He <a href=\"https:\/\/www.youtube.com\/watch?v=maLyh_fV1fA\">said<\/a> of the legislation, \u201cIt\u2019s a bold and necessary step.\u201d<\/p>\n<p>So, yes, Democrats were very happy when the <a href=\"https:\/\/en.m.wikipedia.org\/wiki\/American_Clean_Energy_and_Security_Act\">American Clean Energy and Security Act<\/a>&nbsp;passed the House on June 26, 2009.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Oh, sorry\u2014were you thinking that this was about the Build Back Better (BBB) legislation that passed the House on November 19, 2021? <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>We\u2019ll get to BBB, but just for another moment, let\u2019s keep going down memory lane, back to when House Speaker Pelosi pushed an ambitious\u2014many said, <i>too<\/i> ambitious\u2014bill aimed at setting up a <a href=\"https:\/\/www.investopedia.com\/terms\/c\/cap-and-trade.asp\">\u201ccap and trade\u201d<\/a> system for carbon dioxide emissions.<span class=\"Apple-converted-space\">&nbsp;<\/span>You know, to fight climate change\u2014and perhaps also to enrich her cronies.<span class=\"Apple-converted-space\">&nbsp;<\/span>Indeed, critics <a href=\"https:\/\/www.masterresource.org\/hansen-james\/cap-and-trade-the-temple-of-enron-james-hansen-makes-an-important-political-point\/\">ripped<\/a> the cap-and-trade system as \u201cEnron in the sky,\u201d referring to the crooked company that sought<span class=\"Apple-converted-space\">&nbsp;<\/span>to make insider profits out of its political connections. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<div id=\"attachment_18841514\" class=\"wp-caption aligncenter\" readability=\"38\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-18841514\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/GettyImages-88709137.jpg\" alt width=\"1920\" height=\"1157\" \/><\/p>\n<p class=\"wp-caption-text\">House Speaker Nancy Pelosi (D-CA) speaks as House Democratic Leader Rep. (Alex Wong\/Getty Images)<\/p>\n<\/div>\n<p>Yes, House Democrats were happy a dozen years ago\u2014but not for long.<span class=\"Apple-converted-space\">&nbsp; <\/span>You see, the House bill never passed the Democrat-controlled Senate, which meant that the Democrats who voted for it in the House were left exposed\u2014they had voted for the exotic and expensive legislation, and yet had nothing to show for it.<span class=\"Apple-converted-space\">&nbsp;<\/span>Only downside, no upside: <i>pols hate that. <\/i><span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Indeed, the following year, the blowback against Pelosi\/Barack Obama-type overreach cost the Democrats dearly.<span class=\"Apple-converted-space\">&nbsp;<\/span>In the <a href=\"https:\/\/en.wikipedia.org\/wiki\/2010_United_States_elections\">2010 midterm elections<\/a>, opposition Republicans picked up <i>63<\/i> House seats\u2014the largest Republican gain in the lower chamber since 1938\u2014and along the way, relieved Pelosi of her speakership.<\/p>\n<p>So now to 2021, when Democrats are once again in the majority, once again led by House Speaker Pelosi, and once again, have passed a big bill, BBB.<span class=\"Apple-converted-space\">&nbsp; <\/span>Needless to say, Beltway media are once again lionizing Pelosi; in the words of <a href=\"https:\/\/email.punchbowl.news\/t\/ViewEmail\/t\/89657D56F8F1D3E02540EF23F30FEDED\/ACED2DE32ACF34CDCE63909E3969C05F\"><i>Punchbowl News<\/i><\/a>, a split-off from <i>Politico<\/i>, \u201cPelosi wins.\u201d<span class=\"Apple-converted-space\">&nbsp; <\/span>The publication added, admiringly, \u201cPelosi pulled off an inside straight . . . [she] played the long game, waited out all the gripes from the various factions inside her caucus, and got what she wanted at the end of the day.\u201d<span class=\"Apple-converted-space\">&nbsp; <\/span>(As we can see, Pelosi is much admired by inside-baseball types, those who focus more on legislative clout\u2014<a href=\"https:\/\/www.jstor.org\/stable\/1953132\">whip operations<\/a> and the like\u2014than on actual policy outcomes.) <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Meanwhile, the new president, Joe Biden (not exactly a new face, but still, a new president), is also very much pleased.<span class=\"Apple-converted-space\">&nbsp;<\/span>As he <a href=\"https:\/\/twitter.com\/POTUS\/status\/1461752042159054850\">tweeted<\/a>:<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<blockquote readability=\"12\">\n<p>Today, the House passed my Build Back Better Act. I thank Speaker Pelosi, House leadership, and members who worked so hard and voted to pass this bill.<\/p>\n<p>Now, it goes to the United States Senate, where I look forward to it passing as soon as possible so I can sign it into law.<\/p>\n<p>\u2014 President Biden (@POTUS) <a href=\"https:\/\/twitter.com\/POTUS\/status\/1461752042159054850?ref_src=twsrc%5Etfw\">November 19, 2021<\/a><\/p>\n<\/blockquote>\n<p>Yes, a big bill of 2021 is looking a lot like a big bill of 2009.<span class=\"Apple-converted-space\">&nbsp; <\/span>As they say, <i>The more things change, the more they stay the same.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/i><\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>So now, BBB goes to the Senate,&nbsp;which is also Democrat-controlled, albeit by the narrowest of margins: 50 Democrats and 50 Republicans, with the vice president as the tie-breaker.<span class=\"Apple-converted-space\">&nbsp; <\/span><\/p>\n<p>For their part, Republicans are unanimously against BBB, and so eyes turn to the two Democratic senators who have been such obstacles to Democratic unity, at least so far: Joe Manchin of West Virginia and Kyrsten Sinema of Arizona.<span class=\"Apple-converted-space\">&nbsp;<\/span>Nobody can say what they\u2019ll do, although we know this much: BBB faces weeks, if not months, of wrangling in the Senate.<span class=\"Apple-converted-space\">&nbsp;And<\/span>&nbsp;it could end up as a dead letter, just as did cap-and-trade 12 years ago. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<div id=\"attachment_18841522\" class=\"wp-caption aligncenter\" readability=\"37\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-18841522\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/GettyImages-1236662705.jpg\" alt width=\"1920\" height=\"1277\" \/><\/p>\n<p class=\"wp-caption-text\">House Speaker Nancy Pelosi (D-CA) speaks during a news conference with Democratic leaders after the passage of the Build Back Better Act on November 19, 2021, in Washington, DC. (JIM WATSON\/AFP via Getty Images)<\/p>\n<\/div>\n<p>In fact, much of the news about BBB is ominous.<span class=\"Apple-converted-space\">&nbsp;Most obviously<\/span>, the optics of the bill\u2013including, as it does, a huge tax cut for <a href=\"https:\/\/www.breitbart.com\/radio\/2021\/11\/18\/rep-kevin-brady-two-out-three-millionaires-get-big-tax-cut-bidens-1-75-trillion-proposal\/\">rich people<\/a> in blue states\u2013have been badly muddled and marred. Moreover, Democrats say that BBB will cost \u201conly\u201d $1.75 trillion over ten years, and yet the non-partisan Committee for a Responsible Federal Budget <a href=\"https:\/\/www.crfb.org\/blogs\/build-back-better-cost-would-double-extensions\">says<\/a> that the real cost will be more than a third more. <span class=\"Apple-converted-space\">For his part, Sen. John Kennedy (R-LA) <a href=\"https:\/\/twitter.com\/SenJohnKennedy\/status\/1461739601505234952?s=20\">says<\/a> that \u201cBuilding Back <em>Bonkers<\/em>,\u201d as he calls it, will cost more than double its purported sticker price\u2013$4.6 trillion.&nbsp;<\/span><\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\" readability=\"9.9604743083004\">\n<p lang=\"en\" dir=\"ltr\">If zombies eat brains, the people who wrote the Build Back Bonkers bill for Pres.
