The crowd surge occurred as Scott was starting to perform, according to <a href=\"https:\/\/www.nytimes.com\/2021\/11\/06\/us\/travis-scott-crowd-surge.html\" target=\"_blank\" rel=\"noopener noreferrer\">The New York Times<\/a>.<\/p>\n<p>Following the deadly incident, a viral Facebook post <a href=\"https:\/\/www.facebook.com\/chris.elston.37\/posts\/4711750812209121\" target=\"_blank\" rel=\"noopener noreferrer\">alleged<\/a>, \u201c$2 billion company LiveNation is so happy y\u2019all blaming that incident completely on Travis Scott like they didn\u2019t just schedule a 50k person event in conditions that could barely pass a 20k capacity venue, threw 2 water stations up and had an understaffed\/undersupplied medical team on guard and called it good.\u201d<\/p>\n<p>Astroworld was held outdoors in a parking lot at the <a href=\"https:\/\/www.nrgpark.com\/nrg-park-facilities\/\" target=\"_blank\" rel=\"noopener noreferrer\">NRG Park complex<\/a>, according to the <a href=\"https:\/\/news.wttw.com\/2021\/11\/09\/crowd-surge-wasn-t-mentioned-astroworld-operational-plan\" target=\"_blank\" rel=\"noopener noreferrer\">Associated Press<\/a>. In a Nov. 6 press conference, Houston Fire Chief Samuel Pe\u00f1a <a href=\"https:\/\/www.youtube.com\/watch?v=3BkBfbsV2cs\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> that \u201cthere is no occupancy permit for an outdoor event\u201d but, based on fire code assembly occupancy formula calculations, it could have held over 200,000 people. However, city officials capped the event at 50,000 attendees, he noted.<\/p>\n<p>There have been attendee reports of <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/houston\/article\/At-least-8-deaths-Travis-Scott-Astroworld-Festival-16597376.php\" target=\"_blank\" rel=\"noopener noreferrer\">insufficient water stations<\/a> and of the <a href=\"https:\/\/nypost.com\/2021\/11\/06\/astroworld-medics-were-overwhelmed-by-incident-that-left-8-dead-at-concert\/\" target=\"_blank\" rel=\"noopener noreferrer\">medical staff being overwhelmed<\/a> during the crowd surge. Pe\u00f1a <a href=\"https:\/\/www.youtube.com\/watch?v=3BkBfbsV2cs\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> in the Nov. 6 press conference that the \u201cprimary medical component\u201d was provided by a third-party company. Authorities are investigating what caused the crowd surge, the Houston fire chief also said.<\/p>\n<p>Over 100 lawsuits have been filed so far against Scott and concert promoter Live Nation in connection to the Astroworld crowd surge, the <a href=\"https:\/\/nypost.com\/2021\/11\/13\/astroworld-lawsuits-top-100-a-week-after-tragic-concert\/\" target=\"_blank\" rel=\"noopener noreferrer\">New York Post<\/a> reported Nov. 13.
