Kevin Stitt (R) on Monday directed the state\u2019s Department of Health&nbsp;to stop issuing nonbinary birth certificates.<\/p>\n<p><a href=\"https:\/\/www.oklahoman.com\/story\/news\/2021\/11\/10\/kevin-stitt-orders-state-stop-issuing-nonbinary-birth-certificates\/6374847001\/\">The <em>Oklahoman<\/em><\/a> reports:<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<blockquote readability=\"10.442028985507\">\n<p class=\"gnt_ar_b_p\">After Oklahoma issued its first nonbinary birth certificate last month, Stitt<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.sos.ok.gov\/documents\/executive\/2014.pdf\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\">&nbsp;signed&nbsp;an executive order<\/a>&nbsp;Monday&nbsp;to block the state from issuing more birth certificates with an \u201cX\u201d gender marker.&nbsp;In the order, Stitt said that by issuing a gender-neutral birth certificate, the health department amended the document in a manner not allowed by state law.&nbsp;Stitt also called on the Oklahoma Legislature&nbsp;to pass legislation next year on state-issued birth certificates that indicates&nbsp;\u201ca designation of non-binary is contrary to Oklahoma Law.\u201d<\/p>\n<\/blockquote>\n<p>\u201cIt has come to my attention that the Oklahoma State Department of Health has entered into a settlement agreement which was not reviewed or approved by my administration,\u201d Stitt stated in the order. \u201cThis settlement requires OSDH to amend birth certificates in a manner not permitted under Oklahoma Law. This Order ensures that this unauthorized action will be corrected.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Last month, the Oklahoma State Department of Health struck a settlement agreement with a Oregon resident who was born in Oklahoma who sought a birth certificate amended to show their nonbinary identity, according to <a href=\"https:\/\/www.koco.com\/article\/gender-change-to-oklahoma-birth-certificate-caused-controversy\/38030591\">KOCO News<\/a>.<\/p>\n<p class=\"gnt_ar_b_p\">Stitt, as part of the order, urged state lawmakers to approve legislation to \u201cclarify\u201d that \u201cchanges in sex or gender on a birth certificate or a designation of non-binary is contrary to Oklahoma Law.\u201d<\/p>\n<p>\u201cThe Oklahoma State Department of Health stands committed to serving the citizens of Oklahoma in maintaining the integrity of vital records,\u201d the Oklahoma State Department of Health <a href=\"https:\/\/www.koco.com\/article\/stitt-executive-order-amending-birth-certificates\/38211067\">said<\/a> in response to Stitt\u2019s executive order:<\/p>\n<blockquote readability=\"9\">\n<p>Pursuant to Governor Stitt\u2019s Executive Order, OSDH will continue to amend birth certificates as allowed by law. These amendments will include legal change of name or corrections of errors. OSDH will work with the Governor and Attorney General on any orders for amendments that may fall outside the scope of 63 O.S. 1-321.
