The blurred seal does not indicate Biden is not the president.<\/p>\n<p><span><strong>Fact Check:<\/strong><\/span><\/p>\n<p>Biden signed a $1 trillion bipartisan infrastructure bill into law Nov. 15, according to <a href=\"https:\/\/www.npr.org\/2021\/11\/15\/1055841358\/biden-signs-1t-bipartisan-infrastructure-bill-into-law\" target=\"_blank\" rel=\"noopener noreferrer\">NPR<\/a>. Since then, some social media users have shared images of Biden sitting at a desk signing the bill in which the presidential seal on the desk is notably blurred out. Some of these users have alleged the blurred seal is proof that Biden is not the real president.<\/p>\n<p>\u201cFake white house set, Fake Biden. Blurred seal\u2026.\u201d reads the caption of one such image shared on Instagram. &nbsp;<strong><a href=\"https:\/\/checkyourfact.com\/2021\/09\/16\/fact-check-joe-biden-approval-rating-lower-donald-trump-ever\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Is Joe Biden\u2019s Recent 39% Approval Rating Lower Than Donald Trump\u2019s Ever Was?)<\/a><\/strong><\/p>\n<p>This conclusion, however, is inaccurate. The blurred seal is due to a federal statute, <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/18\/713\" target=\"_blank\" rel=\"noopener noreferrer\">U.S. Code \u00a7 713,<\/a> which states that anyone who displays the seal \u201cfor the purpose of conveying, or in a manner reasonably calculated to convey, a false impression of sponsorship or approval by the Government of the United States or by any department, agency, or instrumentality thereof, shall be fined under this title or imprisoned not more than six months, or both.\u201d In other words, the seal is only to be used for official government purposes and is not to be displayed in any materials distributed by political parties.<\/p>\n<p>The image included in the post appears to have been pulled from a short clip of the president signing the bill posted by the verified Twitter account of the <a href=\"https:\/\/twitter.com\/TheDemocrats\/status\/1460407326997946374?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1460407326997946374%7Ctwgr%5E%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.westernjournal.com%2Fbiden-twitter-users-notice-strange-change-made-table-signs-bill%2F\" target=\"_blank\" rel=\"noopener noreferrer\">Democratic Party<\/a> and is therefore subject to the statute. The same video was subsequently reshared on Vice President Kamala Harris\u2019 verified personal <a href=\"https:\/\/twitter.com\/KamalaHarris\/status\/1460658931139813385?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">Twitter<\/a> account and on Biden\u2019s verified <a href=\"https:\/\/www.instagram.com\/p\/CWWL0nTgW-s\/\" target=\"_blank\" rel=\"noopener noreferrer\">Instagram<\/a> account, The seal is notably not blurred in a different video from the same event shared by Biden\u2019s official presidential Twitter account.<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"4.4897959183673\">\n<p dir=\"ltr\" lang=\"en\">America is moving again. <a href=\"https:\/\/t.co\/OSOTnd12nI\">pic.twitter.com\/OSOTnd12nI<\/a><\/p>\n<p>\u2014 President Biden (@POTUS) <a href=\"https:\/\/twitter.com\/POTUS\/status\/1460738232329646081?ref_src=twsrc%5Etfw\">November 16, 2021<\/a><\/p>\n<\/blockquote>\n<p>The presidential seal was also blurred in several of former President Donald Trump\u2019s campaign videos, such as <a href=\"https:\/\/www.youtube.com\/watch?v=ZrBqKuP6tIg\" target=\"_blank\" rel=\"noopener noreferrer\">this<\/a> 2019 ad <a href=\"https:\/\/www.youtube.com\/watch?v=ZrBqKuP6tIg\" target=\"_blank\" rel=\"noopener noreferrer\">announcing<\/a> his campaign for reelection and <a href=\"https:\/\/www.facebook.com\/watch\/?v=271635713456007\" target=\"_blank\" rel=\"noopener noreferrer\">this<\/a> 2018 ad on his personal <a href=\"https:\/\/www.facebook.com\/watch\/?v=271635713456007\" target=\"_blank\" rel=\"noopener noreferrer\">Facebook page<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An image\u00a0shared on Instagram claims a picture of President Joe Biden at a desk with a blurred presidential seal is proof he is not the president.
