt-terrible-message\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Sen. (Anna Moneymaker\/Getty Images)<\/p>\n<\/div>\n<h4>Climate Change Measures<\/h4>\n<p>Manchin has already <a href=\"https:\/\/dailycaller.com\/2021\/10\/18\/manchin-demands-democrats-climate-change-child-tax-credit\/\" target=\"_blank\" rel=\"noopener noreferrer\">scrubbed<\/a> the White House\u2019s proposed Clean Electricity Payment Program from the bill, and, along with Tester, <a href=\"https:\/\/dailycaller.com\/2021\/10\/19\/joe-manchin-climate-change-carbon-tax-democrats-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">ruling out a carbon tax<\/a> as a replacement provision shortly after.<\/p>\n<p>Manchin also reportedly objected to a union-made <a href=\"https:\/\/dailycaller.com\/2021\/10\/13\/democrats-green-energy-electric-vehicle-union-workers-tax-credit\/\" target=\"_blank\" rel=\"noopener noreferrer\">electric vehicle credit<\/a>. The House-passed bill would allow for a $7,500 tax deduction on all electric vehicles and an additional $4,500 deduction on vehicles from companies meeting particular outlined criteria.<\/p>\n<p>As a result, an electric vehicle from General Motors or Ford could receive $12,000 in deductions, while one from Toyota, which has a large presence in West Virginia, could receive just $7,500.<\/p>\n<p>\u201cThis can\u2019t happen. It\u2019s not who we are as a country. It\u2019s not how we built this country, and the product should speak for itself,\u201d Manchin <a href=\"https:\/\/www.autonews.com\/manufacturing\/sen-joe-manchin-speaking-toyota-event-west-virginia-calls-union-built-ev-tax-credit\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a>&nbsp;Automotive News on Nov. 11 while at a Toyota plant in his home state. \u201cWe shouldn\u2019t use everyone\u2019s tax dollars to pick winners and losers \u2026 Hopefully, we\u2019ll get that \u2026 corrected.\u201d<\/p>\n<p>Climate change provisions also account for about $550 billion of the House-passed bill, and moderates, including Manchin, have insisted that the bill be fully paid for. The Congressional Budget Office estimated last week that the package would add <a href=\"https:\/\/dailycaller.com\/2021\/11\/18\/build-back-better-367-billion-congressional-budget-office\/\" target=\"_blank\" rel=\"noopener noreferrer\">about $367 billion to the deficit<\/a> over 10 years, not including potential revenue from IRS enforcement, meaning that the provisions could be tampered down if senators object to the bill\u2019s overall price tag. <strong><a href=\"https:\/\/dailycaller.com\/2021\/11\/18\/democrats-republicans-agree-build-back-better-transformation-joe-biden\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Republicans Agree With Democrats That Biden\u2019s Budget Is \u2018Transformational\u2019)<\/a><\/strong><\/p>\n<h4>Immigration Reform<\/h4>\n<p>Included in the House-passed bill is a provision that would grant provisional work permits to as many as 6.5 million noncitizen immigrants. Democrats hope that this will be the first step on a pathway to citizenship, but their last two attempts to include some type of immigration reform have been <a href=\"https:\/\/dailycaller.com\/2021\/09\/20\/senate-parliamentarian-blocks-pathway-citizenship-democrats-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">blocked by the Senate Parliamentarian<\/a>, who ruled that the changes didn\u2019t directly impact the budget to a point where they could be included in the filibuster-proof legislation.<\/p>\n<p>\u201cI do support the immigration proposals that are being offered in the upcoming reconciliation package,\u201d Sinema <a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2021\/11\/08\/sem-kyrsten-sinema-takes-victory-lap-after-infrastructure-bill-passes\/6342340001\/\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a>&nbsp;the Arizona Republic earlier in November. \u201cI also recognize that there are legal limitations to what can be done in a reconciliation package.\u201d<\/p>\n<p>Content created by The Daily Caller News Foundation is available without charge to any eligible news publisher that can provide a large audience.
