School district administrative teams, in consultation with school district nursing staff, shall determine the best manner in which to make condoms available to students. At a minimum, condoms shall be placed in locations that are safe and readily accessible to students, including the school nurse\u2019s office.\u201d<\/p>\n<p>In October, the Vermont Agency of Education issued guidance which stated:<\/p>\n<p><em>The Agency of Education, in collaboration with the Vermont Department of Health and Planned Parenthood of Northern New England (PPNNE), has collected background information, identified steps for SUs\/SDs and schools to implement condom availability in their schools, and created a template for schools to use when developing condom availability procedures.<\/em><\/p>\n<p>Executive Director Mary Beerworth of the Vermont Right to Life Committee had protested the action in June, asserting, \u201cParents have no idea that bowls of condoms are going to be placed potentially in the nurse\u2019s office and potentially in the bathroom. We\u2019re concerned it\u2019s a subtle endorsement of early sexual activity,\u201d as <a href=\"https:\/\/www.news10.com\/news\/vt-news\/1st-in-the-nation-law-requires-vermont-schools-to-supply-condoms\/\">ABC News10<\/a>reported. She <a href=\"https:\/\/www.today.com\/health\/vermont-now-requires-condoms-middle-high-schools-t238305\">told<\/a> NBC\u2019s \u201cToday Health\u201d that teenagers \u201cdon\u2019t even always remember to brush their teeth without parents reminding them. A lot of young girls I know who had abortions under age 18, just forgot to take the pill.\u201d She was concerned that young women would end up in \u201ca situation where one of their alternatives is abortion.\u201d<\/p>\n<p>Sharon Toborg, policy analyst for the Vermont Right to Life Committee, had <a href=\"https:\/\/legislature.vermont.gov\/Documents\/2020\/WorkGroups\/Senate%20Health%20and%20Welfare\/Bills\/H.663\/Public%20Comment\/H.663~Sharon%20Toborg~Vermont%20Right%20to%20Life%20Committee%20Comments~6-3-2020.pdf\">commented<\/a> on the proposed legislation:<\/p>\n<p><em>Parental rights and responsibilities are defined as those \u201crights and responsibilities related to a child\u2019s physical living arrangements, parent child contact, education, medical and dental care, religion, travel, and any other matter involving a child\u2019s welfare and upbringing.\u201d<\/em><\/p>\n<p><em>Yet parents\u2019 rights continue to be denied by those who provide abortions and contraceptives to children without parental knowledge. Currently, in my local school district, the Barre Unified Union School District, condoms are available to students in grades 7 \u2013 12, but parents can opt their children out. H.663 would deny parents this right.
