Accounts that publish biased, confusing information that provokes confrontation and manipulates public opinions should be punished accordingly,\u201d CAC ordered.<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>The <\/span><i><span>Global Times <\/span><\/i><span>presented CAC\u2019s regulations as making a pledge by Chinese Internet providers in September to \u201cclean up vulgar online content and deny law-breaking or immoral entertainers the opportunity to come under the spotlight again\u201d into a set of compulsory orders that would cover all media, with stiff financial penalties for disobedience.<\/span><\/p>\n<p><span>The CCP has grown <\/span><a href=\"https:\/\/www.breitbart.com\/national-security\/2021\/09\/09\/china-denies-fan-culture-crackdown-targets-south-korean-entertainers\/\"><span>very concerned<\/span><\/a><span> about \u201cfan culture\u201d over the past year, in part because some of the celebrities with highly enthusiastic followings in China are not Chinese. For example, South Korean pop singers attract plenty of superfans, and a good number of outright stalkers, in China.<\/span><\/p>\n<p><span>The <\/span><i><span>Financial Times<\/span><\/i> <span>on Tuesday <a href=\"https:\/\/www.ft.com\/content\/103b678f-b367-49e3-b7ed-dc3a3abbd013\">predicted<\/a> CAC\u2019s new rules could obliterate Chinese fan pages for top performers with millions of followers. This would please communist officials concerned by the high degree of coordination and social activity displayed by those fans, who might someday turn their organizational skills to something more politically explosive than painting birthday messages for South Korean pop stars on private aircraft.<\/span><\/p>\n<p><span>The Chinese government also sees fandom as an obstacle to the austere \u201cCommon Prosperity\u201d cultural and political program launched by dictator Xi Jinping. Unsurprisingly for a totalitarian regime, the Chinese government wants Xi\u2019s preferred values to be delivered constantly by all media.<\/span><\/p>\n<p><span>The CAC\u2019s regulations will make media companies very nervous about producing anything that could be seen as undermining the Common Prosperity initiative. Producers will feel much safer if they crank out <\/span><a href=\"https:\/\/www.breitbart.com\/national-security\/2021\/10\/19\/chinese-film-about-defeating-america-korean-war-tops-global-box-office\/\"><span>Chinese nationalist propaganda<\/span><\/a><span>.<\/span><\/p>\n<p><span>The <\/span><i><span>South China Morning Post<\/span><\/i> <span>(<em>SCMP<\/em>) on Wednesday <a href=\"https:\/\/www.scmp.com\/news\/people-culture\/china-personalities\/article\/3157208\/china-celebrities-zheng-shuang-kris-wu\">reported<\/a> three major Chinese celebrities are already on the no-comebacks-allowed \u201cnegative list,\u201d along with 85 less well-known Internet personalities: Zheng Shuang, an actress accused of tax evasion; Zhang Zhehan, who made the mistake of posing for photos at a shrine to the warrior dead of Japan; and Chinese-Canadian pop singer Kris Wu Yifan, who was accused of sexual assault.<\/span><\/p>\n<p><span>The blacklist described by the <\/span><i><span>SCMP <\/span><\/i><span>was the ninth edition of a \u201cbad behavior\u201d list compiled by the China Association of Performing Arts.
