Tongo\/Pool Photo via AP)<\/em><\/p>\n<\/div>\n<p>Locsin said in his statement on Wednesday he had conveyed \u201cin the strongest terms\u201d Manila\u2019s \u201coutrage, condemnation, and protest\u201d about the Ayungin Shoal incident to China\u2019s ambassador to the Philippines, H.E. Huang Xilian, and to China\u2019s Ministry of Foreign Affairs.<\/p>\n<p>\u201cAyungin Shoal is part of the Kalayaan Island Group (KIG), which is an integral part of the Philippines, as well as the Philippines\u2019 exclusive economic zone and continental shelf, and over which the Philippines has sovereignty, sovereign rights and jurisdiction,\u201d Locsin continued.<\/p>\n<p>The Philippine foreign minister referred to the Kalayaan Island Group, which is Manila\u2019s name for the Spratly Islands.<\/p>\n<p>\u201cThe acts of the Chinese Coast Guard vessels are illegal,\u201d Locsin said Wednesday. \u201cChina has no law enforcement rights in and around these areas. They must take heed and back off.\u201d<\/p>\n<p>\u201cThe Philippines will continue to provide supplies to our troops in Ayungin Shoal. We do not ask permission to do what we need to do in our territory,\u201d he affirmed.<\/p>\n<p>In the days immediately preceding the November 16 incident, the Philippine Navy <a href=\"https:\/\/www.reuters.com\/world\/china\/philippines-condemns-chinese-coast-guards-action-south-china-sea-2021-11-18\/\">observed<\/a> an \u201cunusual presence of Chinese maritime militia\u201d around Ayungin Shoal and nearby Pag-asa Island, which also pertains to the Spratlys. Philippine National Security Adviser Hermogenes Esperon <a href=\"https:\/\/www.reuters.com\/world\/china\/philippines-condemns-chinese-coast-guards-action-south-china-sea-2021-11-18\/\">told<\/a> reporters on November 18 the Philippine military spotted 19 Chinese vessels near Ayungin Shoal last week and an additional 45 Chinese ships around Pag-asa Island. Esperon described the presence of Chinese boats within Manila\u2019s sovereign maritime territory as \u201cvery aggressive.\u201d<\/p>\n<p>Beijing illegally claims the entire Spratly Island chain as its own territory, alleging the archipelago lies within the boundaries of its supposed \u201cnine-dash line,\u201d which is an imaginary outline encompassing nearly the entire South China Sea.
