This move aims to prevent the Chinese Communist Party from being able to decrypt U.S. data and communications, or develop new forms of military technology.<\/p>\n<p>The Commerce Department\u2019s Bureau of Industry and Security (BIS) issued a <a href=\"https:\/\/www.federalregister.gov\/public-inspection\/2021-25808\/addition-of-entities-and-revision-of-entries-on-the-entity-list-and-addition-of-entity-to-the\">final rule<\/a> which added twenty-seven foreign entities and individuals to the \u201cEntity List for engaging in activities that are contrary to the national security or foreign policy interests of the United States.\u201d<\/p>\n<p>These foreign entities are located in China, as well as Japan, Pakistan and Singapore. One entity based in Russia was added to the Military End-User (MEU) list.<\/p>\n<p>\u201cGlobal trade and commerce should support peace, prosperity, and good-paying jobs, not national security risks,\u201d U.S. Secretary of Commerce Gina Raimondo announced in a <a href=\"https:\/\/www.commerce.gov\/news\/press-releases\/2021\/11\/commerce-lists-entities-involved-support-prc-military-quantum-computing\">statement<\/a>. \u201cToday\u2019s actions will help prevent the diversion of U.S. technologies to the PRC\u2019s and Russia\u2019s military advancement and activities of non-proliferation concern like Pakistan\u2019s unsafeguarded nuclear activities or ballistic missile program.&nbsp; The Department of Commerce is committed to effectively using export controls to protect our national security.\u201d<\/p>\n<p>\u201cEight technology entities based in the PRC are being added to the list as part of the Department of Commerce\u2019s efforts to prevent U.S. emerging technologies from being used for the PRC\u2019s quantum computing efforts that support military applications, such as counter-stealth and counter-submarine applications, and the ability to break encryption or develop unbreakable encryption,\u201d stated the Commerce Department. \u201cThese PRC-based technology entities support the military modernization of the People\u2019s Liberation Army and\/or acquire and attempt to acquire U.S. origin-items in support of military applications. Today\u2019s action will also restrict exports to PRC producers of electronics that the support the People\u2019s Liberation Army\u2019s military modernization efforts.\u201d<\/p>\n<p>\u201cSixteen entities and individuals operating in PRC and Pakistan were added to the Entity List based on their contributions to Pakistan\u2019s unsafeguarded nuclear activities or ballistic missile program,\u201d the department added.<\/p>\n<p>Earlier in November, IBM claimed to have achieved a major advance in quantum computing.<\/p>\n<p>\u201cIBM has unveiled an advanced \u201cquantum\u201d processor that is part of an effort to build super-fast computers,\u201d reported <a href=\"https:\/\/www.bbc.com\/news\/science-environment-59320073\">BBC News<\/a>. \u201cThese machines could revolutionize computing, harnessing the strange world of quantum physics to solve problems beyond reach for even the most advanced \u2018classical\u2019 ones.\u201d<\/p>\n<p>\u201cQuantum computing is a rapidly-emerging technology that harnesses the laws of quantum mechanics to solve problems too complex for classical computers,\u201d explained <a href=\"https:\/\/www.ibm.com\/topics\/quantum-computing\">IBM<\/a>.&nbsp;<\/p>\n<p>\u201cUntil now, we\u2019ve relied on supercomputers to solve most problems. These are very large classical computers, often with thousands of classical CPU and GPU cores. However, supercomputers aren\u2019t very good at solving certain types of problems, which seem easy at first glance. This is why we need quantum computers,\u201d IBM said.<\/p>\n<p>\u201cFor over two decades, IBM has been pioneering the development of quantum computer systems to solve these sorts of problems in fundamentally news ways, making use of these two approaches,\u201d the company continued. \u201cQuantum computers can create vast multidimensional spaces in which to represent these very large problems.
